Function of Job The staff member will be responsible, under the direction and guidance of the assigned FET Manager/AEO, and in co-operation with other FET coordinators, for the organisation and development of assigned transversal and non-transversal skills development in Core Skill/ Part-time provision (Core Skills; VESD, Community Education). His/her role will also include learner recruitment and progression, programme/course planning, curriculum development, evaluation, administration, management & development of staff and quality assurance. As a member of the FET Division’s College of FET Part-Time Management Team and, in collaboration with colleagues, other programme staff, community-based organisations and other institutional partners, s/he will play an active role in developing coherent and strategic part-time education and training programmes for participants across Limerick and Clare.

Duties and Responsibilities The individual will bring to the role a high level of experience and expertise. The duties and responsibilities of the post are ever evolving as the exigencies of the post require. The below outlines some of the more immediate duties and responsibilities but is not an exhaustive list. The successful candidate will:

Part-Time Provision & Support Services • maintain an ethos appropriate to lifelong learning within Further Education and Training; • adopt the vision to develop an integrated FET College of the Future; • manage assigned resources – financial, premises, materials, personnel etc. as appropriate; • assist in the identification of learner needs by contributing to the implementation of preentry system(s) for initial assessment and identification of appropriate learning pathways for learners; • coordinate day-to-day operations of provision across the Campus and Communities; • leading and managing quality assured accredited and non-accredited part-time provision; • contribute to the development and rollout of appropriate plans / frameworks that provides vision and direction for all involved and are in line with the FET Strategy; FET Strategic Framework; ALL Strategy and the Integrated Language, Literacy & Numeracy Framework, Enterprise Engagement Action Plan, ESOL Learner and Migrant Learner Framework, Mental Health and Being Framework, Learner Support Framework etc; • contribute to the development of policies, procedures and practices regarding learner recruitment, induction, assessment, progression and certification; • recruit, assess and match learners to appropriate provision in line with the Access, Transfer and Progression Policy and the College of FET Admissions Policy; • contribute to the design and delivery of a relevant, challenging and creative curriculum that meets the educational and personal development needs of each learner; • contribute to the on-going monitoring, evaluation and review of part-time provision in Limerick City and East Limerick to ensure that it is meeting quality assurance standards and addressing the identified needs of learners; • promote and support a collaborative, co-operative, innovative and integrated approach to the continuous improvement, effectiveness and efficiency of an integrated College of FET; • modify and adapt existing programmes and introduce new initiatives, as required, to meet the changing needs of learners using consultative team-based approaches and methods; • promote awareness, within the ETB and externally, of the range and value of the educational opportunities and support services provided through part-time provision; • assist in the development, implementation, achievement and review of deliverables of FET Service Plans, FET Annual Reports and the ETB’s Strategy Statement; • work in partnership with staff across the FET Division’s College of FET and its MultiCampuses to promote integration and enhance part-time provision; • actively participate in FET working groups including QA (Quality Assurance), PL&D (Professional Learning & Development), TEL (Technology Enhanced Learning), AISS (Active Inclusion Support Service), IRGSS (Information Recruitment and Guidance Support Service) etc.; • implement national and local policies and strategies e.g. Language, Literacy and Numeracy Framework; the ALL Strategy etc; • keep abreast of relevant developments at local, national and international level and disseminate information to part-time staff and other colleagues, as appropriate; • contribute to the monitoring and evaluation of all aspects of provision to ensure that it is fully compliant with all legislative requirements and with ESF & Department of Further and Higher Education, Research, Innovation and Science (DFHERIS) regulations and guidelines;

Part-Time Provision Staff

  • enhance own expertise, on an on-going basis, through work activities, training and development and active participation on the Part-Time Management Team;
  • work collaboratively with colleagues across the ETB, Director of FET, Senior FET Management, coordinators of other provision (part-time and full-time) and support services to plan, develop, and manage integrated provision and support services;
  • promote and facilitate team-working approaches to the management and delivery of part-time provision, thereby fostering inclusion, integration, cohesion and quality;
  • support, develop and manage assigned staff members, tutors and volunteer tutors; contribute to the co-ordination, production and implementation of a comprehensive and relevant staff training and development plan, on an annual basis;
  • support assigned staff in adapting to changes in curriculum, assessment and teaching methods and work practices;
  • assist, in conjunction with the FET Manager and the HR Department, in the selection of suitably qualified and competent staff and assist in developing them to perform their duties to a consistently high standard in accordance with ETB HR Policies and Procedures;
  • assist in the development and updating of Information and Communications Technologies (ICT) and Technology Enhanced Learning in line with provision needs;
  • explore ways in which digital technologies can support teaching, learning, assessment and the delivery of support services across the constituent sites of an over-arching, integrated College of FET;

