The Role

South Dublin County Council provides a broad range of services to a population of 280,000, with a further 50,000 people projected to live in the County by 2030. As the County continues to grow, the need for an efficient and sustainable transport network becomes increasingly important. The provision of a well-connected, sustainable, and safe transport network is central to the future success of the County.

This role focuses on the development and delivery of plans, strategies, and projects to improve South Dublin's transport network and create enhanced public spaces for people to enjoy, walk, and cycle.

The successful candidate will contribute to a range of transport-related programmes and projects, including but not limited to:

  • Cycle South Dublin
  • Town Centre Improvements
  • School Street
  • Shared Spaces

The position is whole-time, permanent, and pensionable.

A panel will be established to fill both permanent and temporary vacancies.

Successful candidates may be required to work at any location within the South Dublin administrative area.

Salary / Wages

€58,474 – €59,869 – €61,570 – €64,767 – €66,677 – €69,051 (LSI1) – €71,437 (LSI2)

Hours of Work

The normal working week is 35 hours.

South Dublin County Council reserves the right to alter working hours from time to time.

Annual Leave

Annual leave entitlement is 30 days.

QualificationsCharacter

Candidates must be of good character.

Health

Candidates must be in a state of health that indicates a reasonable prospect of providing regular and efficient service.

Essential Education, Training and Experience

Candidates must, on or before the closing date for applications:

  • Hold a minimum Level 8 university degree in one of the following disciplines:
  • Have demonstrable experience working in one or more of the following fields:
  • Possess a high standard of technical training and knowledge.
  • Possess a high standard of administrative experience.
  • Desirable Education, Training and Experience

    Candidates should ideally have:

  • Experience managing projects.
  • Experience preparing strategies and/or plans.
  • Experience managing, designing, and delivering capital projects.
  • Experience working within the transport and/or built environment sector.
  • The ability to work effectively within a multidisciplinary team.
  • Strong leadership skills, with the ability to motivate, empower, and encourage staff, consultants, and contractors to achieve maximum performance.
  • Excellent interpersonal and communication skills, with a willingness to engage positively with stakeholders, public bodies, members of the public, and Councillors throughout project design and delivery.
  • Good knowledge of public service policies, services, and activities, particularly those related to transport, or the ability to quickly acquire such knowledge.
  • Good knowledge and awareness of health and safety legislation relating to project design and construction.
  • Excellent report-writing skills, with the ability to produce high-quality analysis and reports.
  • Good IT skills.

    Duties

    Duties include, but are not limited to:

  • Supporting the design and delivery of Council programmes and projects aimed at improving the transport network and creating better public spaces for walking, cycling, and recreation. Examples include:
  • Managing the design and delivery of mobility-related projects from concept through to completion, including:
  • Developing strategies and plans to identify interventions and projects that improve the transport network, town centres, and public spaces.
  • Ensuring effective stakeholder engagement during the preparation and delivery of plans, strategies, and projects, including engagement with:
  • Managing the financial aspects of capital projects, ensuring compliance with all applicable public spending code requirements.
  • Procuring and managing consultants and contractors.
  • Preparing regular progress and expenditure reports.
  • Participating in other South Dublin County Council projects and initiatives as required.
