City of Dublin Education and Training Board (City of Dublin ETB) was established on 1st July 2013 under the Education and Training Boards Act, 2013. City of Dublin ETB has 3,000 employees and an annual budget of €580m. It is the state education and training authority for Dublin city and serves the area covered by Dublin City Council. This provision is delivered to over 48,000 learners (20,000 full-time and 28,000 part-time) and is supported by a range of services including a psychological service, a curriculum development unit, a buildings maintenance unit and Head Office staff in Ballsbridge. It also has statutory responsibility for supporting the provision, coordination, administration and assessment of youth work services in Dublin city and is the lead partner for Music Generation Dublin City. City of Dublin ETB is also responsible for the national awarding authority for student grants in Ireland, Student Universal Support Ireland (SUSI). Location: The position will be based in City of Dublin ETB Head Office, 1-3 Merrion Road, Town Hall, Ballsbridge, Dublin 4, D04 PP46.
Salary: €77,730 - €94,671 (including two long service increments) per annum. Successful candidates will be paid at point 01 of the salary scale unless they have previous relevant public sector service.
Annual Leave: 30 working days per annum (pro rata). Hours of Work: 35 hours per week.
Summary of Position: The Assistant Principal Officer (APO) can expect to be involved in leading and motivating teams of people, analysis of public policy issues, provision of advice, managing stakeholders, delivering programmes and the management and delivery of services to the learner. While the demanding environment in which Assistant Principal Officer work is resource constrained and results focussed, the work is learner driven and very rewarding. The Assistant Principal Officer will lead and manage aspects of Strategic Development and Data Analytics Unit in City of Dublin ETB to help guide the SLT at this critical stage of the process and to ensure full engagement with FET leaders and stakeholders across City of Dublin.
Requirements:
The ideal candidate will demonstrate the following: • Third Level educational qualifications in a relevant discipline(s) commensurate with this role would be an advantage. • Have significant management experience at an appropriate level, including leading teams and managing resources. • Have significant experience of some or all of the following: project management, managing budgets, strategic and change management. • Demonstrate a high level of ICT literacy including a proven ability to apply technology in the workplace and manage information in a shared system. • Be a self-starter capable of working on their own initiative with strong multitasking capability and flexibility. • Excellent planning and organisational skills with the ability to prioritise tasks effectively in a dynamic and pressurised environment.
• Technically competent with the ability to set and track project milestones and deliverables. • Excellent leadership skills with the ability to manage staff and other resources effectively to deliver high quality output within tight timeframes. • Proven records as a team player with a flexible approach. • Highly developed oral and written communication skills, including negotiation, project management, report writing and presentation skills. • Experience of developing procedures and implementation and monitoring of same.
Principal Duties and Responsibilities:
The general duties and responsibilities listed below are not intended to be a comprehensive list of all duties involved and consequently, the post holder may be required to perform other duties as appropriate to the post which may be assigned from time to time and to contribute to the development of the post while in office: • Manage and lead staff in the Strategic Development and Data Analytics unit. • Develop and document a transformation and framework for FET in City of Dublin ETB. • Develop a plan which will comprehensively outline the programme of work required to ensure the successful implementation of the FET strategic plan. • Implementation of the development management programme adapting it as appropriate to the evolving tertiary education environment and the requirements of the diverse cohort of stakeholders, including staff, Board members, student representatives and appropriate representatives and interested and related parties e.g., SOLAS, DFHERIS. • Ensuring there is a clear communication strategy in relation to the change programme, including articulation of change requirements to staff and other stakeholders. Developing this communication strategy within the available channels of communication of City of Dublin ETB. • Development of tools and systems to introduce and create awareness of the evolving changes. The response should include details of the proposed systems and change management tools to support the process and provide evidence to support the approach.
