Clare County Council will, following the interview process, form a panel for the post of Theatre Attendant from which future relevant vacancies may be filled subject to sanction approval from the Department of Housing, Local Government and Heritage. Positions will be offered in order of merit as per the panel. This panel will exist for 12 months and may be extended for a further period of 6-12 months at the discretion of the Chief Executive. JOB DESCRIPTION Cultúrlann Sweeney, Kilkee comprises a 108 seat theatre, an art gallery and a library which includes a meeting a meeting room and IT suite. The original Sweeney Memorial Library went under extensive renovation and re-opened in 2012 as Cultúrlann Sweeney, a dedicated cultural space for West Clare. Clare Arts Office programmes and manages the theatre and gallery. There is a varied programme of activities during the year and particularly over the summer months, providing entertainment to the thousands of visitors who come to West Clare annually. Throughout the year monthly exhibitions take place as well as a monthly Film Club, weekly Youth Theatre workshops and an array of public and private events such as theatre shows, concerts, lectures, talks, film screenings etc. During the summer months the theatre normally runs events four days / nights per week. Due to the nature of the work, candidates must be available to work evenings, weekends and bank holidays as required. The Theatre Attendant will be part of the Clare Arts Office team and will report to the Arts Officer, or their nominee. The Arts Office sits within the Rural Development Directorate of Clare County Council. The role of Theatre Attendant will be a key role in liaising with theatre users including visiting artists, performers and community groups. Ideally the theatre attendant will have a good working knowledge of theatre sound and lighting systems. They will be required to manage all Health and Safety within the theatre to include Health and Safety inductions for performers, contractors, artists and all visitors to the theatre and gallery and to follow all Health and Safety guidance from Clare County Council. They will be required to make public announcements advising patrons of health and safety in the building e.g. fire exits. They will be responsible for the fire register, organising fire drills and any other Health and Safety responsibilities required by Clare County Council. The Theatre Attendant will be responsible for the maintenance of all equipment in the building and to oversee the proper use of same. They will be required to set up and take down tables and chair for events and to help with installing sets and technical equipment on stage to include, but not limited to, projectors, screens etc. They will be responsible for all caretaking, internally and externally, ensuring the theatre is pristine in its presentation to the public. The Theatre Attendant will also be required to assist artists installing their exhibitions, ensuring they adhere to all health and safety requirements and may be required to oversee gallery openings. From time to time The Theatre Attendant may be required to assist the Box Office Attendant in selling tickets, showing patrons to their seats, serving refreshments etc. ESSENTIAL SKILLS & EXPERIENCE FOR THE ROLE The ideal candidate must be able to demonstrate that they have sufficient experience and a proven track record in the following: • Experience of and /or a genuine interest in working in the Arts • Technical knowledge of light and sound systems or a willingness to learn same • Willingness to set up exhibitions, tables and chairs for events, technical equipment on stage etc. • Customer Service • Comfortable using computer software for music, sound effects, film downloads etc. • Communication skills, both oral and written • Working Effectively as part of a team and willingness to take direction • General maintenance, caretaking and cleaning duties in the building as required. DUTIES The duties to be assigned include the following although this list is not exhaustive and may be reviewed from time to time as organisational needs require. JOB DESCRIPTION A Traffic/Litter Warden is a member of a multi-disciplinary team of front-line services based in the Municipal Districts which deliver a wide variety of key local authority services in the heart of com/unities-services include transportation and traffic management, delivery of social housing and other key infrastructure, environmental works, recreation and amenity facilities and general community development. Local Authorities also play a major role in supporting economic development and enterprise promotion at local level. The Traffic/Litter Warden has specific responsibility for the enforcement of a variety of legislation including Road Traffic, Litter Pollution and Casual Trading acts and regulations. The ideal candidate will be a highly motivated adaptable and flexible person capable of acting on their own initiative, with a strong sense of commitment to delivering quality public services. Candidates will also be expected to demonstrate clear knowledge and understanding of • Local authority services, its key stakeholders, and relationships; • Local government structures and the role of Elected Members; • Key legislation relating to road traffic and litter legislation; • Health, Safety and Welfare in the workplace; • Importance of fostering and maintaining wide ranging productive working relationships both internally