Architectural Technician Grade 1
QUALIFICATIONS
CHARACTER
Each candidate must be of good character.
Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Candidates must, by the date of any job offer, be:
(a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or
(b) A citizen of the United Kingdom (UK); or
(c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or
(d) A non-EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a stamp 4 visa; or
(e) A person awarded international protection under the International Protection Act 2015 or any family member entitled to remain in the State as a result of family reunification and has a stamp 4 visa; or
(f) A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state or the UK or Switzerland and has a stamp 4 visa
Each candidate must, on the latest date for receipt of completed application forms –
(a) (i) hold
• the N.C.E.A./H.E.T.A.C National Certificate Final Examination in Architectural Technology (Level 6)
OR
• the N.C.E.A. / H.E.T.A.C National Certificate Final Examination in Construction Studies (Level 6)
OR
• Construction Studies in Building Maintenance (Level 6)
OR
• Construction Studies in Architectural Graphics (Level 6)
OR
• an equivalent or higher qualification
AND
(ii) have at least three years satisfactory experience after attaining the qualification concerned
OR
(iii) have, satisfactory relevant experience, in a technician post at Grade II level, or in an analogous post under a local authority or health board in the State,
AND
have at least three years satisfactory relevant experience in a technician post at Grade II level or in an analogous post,
OR
have satisfactory service, in a technician post at Grade I or higher level in an analogous post under a local authority or health board in the State,
(b) possess adequate training or experience relating to the control and supervision of staff.
It is desirable that each candidate shall:
➢ Hold a N.C.E.A/H.E.T.A.C National Certificate Final Examination in Architectural Technology or equivalent qualification.
➢ Hold a relevant qualification and or proven experience in the use of AutoCAD.
➢ Have knowledge, understanding and ability to use software packages such as: Arcgis, Revit (an advantage but not essential), other BIM software, Map Info, graphics packages such as the Adobe Suite of software and Microsoft Office packages.
➢ Have a thorough knowledge of the Building Regulations (TGDs) 1997-2021, the BC(A)R Regulations 2014 and the Health & Safety Regulations in relation to building design and construction.
➢ Have experience in:
• Housing design and deliver and be familiar with social housing requirements.
• Fire safety certificate and disability access certificate applications.
• The delivery of projects within a tight deadline.
• Site inspection & reporting.
➢ Be competent in the use of equipment to carry out tasks associated with technical duties.
➢ Have ability to work in a team environment or work independently as required.
The ideal candidate must be able to demonstrate through their application form and at the interview, that they have sufficient experience and a proven track record in the following:
• A background in civil/construction services, with capacity for supervision and quality control in engineering construction.
• Professional technical knowledge and skills, capable of producing, interpreting and amending civil engineering drawings.
• High level of proficiency in AutoCAD and GIS.
• Preparation of detailed design drawings for contract documents using AutoCad, for various types of construction projects.
• GIS map production including GIS data collection, conversion/editing, integration, updating, quality assurance and management and GIS System deployment and maintenance.
• Working knowledge of using the Building Regulations and Technical Guidance Documents.
• Mapping Queries and Land Registry.
• The preparation and presenting of detailed reports, undertaking house/site surveys to record data and process information using computer systems, GPS, as required for the preparation of asset and general layouts.
• Ability to work independently or within multi-disciplinary teams.
• Ability to work on his/her own initiative.
• Good interpersonal and communication skills and the ability to engage with a wide range of people.
• Good organisational skills.
• Good IT and presentation skills including a working knowledge of Access database and Microsoft Office.
• Good understanding of safety management in the workplace including Health and Safety Legislation and Regulations.
Driving Licence:
Holders of the post must hold a full unendorsed driving licence for class B vehicles and shall drive a motor car in the course of their duties and for this purpose, provide and maintain a car to the satisfaction of the local authority. If you are required to travel as part of your official duties, Carlow County Council as your employer must be indemnified on your insurance policy.
THE ROLE
The Architectural Technician (Grade1) is a key support position within the Council and is assigned to a service delivery area or to support a functional area as required and will work under the direction and management of the Senior Executive Engineer/Chief Technician or analogous grade or any other employee designated by the Director of Services/Senior Engineer as appropriate.
The role involves supporting managers and colleagues and working as part of a team in meeting work goals and objectives and delivering quality services to internal and external customers. The role requires a clear knowledge and understanding of local authority services and its key stakeholders and relationships, local government structures and its democratic role and mandate, current local government issues, future trends and strategic direction of the sector. Successful applicants may be assigned to any service area/role within the Local Authority by the Chief Executive at any time. He/she will undertake detailed design and production information over a range of architectural projects, ensuring that design work is in accordance with best practice and current Building Regulations. 6.2
Responsibilities:
The requirements and duties of the post of Architectural Technician (Grade 1) may include the following:
➢ Using CAD & BIM software to prepare planning, tender and construction drawings and/or models.
