Purchasing & Supplies Manager

· Lead and be accountable for the end–to-end procurement, logistics and supply chain operations.

· Be accountable for ensuring the highest standards of compliance with EU and Irish Legislation plus all relevant Government policies.

· Be accountable for identifying targets and savings through optimising procurement strategies.

· Be accountable for the development and maintenance of procurement policies and procedures, in line with applicable regulation and frameworks.

· Be accountable for leading, managing and motivate colleagues within the Purchasing and Supplies Department, including the completion of performance achievement and promotion of a positive employee relations climate.

· Manage and maximise efficiencies in the planning and control of stock levels in line with budget targets.

· To promote and maintain best practice in relation to the protection of inventory and general security of the department.

· Maintain awareness of Supplier performance/non-compliance and take timely remedial action as appropriate through a structured contract management programme.

· To liaise with Department Heads as required in relation to any aspect of the purchasing function and to promote a customer focused delivery of the Purchasing & Supply chain.

· To manage the month end activities within specific deadlines.

· To liaise with the Tendering Team on all contracts pertinent to the Purchasing & Supplies Department.

· To develop and maintain a comprehensive Management Information System for the department and to furnish statistical data and reports as may be required.

· Ongoing review and development of the service in the light of changes within the Hospital and within the field of purchasing and supplies management.

· Actively participate on various Committees.

· Point of contact for all internal and external audits relevant to the Purchasing & Supplies Department.

· Actively support and implement the HSE’s green procurement initiatives and sustainability objectives, considering environmental and social impacts in sourcing decisions.

· Any other duties deemed appropriate to the post.
