Overview of the Role: The successful candidate will fulfil the role of Programme Officer III (Level 5) General and will be assigned an administrative role with responsibility for a range of tasks in the area assigned. The EPA is looking for candidates who demonstrate the ability to take on a high level of responsibility with the potential to lead and to progress to more senior positions in the organisation in the future. The EPA will form a panel from this recruitment campaign from which immediate and future Programme Officer III (Level 5) vacancies may be filled. The principal duties/functions and responsibilities of a Programme Officer III (Level 5) relate to the administration and implementation of statutory functions. The successful candidate will work in a multi-disciplinary team with scientific/technical and other business support staff. Candidates must be flexible, capable of working to and meeting tight deadlines and committed to delivering high quality results and services. They must demonstrate excellent interpersonnel skills, ability to build relationships (internal and external) and have a track record in delivering outstanding customer service in a busy office environment. Key Responsibilities: Candidates should demonstrate in their application their ICT, organisational and administrative skill that would enable them to perform the key responsibilities of the role as outlined below. • Assisting with the organisational and administrative functions of the office; • Taking full ownership of assigned tasks, prioritising and working effectively and efficiently as part of a team in a high-paced environment adhering to deadlines; • Managing other resources, including procurement, budget preparation, management and control; • Administration of regulatory processes and acquiring a detailed knowledge and understanding of relevant legislation; • Developing, implementing and adhering to procedures and contributing to the ongoing review of relevant procedures and guidance; • Providing high quality customer service to both internal and external stakeholders and consistently setting good example to others within the team in relation to same. • Dealing with the public, outside bodies, other stakeholders and providing information and dealing effectively with queries and correspondence in a timely manner; • Maintaining high quality records and up to date information management systems; • Preparing high quality documents and monthly/quarterly reports for management, including developing management information, analyses and metrics; Undertaking relevant research necessary in the development of projects, including analysis of non-routine/issues/queries, proposals and reports; • Organising meetings, conferences and events; and preparing and coordinating meeting documents including agendas, minutes and follow up actions; • Providing on the job training and support to new staff members to assist them to deliver their objectives; • Participating in training and development programmes/courses to maintain and improve performance and takes ownership for identifying personal training and support needs; • Undertaking such other appropriate duties as may be assigned from time to time. Successful candidates may be assigned to any office in the EPA, duties may vary depending on the nature of work carried out by the office. Essential Requirements: Candidates must have on or before 4pm on Wednesday 29th May 2024: 1. Leaving Certificate (or equivalent) plus a minimum of two years relevant work experience demonstrated in a similar office-based role and previous experience working to deadlines and effectively prioritising tasks. (A PLC or similar business/ administration at NFQ level 6 course can be used in lieu of one - year work experiences). or A relevant degree (NFQ Level 8). 2. Demonstrate using specific examples the following: a. Strong ICT skills with a good working knowledge of Microsoft Office (Excel, Word, Outlook) and ability to learn new systems; b. Excellent communication skills including oral and written; c. Ability to work and deliver as part of a team to meet objectives. Desirable Requirements: 1. Previous experience adhering to policies, procedures or corporate guidelines. Tenure The term of appointment for the role will be permanent and pensionable. The appointee will be required to serve a twelve-month probationary period. If at any time during this probation it appears that the appointee would not be suitable for final appointment, the probation will be terminated. Hours of Attendance Hours of attendance at work will be arranged from time to time by the EPA and will amount to 35 hours net per week. Normal working hours will be 9.00 a.m. to 5.00 p.m. with a minimum of 30 minutes for lunch. The EPA operates of a flexible working hours scheme. This is included for grades from entry level up to EPA Level 3. Blended Working Policy Blended working is part of the EPA commitment to be an employer of choice and it supports the organisation’s ability to retain and attract high quality talent.