➢ The preparation of presentation drawings in support of Part 8 Planning Submissions.
➢ The preparation of tender documentation, including drawings & specifications.
➢ Undertaking site inspections and taking records when attending site.
➢ Managing contractors as required 6.2.6 Carry out any other duties that may be assigned by the line manager or his/her nominee from time to time.
The above specification is not intended to be a comprehensive list of all duties involved and consequently, the post holder may be required to perform other duties as appropriate to the post which may be assigned to him/her from time to time and to contribute to the development of the post while in office.
THE POST:
The post is permanent wholetime and pensionable. The post holder shall not engage in any gainful occupation, other than as an employee of a local authority, to such an extent as to impair the performance of his or her duties as an employee of a local authority or in any occupation which might conflict with the interests of the local authority, or which might be inconsistent with the discharge of his/her duties as a local authority employee.
DUTIES:
The person appointed shall perform such duties as may from time to time be assigned to you in relation to your employment and as may be appropriate to any particular function of any local authority for which the Chief Executive is responsible and carry out such instructions as may be given in relation to the performance of your duties. The person appointed shall, if required, act for an employee of a higher level. The person appointed may be required to work outside your normal job description from time to time. The duties of the post of Architectural Technician (Grade 1) include, but are not limited to:
• Providing technical services relevant to the area of responsibility to which he/she has been assigned, e.g. site inspection, site surveying, preparation of detailed dimensional drawings, design layout, mapping and graphics, report writing, project tendering and such other duties associated with the role.
• Involvement in the production of drawings and documents relating to the design, tender and construction of capital projects and in the operations environment. The person will also be involved in projects which could be carried out by the Council and / or by Contractors. The role will include the preparation of reports for planning assessment, land disposal / acquisition and for court proceedings.
• Estimating project technical or resource requirements.
• Preparation of Health & Safety documentation for work and implementation of department and section health and safety controls.
• Reading and reviewing maps, project drawings and plans, technical specifications, etc.
• Operating the appropriate technology as required to carry out the work to which he/she has been assigned e.g. AutoCAD, GIS, Map Info, Graphics, Microsoft Office.
• Working as part of a team.
• Liaising with other departments, members of the public and external agencies in relation to operational aspects of assigned work.
• Preparation of public consultation display material and assistance with public consultation requirements.
• Managing work files and providing progress reports.
• Supervision of staff/projects assigned to him/her.
• Contributing to individual staff development, personal development and team development initiatives.
• Being accountable for efficient and effective processing of work assigned to him/her.
• Assisting with the preparation of estimates.
• Undertaking of any duties related to the assigned role.
• Any other duties that may be assigned from time to time including any future requirements for reallocation of work and/or redeployment.
These duties are indicative rather than exhaustive and outline the main functions and responsibilities of the post of Architectural Technician (Grade 1) and may be subject to change in the future without changing the general character of the duties or level of responsibilities entailed. The post holder may therefore be required to perform duties appropriate to the post, other than those detailed above, and to take instructions from and report to, an appropriate Officer or such designated Officer as may be assigned from time to time by the Council.
The person appointed may be required to attend Court, as necessary, on behalf of Carlow County Council.
HOURS OF DUTY:
The working hours at present provide for a five day, thirty-five hours working week, hours may vary from time to time. Carlow County Council operate a flexible time scheme with the earliest start time of 8.00 a.m. and a latest start time of 10.00 a.m. and the earliest finishing time of 16.00 p.m. and the latest finishing time of 18.00 p.m. Lunch break consisting of a minimum of 30 minutes to a maximum of 2 hours must be taken between 12.30 p.m. and 14.30 p.m. The Flexi Leave Scheme is available, on request.
The post may require flexibility in working outside of normal hours, including at weekends, as necessary. No additional remuneration will be paid in respect of such activities and Time in Lieu on a time for time basis will apply. Overtime does not apply to this post. All hours of work will be subject to and recorded in accordance with the provisions of the Organisation of Working Time Act, 1997 and the Organisation of Working Time Act (Regulations) 2001. The working hours may be reviewed at any time and the Council reserves the right to vary the hours or days as required.
Remuneration:
The annual salary for the post of Architectural Technician (Grade 1) (Circular Letter EL 04/2026) is as follows:
€49,753 - €50,498 - €51,478 – €52,463 – €53,452 – €54,464 - €55,399 - €57,163 (LSI1) - €58,952 (LSI2)
Holders of the post will be paid at the appropriate point on the salary scale in accordance with the relevant Department Circulars. The starting pay for new entrants to the public service will be at the minimum of the scale. The salary shall be fully inclusive and shall be as determined from time to time. The rate of remuneration may be adjusted from time to time in line with Government pay policy.
The holder of the position shall pay to the Local Authority any fees or other monies (other than inclusive salary) payable to or received by such holder by virtue of the position or in respect of services, which are required by or under any enactment to perform.
