The Role:

The Asset Management and Sustainability area is responsible for the development of asset policies, strategies and plans to determine the significant investment required into Ireland’s infrastructure. The area drives investment and the Sustainability and Innovation agenda for the organisation and leads on Environmental Regulation and Compliance activities, ensuring the quality of water and wastewater is continuously monitored. The Asset Management function is responsible for strategic planning, prioritisation, and development of Uisce Éireann’s Capital Works pipeline. The function plays a key role in promoting collaboration and co-ordination of activities across the three asset functions as well as providing environmental assessment and management expertise across Uisce Éireann

The Asset Intelligence team’s purpose is to connect their customers with quality asset data to drive insights and support decision making. The scope of the team's responsibility covers 4 main areas: Asset Data Insights and Stakeholder Management, Asset Data Management, Asset Data Governance and Special Projects

Reporting to the Asset Intelligence & Projects Senior Manager, the Asset Data Governance Technical Manager is responsible for defining and owning the asset data governance model for all asset information on behalf of Uisce Éireann, including definition and management of the standards, security and governance policies & procedures for asset data capture, asset data change, and asset data provision. As part of the role, the Asset Data Governance Technical Manager will be responsible for identifying the strategic direction and approach towards instilling governance over asset data. In addition, the successful candidate will be tasked with managing a team who are tasked with providing quality assurance on the integrity of asset data and working closely with IT to manage any structural changes to asset data. This role will also be responsible for defining Asset data hierarchies and templates for systems and ensuring governance over critical Uisce Éireann systems, e.g. Maximo and GIS are maintained and ensure that the asset data is fit for purpose for use by the wider Uisce Éireann business.

Main Duties and Responsibilities:

  • Responsible for the design and maintenance of Asset Hierarchies to be adopted by Asset Management and wider Uisce Éireann business 
  • Manage a team completing the definition, review & update of the asset data governance standards to be adopted by Uisce Éireann drawing on wider Uisce Éireann requirements, particularly Asset Policy and Operations & Maintenance, and responsible to drive implementation and adoption of said Asset data standards. 
  • Responsible to ensure that data governance and standards: 
  •  Develop and manage Asset data quality assurance checks and audits to ensure sufficient asset data integrity and compliance with data governance standards & policies. 
  • Cross functional collaboration with counterparts from Asset Management, Infrastructure Delivery, Operations & Maintenance etc. to identify risks, trends and solutions to asset data quality or governance issues 
  • formulation and implementation of relevant procedures and standards related to asset information
  • Champion and lead the development of an Asset Management led Data Competency Programme 
  • Guide and mentor direct reports in shaping and implementing efficient and effective processes, procedures and adopt the best practice asset data governance procedures 
  • Manage the team which ensures that asset databases in key Uisce Éireann systems, e.g. Maximo and GIS systems are maintained and are fit for purpose 
  • Manage a team of SME’s who act as expert users within the company for asset-related information and governance
  • Identify strategic opportunities to improve asset data quality and the governance process, improve data security, improve confidence grading in our asset data and optimise the cost of data management 
  • Develop an overall strategic approach and implementation plan to achieving the governance objectives and targets of the Asset Management Business plans 
  • Perform other such duties in relation to work and asset management as Uisce Éireann may reasonably require.

General Duties and Responsibilities

  • Collaborate with key internal stakeholders across the UÉ business
  • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards. 
  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
  • Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours that are expected from everyone in the team.
  • Other duties as required.

Knowledge, Skills and Experience:

  • Relevant third level qualification and or accreditation is desirable and or relevant experience
  • A minimum of 7 years’ Experience in the water, utilities or similar industries is desirable
  • Proven track record in establishing and embedding Asset Data Governance initiatives or Asset Data improvement programmes in utility sectors or similar industries is desirable
  • Demonstrated people management experience, with strong people, change management and conflict resolution skills
  • Highly motivated individual, working to the highest professional standards and with proven ability to deliver results at a senior level
  • Excellent analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions at a senior level
  • Experience of developing and maintaining effective strategic partnerships with key stakeholders
  • Challenge and influence poor customer service and practice and oversee any change management initiatives
  • Ability to address poor practice and encourage cooperation and open discussion to achieve common goals
  • Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others
  • Experience of supporting policies, systems and controls and driving the implementation of progressive policies.
  • Proven track record of facilitating continuous improvement initiatives within a team
  • You will have a proven track record in leadership, change & transformation experience ideally in a similar utility, regulated industry or multi stakeholder environment
  • Demonstrated experience in seeking ways to improve safety and well being a challenging any unsafe practices
