Census Field Supervisors
About this Role You will be responsible for the work of 4-12 Field Support Officers and for the successful conduct of the enumeration of the 2027 Census of Population in an assigned work area. Reports to: Census Regional Supervisor Manages: The work of 4 to 12 Field Support Officers Location of Post The commitment for this post will be from 18th January 2027 to 11th June 2027, with 41.15 hours gross or 35 hours net per week. The officer’s headquarters will be such as may be designated from time to time by the Director General of the Central Statistics Office. For the time being the Director General has designated the officer’s home as headquarters. An Office Accommodation Allowance of €12.77 gross per week worked is payable as a lump sum at the end of the contract term for the provision of this facility. This payment may be made once the following criteria are met: • The officer must provide secure and confidential storage in their headquarters for all census material and equipment • Only persons who are Officers of Statistics for census purposes may have access to this material, including the laptop computer • The accommodation and other facilities provided by the officer are suitable from the point of view of the safety of the official property being stored and the satisfactory conduct of official business. When absent from home/headquarters on duty, the officer will be paid appropriate travelling expenses and subsistence allowances subject to the normal Civil Service regulations. Principal Duties The Census Field Supervisor is responsible for ensuring the effective and accurate completion of the census enumeration within their assigned work area. The Census Field Supervisor will oversee 4 to 12 Field Support Officers and report to the Census Regional Supervisor. Key Responsibilities include: • Attending training days - become thoroughly familiar with all enumeration procedures and digital systems. • Using a laptop - track applicants during the recruitment phase; to access daily reports on Field Support Officers progress; and for communication. • Proficiency with the Smartphone Application - used to record interactions with households. • Recruitment of Field Support Officers - learning best-practice interview skills; interviewing candidates; and assisting with appointing Field Support Officers. • A comprehensive understanding of Census Field Supervisor & Field Support Officer Manuals – this enables the capability to train Field Support Officers. • Facilitate the sourcing of venues - for Field Support Officer interviews and training. • Training of the Field Support Officers - how to use the smartphone application to record household’s interactions; answer citizen questions regarding the 2027 Census; use maps to locate their work areas; and follow up with non-participating households. • Supervision of Field Support Officers – managing quality assurance for team performance, ensuring that this is completed for all Field Support Officers in the designated time frame; supporting Field Support Officers as needed and reassigning work as required; reporting on enumeration progress; completing daily reporting tasks on the CRM (Customer Relationship Management) system; completing probation, contract and expense claims for your team; reporting disciplinary issues; and monitoring team hours worked. • Live field responsibilities - actioning escalations from the field; monitoring dashboards; acting and reporting on non-performing areas; managing uncooperative households; advancing all cases/household toward a completed status; promoting Census 2027 with publicity materials; and submitting final payments for Field Support Officers. • Secure storage of census material at home – this includes the use of laptop for Census work only; ensuring the use of the laptop for CRM should not take place outside of the home, e.g. coffee shops etc; and the storage of crates and forms, that are to be issued to Field Support Officer’s then collected back at the end of the census The above job description is not intended to be a comprehensive list of all duties involved and consequently, the post holder may be required to perform other duties as appropriate to the post which may be assigned to them from time to time. Eligibility Criteria for Census Field Supervisors Essential Requirements Candidates must, within the last six years, have acquired at least three years of practical experience in the following areas: • Staff management, preferably in an off-site capacity and the organisation of work for groups of at least 4 people. • Organising and delivering training programmes. Remuneration Pay: For the position of Census Field Supervisor, the rate of pay will be €38,803 annual equivalent. Where the appointee is 70 years of age or over, the rate of pay will be €37,211 annual equivalent, non-PPC aligned. Payment will be made as a double week on the Friday of the second week and then weekly after that. This payment is paid by Electronic Fund Transfer (EFT) into a bank account of the officer’s choice. Payment cannot be made until the officer supplies IBAN/BIC details to the Census Recruitment Section. The CSO will validate your bank details through a third party. Atypical Work Allowance: It is envisaged that during the course of the census enumeration that Census Field Supervisors will be required to work outside normal hours in order to support their team of Census Field Support Officers during the busiest time of the delivery and collection stage of the census. Furthermore, Census Field Supervisors will be required to provide cover for colleagues in adjacent areas during temporary periods of absence due to annual leave, sick leave or other unavoidable absences. In recognition of this atypical work situation an additional once off allowance of €687.91 will be paid, (or on a pro-rata basis if applicable). This payment is in the nature of pay and is reckonable for pension purposes. Once the conditions for this payment are met, the payment will be made on a lump sum basis at the end of the contract period. Staff in receipt of this payment will be required to give full flexibility with regard to their attendance as the requirements of the job dictate, and with particular reference to the peaks and troughs that can be expected over the period of the contract given the nature of the census operation.

