Job Summary

Dublin and Dun Laoghaire Education and Training Board (DDLETB) serves the three county council areas of Dún Laoghaire-Rathdown, South Dublin and Fingal and a population of 862,468 people. The administrative area covered by Dublin and Dún Laoghaire ETB reaches from Balbriggan in north County Dublin, to Dún Laoghaire in south County Dublin and Lucan in west County Dublin. As a statutory body, DDLETB has responsibility for a wide and varied suite of education and training services including Primary, Post Primary, Further Education and Training (FET) settings and Youth Services.

In 2025, over 5,000 staff were employed in DDLETB, and the organisation provided services to over 85,000 learners who participated in the education and training services provided by DDLETB.

Administrative Officer GVII - Procurement

Overview of the Role

The Administrative Officer will be responsible for overseeing and managing DDLETBs procurement function, ensuring compliance with organisational procedures, public sector regulations, and best practice. Reporting to the Head of Procurement, the role involves supervising procurement staff and processes, supporting strategic procurement objectives, and promoting efficiency, transparency, and value for money across all procurement activities.

Administrative Head Office, 1 Tuansgate, Belgard Square East, Tallaght, D24 other such place designated as appropriate by Dublin and Dun Laoghaire Education and Training Board (DDLETB).

Salary Scale

€60,010 p.a. - €72,788 p.a.

Long service Increment 1, €75,395 after three years satisfactory service at the maximum.

Long Service Increment 2, €78,014 after three years satisfactory service at LSI 1

New appointees to any grade start at the minimum point of the scale. Incremental credit is normally granted on appointment, in respect of current experience in the Civil Service, Local Authorities, Health Service and other Public Service Bodies and Statutory Agencies

Annual Leave

29 working days per annum (pro-rata).

Working Week

35 hours per week (exclusive of one hour lunch)

Probation

In accordance with S.I. No. 686/2022 - European Union (Transparent and Predictable Working Conditions) Regulations 2022, the period of probation shall not exceed 12 months.

Superannuation

Membership of the ETB Superannuation Scheme and of the ETB’s Spouses and Children’s Scheme is automatic and compulsory.

DUTIES & RESPONSIBILITIES:

  • Supervision and development of all procurement staff.
  • Provide and promote service excellence and foster effective teamwork and business relationships including attendance/ participation in inter-department and management meetings and procurement network meetings
  • Management of Multi- Annual Procurement Plan, Corporate Procurement Plan and other expenditure analysis and planning reports.
  • Effectively manage DDLETB’s centralised contracts including issuing contracts, liaising with schools/ centres and contracted suppliers, monitoring performance and dealing with complaints.
  • Manage the tender process of contracts over the value of €50k and ensure adherence to EU and National Procurement Rules and OGP Frameworks.
  • Carry out checks on expenditure to ensure compliance with policies and procedures and centralised contracts.
  • Provide advice on procurement e.g. planning, tendering and using government framework agreements and keep up to date with all new rules and procedures.
  • Develop, monitor and propose revisions to financial and procurement policies, practices and procedures, to meet the evolving needs of the ETB and improve the system and service delivered.
  • Prepare responses for all audits and other external reporting requirements
  • Ensure records are kept secure and up to date and ready for audit and prepare all audit requirements.

Skills Requirement

Essential Requirements

  • A QQI Level 7 qualification or higher in a relevant discipline such as Procurement, Business, Finance, Economics, Supply Chain Management, Technology, or a related area.
  • A minimum of three years’ experience working within the public sector, with a strong understanding of public service governance and procedures.
  • Comprehensive knowledge of Irish and EU public procurement legislation, guidelines, and best practices.
  • Proven experience using procurement and financial management systems, including familiarity with the eTenders platform (or equivalent).
  • Experience conducting tender evaluations, preparing contract documentation, or managing supplier performance.
  • Strong numeracy and analytical skills, with high levels of accuracy and attention to detail.
  • Demonstrated ability to work independently while also leading and motivating a team to deliver high-quality results.
  • Excellent communication skills, both written and verbal, with a proven ability to manage relationships with internal and external stakeholders.
  • Strong problem-solving abilities, with a proactive approach to identifying issues and implementing effective solutions.
  • Proven ability to manage competing priorities, meet deadlines, and work effectively in a dynamic, fast-paced environment.

The following are desirable but not essential:

  • A recognised qualification in procurement or a relevant postgraduate qualification.
  • Experience developing or contributing to procurement strategies or policies.
  • Familiarity with green procurement or sustainable procurement practices.