Part-Time Provision Budgets

  • contribute to the planning, monitoring, review and reporting on expenditure of the part-time provision budgets in consultation with the FET Manager;
  • monitor budgets pay and non-pay on a monthly basis with financial reports each quarter;
  • assist in ensuring that part-time provision operates in ways that are cost effective and cost efficient, and within the budget allocated in line with Public Procurement Procedures;
  • when delegated, approve purchase of services/goods and recommend/authorise payment in accordance with ETB Financial Authority Levels and Procurement Policies and Procedures;
  • ensure that the assets and reputation of the ETB are properly protected;
  • contribute to the management of building costs within the College of FET, Multi-Campus Structure;
  • ensure all financial record are stored in line with audit requirements.

Data Monitoring Systems

  • assist in the development of provision that is aligned with the College of FET’s Strategic Performance Agreement with SOLAS; in consultation with the FET Manager and the FET Division;
  • assist in ensuring that appropriate Management Information Systems (e.g. FARR, PLSS, The Timetabler Client database, the QA Client database, Timetabler etc.) are accurately monitored, maintained and fully utilized as a management tool;
  • ensure all Learner data records are up-to-date and monitored as part of the College of FET, Learner Management Policy;
  • ensure Non-Financial data is accurate and up to date for ESF reporting;
  • maintain comprehensive statistical and other records and submit information / reports to the FET Manager, as required;
  • contribute to the monitoring and evaluation of all aspects of provision to ensure that it is fully compliant with all legislative requirements and with DFHERIS guidelines.

Facilities Management

  • work as part of the Facility Management Group in the management of buildings as part of a single or multi-Campus provision;
  • scheduling and overseeing maintenance and repair work of ETB buildings or leased properties;
  • assist in the development, coordination, update and implementation of Health and Safety procedures, Risk Management and Corporate Governance Policies and Procedures;
  • ensure safe and healthy work environments in compliance with Health & Safety legislation and regulations;

Partnership Working

  • work in partnership with relevant employers, community, voluntary and statutory agencies and groups to develop effective responses to the individual learning needs of part-time learners;
  • represent the FET Division and/or part-time provision on relevant bodies, as delegated by the FET Manager;
  • promote FET provision and support services as appropriate within the local and national community;
  • collaborate existing and new community-based learning in line with strategic performance national targets and the community needs;
  • develop working relationships with community education and training provision to ensure there is a coordinated response to community needs;

Other Tasks • undertake or oversee any other duties / projects as required and directed by Management from time to time having regard to the changing needs of the FET Division and Sector; • Deputise for the FET Manager, as required; • carry out the lawful instructions of the Chief Executive and/or the Director of FET, and fulfil all requisite duties as a sub-accounting officer inclusive of responsibility for designated education & training delivery budgets and the property, equipment and assets of Limerick and Clare ETB in his/her charge at any time. Work Experience

Particular Experience/Skills required High level of expertise in the FET Sector with a minimum of three (3) years’ experience working in a FET environment. Has broad-based work experience which demonstrates progression and the ability to take on new challenges. Experience of staff supervision (including volunteers), financial management, business planning, and industrial relations. Experience of course planning and recruitment to facilitation of learner progression. Participation in Professional Learning & Development Training or other equivalent. High level of competency in the use of Microsoft (MS) packages or similar and a working knowledge of different management information systems. Experience of developing, delivering and promoting a range of teaching and learning resources and supports. Knowledge and experience of Certification and Quality Assurance systems and working with a range of accrediting bodies. Experience in implementing initiatives (e.g. Business Planning, Budgets, QA etc.) and an ability to analyse data and make recommendations. Communications / Interpersonal Skills Verbal/Presentation Skills Strong interpersonal and collaborative skills including the ability to work effectively with a range of stakeholders and to represent the ETB as required. A positive, flexible and pleasant manner. Excellent networking skills. Promote, establish and maintain effective communications across all FET Provision and Support Services and with relevant voluntary and statutory bodies Capability to produce excellent, clear, precise written reports. Excellent presentation skills. Ability to use initiative in relation to problem solving. Ability to work and contribute to team objectives. Professionalism in approach & outlook.

Teamwork An ability to work with individuals and diverse groups of interested parties to ensure the efficient and effective delivery of FET Provision and Support Services. An ability to work and contribute to team objectives. Demonstrates working in partnership and in teams with colleagues, community personnel, employers and other external stakeholders.

Education and Training Qualifications - General / Technical / Training A Level 8 degree in a teaching area. A qualification in Literacy e.g. NALA / WIT National Certificate in Training & Development (Education Management) or equivalent Adult Education / Further Education Qualification.