Climate Action Coordinator
THE POSITION Wicklow County Council is seeking applications from suitably qualified candidates with relevant experience for the position of Climate Action Coordinator. It is proposed to form a panel of qualified candidates from which vacancies will be filled during the lifetime of the panel. The Climate Action Coordinator will report directly to the Senior Engineer in the Climate, Environment, Recreation and Amenity Directorate or such person as may be assigned from time to time by Wicklow County Council. The Climate Action Coordinator will organise climate action internally, across the local authority sector and at a regional level through the CAROs. Importantly, the Climate Action Coordinator will connect with the wider climate policy system by providing consistent contact points of engagement with other departments and agencies responsible for delivering Sectoral Adaptation Strategies and the wider National Adaptation Framework. A key function of the coordinator will be to monitor progress towards achieving targets. This will significantly enhance the national evidence base on delivery of the national Climate Action Plan. This evidence base gathered at a local authority level can feed into the national governance structures for delivering the Action Plan. The Climate Action Coordinator will coordinate and support the implementation of adaptation and mitigation actions and assist in leading the transition of Wicklow County Council to a low carbon and climate resilient county. QUALIFICATIONS Character Candidates shall be of good character. Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Education, Experience, etc. Candidates must, on the latest date for receipt of completed application forms: (a) Hold an Honours degree (Level 8 in the National Framework of Qualifications) in Engineering, Planning, Project Management, Science, Environmental Science, Architecture or equivalent. DUTIES The following is a non-exhaustive list of key duties and responsibilities which may be assigned to a Climate Action Coordinator. • Co-ordinate, manage and develop the implementation of the local authority’s response to the challenges of climate change. • Lead a multi-disciplinary dedicated team to deliver the Climate Action agenda. • Lead and drive the cross-sectional Wicklow County Council Climate Action Team to develop and implement a wide-ranging and effective work programme. • Develop Local Authority Climate Action Plan as per government guidance. • Develop and implementation of Decarbonisation Zone Action Plan as per government guidance. • Formulation of strategies to meet the objectives and aims of the Climate Change Action Plan. • Implementation and management of projects, plans and processes. • Ensure integration of Climate actions into all plans and policies of the council, where appropriate. • Promote and support a greater understanding of Climate Change issues in the County Council. • Promote and support a greater understanding of Climate Change issues in the community including organising and supporting relevant community initiatives, public outreach programmes and business initiatives. • Ongoing engagement with all stakeholders (i.e. environmental organisations, business and community groups) including the elected members of local authorities. • Review, collate and distribute relevant national policies and documents on climate change, adaptation actions, case studies etc. • Conduct stakeholder mapping of key agencies, actors and sectors and their potential relations to the successful delivery of Climate action goals. • Represent the Local Authority at key events and act as the focal point for climate action within the Local Authority. • Develop communication materials on the Local Authority local authority climate action activities and progress. • Participate in relevant regional meetings with the CARO, with the purpose of knowledge sharing, expanding the sectors abilities, sharing experiences and lessons learned and identifying possible opportunities for collaboration. • Providing technical inputs on funding proposals for climate change adaptation and identify funding opportunities and adaptation activities. • Provide a point of contact for engaging with the other sectors. • Preparing annual progress reports on the adaptation strategy and any subsequent action plans. • Foster and maintain working relationships with government departments and EU agencies. • Foster and maintain wide ranging productive working relationships with 3rd level institutions. • Demonstration of a high level of negotiation, influencing and communication skills and influence multi-stakeholder processes. • Effectively introduce change, foster a culture of creativity in employees and overcome resistance to change. • Ensure detailed reports are submitted in a timely manner. • Maintain an awareness of new policies, legislation and directives relating to climate action and review the implications of these new documents. • Contribute to the identification of new areas of research related to climate action and the local government sector. • Establishment of efficient and effective working structures, performance management systems. • Manage and motivate the team and ensure effective team building. • Database compilation, maintenance and analysis. • Manage financial and budgetary requirements for the office including putting internal controls and robust governance structures in place. • Ensure the office meets all requirements in relation to health and safety legislation and regulations. • Carrying out such other duties as may be assigned from time to time. • The successful candidate will be required to report to the line manager. PRINCIPAL CONDITIONS OF EMPLOYMENT A panel may be formed from which future Climate Action Coordinator positions