About us:

Established in 2018; Komfort Kare is a HSE Approved Provider of Home Support services in Ireland. Komfort Kare provides packages of home care to support adults over 65, under 65, children and people with a disability (physical or intellectual) to live independently in their own home. We offer clients a range of behavioural support, domestic assistance, personal care and complex care based upon their assessed needs; 24hrs a day, 7 days a week. We have a dynamic and dedicated team of staff who are focused on delivering safe and high quality care to all our clients.

We are currently expanding our services and are seeking an experienced, enthusiastic and innovative team member who will undertake a new role within the Management Team as Chief Operations Officer.

Chief Operations Officer

The Chief Operations Officer will be responsible for the oversight and management of Home Support Services provided by Komfort Kare in CHO7, CHO8 and CHO9. These CHO areas will be reconfigured by the HSE in 2024 into the following two Health Regions.

· HSE Dublin and North East: North Dublin, Meath, Louth, Cavan, and Monaghan

· HSE Dublin and Midlands: Longford, Westmeath, Offaly, Laois, Kildare, and parts of Dublin South and Wicklow

The ChiefOperations Officer will oversee all Komfort Kare Operational Practices and assure the Chief Executive Officer that the delivery of home support services is being provided safety and that the quality of care provided is the highest possible standard. This will be achieved through the management of the two Komfort Kare offices which will oversee the managerial and business aspects of the services provided by Komfort Kare in the above CHO areas. The Chief Operations Officer is a member of the Komfort Kare Management Team.

Job Specification:

Experience: This post holder will require a minimum of 5 years of experience working in the Home Support Services sector, of which 2 years are in a managerial position.

It is essential that the post holder has experience in liaising and engaging with external agencies e.g. HSE, HIQA, Tusla.

Qualification: It is essential that the post holder holds a health or social care professional or academic qualification in this speciality area.

Knowledge relevant to the role: This role will require dedication and commitment to achieve and maintain highest possible care standards for clients receiving Home support care and creating a culture of professionalism and learning for staff.

The successful candidate will need to be a transformational Leader and motivational manager. They will need to be passionate about safe and high-quality care and want to progress Komfort Kare to become a leading provider in the Home Support sector.

Role Description:

The Chief Operations Officer is the designated Liaison Person for the HSE / other external agencies and will provide all relevant Key Performance indicators and data returns as requested by the HSE or any other external agency within the specified timeframes. They will be the point of contact for all HSE/External agency communication regarding all care provision and service delivery issues including the management of incidents and complaints.

The Chief Operations Officer will measure performance and implement required Quality Improvement Plans to achieve improved performance. Any risks that are identified which inhibits performance will be included in the Komfort Kare Risk Register.

To ensure care delivery is within the allocated budget and staffing levels are appropriate to deliver safest and best possible care, the Chief Operations Officer will ensure provision of a dynamic Human resource management approach.

The Chief Operations Officer will lead and oversee the Komfort Kare Management team to assure compliance with all relevant legislation and work towards compliance with the 2022 Dept. of Health draft regulations for Home Support Providers.

Reporting Line Manager:

This post reports into the Chief Executive Officer for Komfort Kare

Management of Staff:

· Will be a line manager to the Area Managers, HR Manager, Compliance Manager and Finance Officer.

  • To advise the Management Team regarding staff management issues and consult with the legal team as required.
  • Ensure recruitment, retention and appropriate skill sets of the Office teams.
  • Ensure regular administration and business meetings are taking place.
  • Ensure staff learning and development is kept up to date.

Forward Business Planning:

  • Have a business plan which includes potential growth and development based upon previous years performance and annual report.
  • Keep up to date on local and national developments that could affect business continuity
  • Seek new business opportunities to allow for growth and development.
  • Report the business plan to the Komfort Kare Management Team for approval.

Leadership & Governance:

· To work collaboratively with the Governance Team to assure the CEO that services are provided and delivered to a safe and high quality standard.

· Attends the Komfort Kare Management team through monthly meetings, providing assurance to the Management Team regarding monthly performance and leading the management team to achieve Komfort Kare’s objectives.

  • Manage the team within Komfort Kare offices and the geographically assigned Area Managers by providing consistent leadership and motivation.
  • Conduct annual appraisals with Komfort Kare Office staff and have a personal development plan for each member of the team.
  • Set targets for Komfort Kare Office staff in relation to performance (relevant to their role) and client care.

Client Care:

  • Provide a monthly Governance Report that includes all incidents, complaints/ compliments from clients and staff
  • Oversee the results of client satisfaction questionnaires and ensure actions are taken to keep client satisfaction at the highest possible standard.
  • Ensure all incidents and complaints are recorded and managed within both offices, responded to in a timely fashion.
  • Review complaints and incidents and provide a quality report to the Management Team.

Compliance:

  • To ensure all data relating to Key Performance Indicators is accurately recorded and reported within the agreed timelines as set by the HSE / external agencies.
  • To oversee the HR Manager to ensure all staff have personnel files in place and are compliant with the Tender specification requirements (2023).
  • Ensure that Komfort Kare has all the necessary policies, procedures and guidelines in place.
  • Ensure all H&S legislative requirements and relevant HSE policies are being met.
  • Commission annual audits on all Komfort Kare Offices, ensuring any deficits in client or carer processes and standards are addressed in a timely manner, through the management team members.
