Department: Public Expenditure, Infrastructure, Public Service Reform and Digitalisation (DPER)

Infrastructure Regulatory Simplification Unit within the Infrastructure Division
The Infrastructure Regulatory Simplification Unit (IRSU) is a new Unit that has been established within DPER’s Infrastructure Division which will play a key role in supporting the Department’s mandate to accelerate infrastructure delivery.
The Unit will focus on the delivery of Pillar 2 of DPER’s Accelerating Infrastructure Report and Action Plan 2025. The report sets out an ambitious vision for transformative reform of the delivery of critical infrastructure in Ireland. Pillar 2 details a set of actions aimed at reforming and streamlining regulatory processes for critical infrastructure projects in order to accelerate the pace of delivery.
The Unit is responsible for examining the regulatory environment for critical infrastructure sectors that underpin housing delivery, namely energy, transport and water, and will identify reforms to streamline and simplify the regulatory processes for these sectors, including consenting, permitting and licensing processes. This infrastructure is necessary to support the development of all other social and economic infrastructure right across society. The Unit will also support the delivery of the other Actions within Pillar 2.
As such, the Unit’s work will involve close engagement with relevant Departments, Regulatory Bodies, State Utilities, the Attorney General’s Office and DPER’s wider Infrastructure Division.