may be filled. The position will be temporary and pensionable. The successful candidate(s) may be assigned as required to any of the Municipal Districts/Directorates under the Chief Executive’s control or to any premises/location in use by the Council now or in the future. Duties The duties of the office are to give to the local authority and i. to such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Acts 2001–2014, is Chief Executive, and ii. to any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in sub-paragraph (a) of this paragraph. Under the general direction and control of the Chief Executive or of such other officer as the Chief Executive may from time to time determine, such appropriate professional/technical and ancillary services of an advisory, supervisory or executive nature as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties, including the duty of servicing all committees that may be established by any such local authority or body. The holder of the office will, if required, act for an officer of a higher level. Probation Where persons who are not already permanent officers of a Local Authority are appointed, the following provisions shall apply: (a) There shall be a period after such appointments take effect, during which such persons shall hold office on probation. (b) Such period shall be nine months; this period may be extended at the Chief Executive’s discretion. (c) Such persons shall cease to hold such office at the end of the period of probation, unless during such period, the Chief Executive has certified that the service of such persons is satisfactory. Salary: €80,680–€100,692 per annum includes 2nd LSI EL 04/2026 The salary shall be fully inclusive and shall be as determined from time to time in line with national policy. The holder of the office shall pay to the local authority any fees or other monies (other than his/her inclusive salary) payable to and received by him/her by virtue of his/her office or in respect of services which he/she is required by or under any enactment to perform. Starting pay shall be determined in accordance with appropriate Departmental Circular letters. New Entrants will be placed on the minimum of salary scale. Hours of Work The person appointed will be required to work a 35 hour week Monday to Friday, which equates to a 7 hour day to be accounted for within attendance hours of 9 a.m. to 5 p.m. with one hour lunch between 1.00 p.m. and 2.00 p.m. A flexi system is also in operation. DUTIES The following is a non-exhaustive list of key duties and responsibilities which may be assigned to an Assistant Staff Officer: • Support the line manager to ensure the section or department work programmes are implemented to deliver on the Council’s Corporate Plan and operational matters. • Communicate and liaise effectively with customers, employees, supervisors and line managers in other sections, in relation to operational matters for their section or area of work. • Prepare reports, correspondence and other documents as required. • Organise and facilitate internal and external meetings and participate and engage in discussions as appropriate. • Provide assistance and support in the delivery of projects as required. • Ensure high levels of customer service, responding to queries and requests for information in a professional, courteous and timely manner. • Support the line manager to communicate, implement and manage all change management initiatives within the relevant area of responsibility. • Supervise employees within their team or programmes of work within their area of responsibility, providing support to team members or colleagues as required and through participation in the Performance Management Development System. • Comply with Health and Safety legislative requirements, policies and procedures and safe systems of work. • Participate in corporate activities and responsibilities appropriate to the grade. • Deputise for the line manager or equivalent as required. • To undertake any other duties of a similar level and responsibility, as may be required or assigned, from time to time. PRINCIPAL CONDITIONS OF EMPLOYMENT A panel for Baltinglass Municipal District and a panel for Countywide will be formed from which future Assistant Staff Officer positions may be filled. These panels will remain in place for two years. The position will be fulltime and pensionable. The successful candidate(s) may be assigned as required to any of the Municipal Districts/Directorates under the Chief Executive’s control or to any premises/location in use by the Council now or in the future. Duties The duties of the office are to give to the local authority and (a) to such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Acts 2001–2014, is Chief Executive, and (b) to any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in sub-paragraph (a) of this paragraph. Under the general direction and control of the Chief Executive or of such other officer as the Chief Executive may from time to time determine, such appropriate professional/technical and ancillary services of an advisory, supervisory or executive nature as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties, including the duty of servicing all committees that may be established by any such local authority or body. The holder of the office will, if required, act for an officer of a higher level. Probation Where persons who are not already permanent officers of a Local Authority are appointed, the following provisions shall apply: (a) there shall be a period after such appointments take effect, during which such persons shall hold office on probation; (b) such period shall be nine months; this period may be extended at the Chief Executive discretion; (c) such persons shall cease to hold such office at the end of the period of