The Role:
The Asset Management and Sustainability area is responsible for the development of asset policies, strategies and plans to determine the significant investment required into Ireland’s infrastructure. The area drives investment and the Sustainability and Innovation agenda for the organisation and leads on Environmental Regulation and Compliance activities, ensuring the quality of water and wastewater is continuously monitored. The Asset Management function is responsible for strategic planning, prioritisation, and development of Uisce Éireann’s Capital Works pipeline. The function plays a key role in promoting collaboration and co-ordination of activities across the three asset functions as well as providing environmental assessment and management expertise across Uisce Éireann
The Asset Intelligence team’s purpose is to connect their customers with quality asset data to drive insights and support decision making. The scope of the team's responsibility covers 4 main areas: Asset Data Insights and Stakeholder Management, Asset Data Management, Asset Data Governance and Special Projects
Reporting to the Asset Data Governance Lead, the Asset Data Governance Analyst is responsible for defining and owning the data governance model for all asset information on behalf of Uisce Éireann, including definition and management of the standards, security and governance policies & procedures for asset data capture, asset data change, and asset data provision.
Main Duties and Responsibilities:
Manage the design and maintenance of Asset Hierarchies to be adopted by Asset Management and the wider Uisce Éireann business
Define and continually review & update the asset data governance standards to be adopted by Uisce Éireann drawing on wider Uisce Éireann requirements, particularly Asset Policy and Operations & Maintenance, and drive implementation and adoption of said data standards
Ensure that data governance and standards:
Adhere to and support regulatory and Uisce Éireann company objectives
Align with the needs of the Asset Management and Operations & Maintenance teams and other consumers of asset information across the organisation (e.g. Regulation and Strategy teams)
Manage regular data quality assurance checks and audits to ensure sufficient asset data integrity and compliance with data governance standards & policies.
Work closely with counterparts from Asset Management, Operations & Maintenance etc. to resolve asset data quality or governance issues
Contribute to the formulation and implementation of relevant procedures and standards related to asset information
Support direct reports in shaping and implementing efficient and effective processes, and adopt the best practice asset data governance procedures
Ensure that asset databases in key Uisce Éireann systems, e.g. Maximo and GIS systems are maintained and are fit for purpose
Act as an expert user within the company for asset-related information
Identify opportunities to improve data quality and the governance process, improve data security and optimise the cost of data management
Contribute to the development of business processes/ procedures
Contribute to achieving the objectives and targets of the Asset Management Business plans
General Duties and Responsibilities
Collaboration with key internal stakeholders across the UÉ business
Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards
Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives
Conducts duties and responsibilities in accordance with Uisce Éireann’s Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation
Other duties as required
Knowledge, Skills and Experience:
Relevant third level qualification and or accreditation is desirable
A minimum of 3 years’ experience in the water, utilities or similar industries is desirable and or relevant experience
Experience using Asset Information Systems (e.g. GIS, Maximo) an advantage
Experience auditing ISO management systems (e.g. Asset Management, Quality) desirable
Ability to develop effective partnerships with a wide range of stakeholders and ability to look for and listen to diverse perspectives.
Proven track record in resolving complex issues, along with the ability to communicate information to others.
Strong background in upholding organisational values through decision-making and constructive actions
Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
Demonstrate adaptability and the ability to change focus and direction in line with
business strategy and requirements
Ability to proactively identify new areas of improvement and implement new ways to do things.
Experience in taking ownership of safety responsibilities and contributing to continuous improvement initiatives.
