The Position

Limerick City and County Council invites applications from suitably qualified persons who wish to be considered for inclusion on a panel from which temporary and permanent vacancies for Administrative Officer may be filled throughout the lifetime of the panel.

The position of Administrative Officer is a management grade within the Council. An Administrative Officer is responsible for the organisation and management of all aspects of a section or sections, including staff.

Duties may also include representing the Department or Council on various committees and contributing through the business planning process to the formulation of policy.

The person selected will possess an in-depth knowledge and experience in the policy and strategic issues and responsibilities of Limerick City and County Council. Knowledge of the strategic direction and initiatives of the Council will also be required.

The person appointed will have excellent interpersonal, communication, negotiation, and decision-making skills. The post holder will be directly accountable for the work of staff reporting to them. The Administrative Officer will be expected to work closely with colleagues to ensure that the activities of the Council are effectively coordinated and delivered.

The positions are located in various sections of the organisation and duties will vary depending on assignment.

Key Responsibilities
  • Supervision and management of staff
  • Manage a function of the Council that facilitates delivery of Limerick City and County Council’s Corporate Plan and implement its objectives as required
  • Manage workload effectively within the team and ensure performance targets are achieved
  • Report to the Senior Executive Officer or their nominee
  • Undertake project management responsibilities as required
  • Supervise and participate in the Performance Management Development System (PMDS)
  • Prepare, analyse, and report on relevant matters
  • Successfully manage relationships with internal departments, external service providers, and elected representatives
  • Liaise with public representatives regarding issues arising and work with local volunteers and service providers where required
  • Use all assigned technology and equipment
  • Complete all required training successfully
  • Manage budgets as required
  • Demonstrate initiative and the ability to work independently and as part of a team
  • Maintain and develop records, reports, and documentation
  • Manage financial resources within a budgetary control framework
  • Ensure effective monitoring procedures are in place to record project activities and progress
  • Continuously review procedures to ensure compliance with best practice and develop improved procedures where appropriate
  • Proactively use information and communication technology to improve service delivery and efficiency
  • Maintain a good knowledge and awareness of Health and Safety legislation and regulations and apply them appropriately in the workplace
  • Undertake research as required
  • Carry out any other duties assigned

Panel Formation

Following the interview process, Limerick City and County Council will establish three panels for the post of Administrative Officer (Grade VII) from which future vacancies may be filled, subject to sanction approval.

The panels will remain in place for 12 months and may be extended for a further 12 months.

Applications are invited for the following panels:

Panel A – 50% Confined to Employees of the Sector

This panel will comprise successful applicants, in order of merit, from within the Local Authority Sector only, including candidates serving in a Local Authority or Regional Assembly (where applicable).

Panel B – 30% Open Competition

This panel will comprise all successful applicants in order of merit and may include:

  • Candidates serving in a Local Authority
  • Candidates serving in a Regional Assembly
  • External candidates
Panel C – 20% Confined to Employees of Limerick City and County Council

This panel will comprise successful applicants, in order of merit, from within Limerick City and County Council only.