and externally to the organisation; • Good Public Service values. DUTIES The duties to be assigned include the following although this list is not exhaustive and may be reviewed from time to time as organisational needs require. The duties will include but will not be limited to the following: TRAFFIC • Carrying out the functions specified in sub-section (2) of Section (2) of the Local Authorities (Traffic Wardens) Act, 1975. • To work within the guidelines as laid out in 'Procedures and Guidelines for Traffic Wardens, June 2003' or as otherwise directed. • To patrol the assigned location / town within County Clare in the course of your duties as assigned by the Director of Services or delegated person. • To issue “on-the spot fine” tickets for infringement of the current Clare County Council Parking ByeLaws for the various locations within County Clare and non-display of a current Tax or Registration Disc on parked or stopped vehicles. The post holder will need to be familiar with the various Parking Byelaws currently operating in the County. • To carry out such duties as may be assigned to them by the Director of Services in relation to the enforcement of the Litter Pollution Act 1997, which makes it an offence to throw down, place or leave litter in or on any public place. • To police casual trading throughout County Clare in accordance with the relevant Casual Trading Bye Laws for each location. • To keep accurate records of offences as required for the purposes of Court proceedings, to attend Court and to give evidence as required. • To liaise closely with Administrative Staff in the preparation of evidence. • To write clear and concise reports when required to do so. • To issue notices in relation to vehicles for sale that are parked contrary to the current Roads Act. • To remove and transmit money containers from all Parking Meters to Council Offices as required by the Council. • To count the money from said money containers when required. • To carry out such other appropriate duties relative to the post of Traffic Warden as may from time to time be assigned to them by the Director of Services. • To notify your immediate supervisor of any defects in parking signs, traffic markings and any abandoned vehicles encountered while on duty. ENFORCEMENT: a) Enforcement of Roads Act 1993 with regard to the following: • Abandonment of vehicles on public roads • Unlawful placing or retaining an unauthorised vehicle, sign, caravan etc. on a public road. • Unlawful placing of temporary dwellings on a public road. b) Stationary Traffic Offences – as per traffic warden duties, i.e., illegally parked vehicles. c) Obstructions to Traffic Duties e.g., obstructions on roads such as skips, signs, hoardings etc. d) Maintenance of Pay & Display machines including collection of money and replacement of consumables. LITTER: • To carry out the functions conferred upon you pursuant to the provisions of the Litter Pollution Act 1997 and the Waste Management Act 1996 as amended and other environmental legislation. You will be required to be conversant with such functions and with the relevant sections of the Litter Pollution Act 1997 and the Waste Management Act 1996 as amended and the Regulations made thereunder. • To visit premises and properties if necessary and to consult with the proprietors concerning the collection and disposal of their refuse. • To carry out such other appropriate duties relative to the post of Litter Warden as may be assigned to them by the Director of Services or delegated person. • To perform all duties required in a courteous and efficient manner. • To issue on the spot fines. • To identify and report litter black spots to the Council. • To participate in Environmental Programmes by visiting schools and voluntary organisations, e.g. Tidy Towns Committee. • To advise the Council on the adequacy of litter bins ENFORCEMENT: a) Litter Enforcement – under the Litter Pollution Act 1997, as amended. b) Monitoring of Public Amenities i.e., monitoring of parks and beaches with regard to illegal parking, use of vehicles, littering and other provisions regarding same under the Local Government Act 1994 as amended. The Role: The Asset Operations function forms the cornerstone of service delivery to customers, protecting the environment and meeting regulatory standards as well as managing the majority of operational expenditure. The Asset Operations function has responsibility for operational and maintenance strategy, policies, planning and standard operating procedures for Water and Wastewater operations both nationally and regionally, ensuring that value for money and customer service is delivered. The Water and Wastewater Operations team is responsible for the regional delivery of water and wastewater operational services through the operation, inspection, maintenance & repair of the treatment and network assets.  The  Water/Wastewater Treatment Operator  will have a remit over a geographical area and is responsible for the operation of treatment processes on the assigned treatment plants and carrying out routine maintenance activities on assets for an area, across a variety of sites as and when requested, in accordance with the task schedule. The  Water/Wastewater Network Operator  has a remit over a geographical area and is responsible for supporting the operation of the water and wastewater network in order to deliver consistent customer service and carry out routine maintenance activities on the network asset base.