probation, unless during such period, the Chief Executive has certified that the service of such persons is satisfactory. Salary: €36,474 - €56,015 per annum includes 2nd LSI EL 04/2026 The salary shall be fully inclusive and shall be as determined from time to time in line with national policy. The holder of the office shall pay to the local authority any fees or other monies (other than his/her inclusive salary) payable to and received by him/her by virtue of his/her office or in respect of services which he/she is required by or under any enactment to perform. Starting pay shall be determined in accordance with appropriate Departmental Circular letters. New Entrants will be placed on the minimum of salary scale. Hours of Work The person appointed will be required to work a 35-hour week Monday to Friday, which equates to a 7-hour day to be accounted for within attendance hours of 9 a.m. to 5 p.m. with one hour lunch between 1.00 p.m. and 2.00 p.m. A flexi system is also in operation. Garda Vetting Candidates may be subject to Garda Vetting. Appointment(s) will be considered having regard to receipt of satisfactory Garda Vetting, particularly to determine suitability to work with children/vulnerable adults. Work Permit All non-EU/EEA citizens must hold a valid work permit prior to and for the duration of their contract. The work permit must allow you to work full time for Wicklow County Council. It is the responsibility of individual employees to ensure that you have a valid work permit. If at any stage during your contract, you cease to hold a valid work permit you must immediately advise Wicklow County Council and your employment will cease with immediate effect. Health For the purposes of satisfying the requirements as to health it will be necessary for successful candidates, before they are appointed, to undergo at their expense a medical examination by a qualified medical practitioner to be nominated by the local authority. On taking up appointment the expense of the medical examination will be refunded to candidates. Residence Holders of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. Key Working Relationships The postholder will maintain effective working relationships with the CEO, Board of Directors, Senior Leadership Team, Senior Managers and staff members across the organisation. Key relationships also include support functions, and external stakeholders including regulators, healthcare professionals, service providers, funders, advocacy organisations and professional bodies. Purpose of the Post The Executive Assistant to the CEO provides high-level executive, administrative and organisational support to the CEO. The role acts as a trusted point of coordination for executive-level activity, supporting effective diary and workflow management, communication, governance arrangements and the timely progression of key actions. The postholder will also contribute to strategic and operational priorities and undertake project coordination responsibilities as assigned. Role Boundaries and Positioning The Executive Assistant provides direct, high-level support to the CEO and operates as a trusted point of coordination for the CEO’s office. The postholder is expected to work with a high degree of autonomy, judgement and discretion, while remaining accountable to the CEO and operating within agreed authority. The role may coordinate actions, projects and organisational priorities on behalf of the CEO but does not replace the decision-making or accountability of relevant managers or senior leaders. The postholder will have access to highly sensitive information and must maintain strict confidentiality, appropriate professional boundaries and escalate matters requiring executive authority or decision-making to the CEO. In addition, staff are reminded that: • They are not allowed to attend the premises or carry out duties whilst under the influence of drink or illicit drugs. Any person found breaking this rule will be liable to instant dismissal. • Any person who becomes aware that they are suffering from any disease or physical or mental impairment which would be likely to cause them to expose themselves to a risk of danger they must immediately inform their Operations Manager/Senior Operations Manager, Person in Charge or Supervisor. • Any person who is under medical supervision or on prescribed medication and who has been certified fit for work should notify their Operations Manager/Senior Operations Manager, Person in Charge or Shift Lead of any known side effects or temporary disabilities which could hinder their work performance, and which may be a danger to themselves, their fellow workers or clients. • Staff may be required to undergo a medical assessment of their fitness to perform work activities that give rise to critical risks to the safety, health and welfare of other staff, clients or others. Whilst on duty, staff are not permitted to wear any item of clothing, footwear or jewellery which may cause a risk of injury to themselves, clients or staff colleagues. Staff who work with clients must ensure they are appropriately dressed for the nature of work carried out and are aware of potential dangers to clients and themselves regarding, for example, large fingernails, shoes, belts, buckles, jewellery, ties, hair and so on. Flip-flops, mules, slippers or high heels are not suitable footwear for staff working with clients. Wearing quantities of rings or bracelets or neck chains is not appropriate. The wearing of earrings other than a simple stud is specifically prohibited. The wearing of any other type of ring in pierced areas of the body is prohibited. The direction of the Person in Charge (or in their absence the person in charge of the work shift) and Operations Manager/Senior Operations Manager must be adhered to.
