Job Summary

Dublin and Dun Laoghaire Education and Training Board is a statutory local education authority operating under the terms of the Education and Training Boards Act 2013. The ETB provides mainstream educational programmes to schools and colleges as well as providing a wide range of adult and community programmes. 

Dublin and Dun Laoghaire Education and Training Board (DDLETB) serves the three county council areas of Dún Laoghaire-Rathdown, South Dublin and Fingal and a population of 862,468 people. The administrative area covered by Dublin and Dún Laoghaire ETB reaches from Balbriggan in north County Dublin, to Dún Laoghaire in south County Dublin and Lucan in west County Dublin. As a statutory body, DDLETB has responsibility for a wide and varied suite of education and training services including Primary, Post Primary, Further Education and Training (FET) settings and Youth Services.

Salary Scale

€38,599 p.a. - €51,723 p.a.

Long service Increment 1, €53,295 after three years satisfactory service at the maximum.

Long Service Increment 2, €54,911 after three years satisfactory service at LSI 1

New appointees to any grade start at the minimum point of the scale. Incremental credit is normally granted on appointment, in respect of current experience in the Civil Service, Local Authorities, Health Service and other Public Service Bodies and Statutory Agencies.

Annual Leave

23 working days per annum (pro-rata).

Working Week

35 hours per week

Probation

In accordance with S.I. No. 686/2022 - European Union (Transparent and Predictable Working Conditions) Regulations 2022, the period of probation shall not exceed 12 months.

Superannuation

Membership of the ETB Superannuation Scheme and of the ETB’s Spouses and Children’s Scheme is automatic and compulsory.

Job Objectives

Overview of the Role

The Assistant Staff Officer will be expected to carry out a broad range of activities and undertake responsibility for a range of administrative and organisational support services in the Procurement Section.

Duties and Responsibilities

  • Support Procurement Manager in tender process including preparation of tender documentation, administration on eTenders and arranging evaluation panels and meetings.
  • Assist with preparation of Multi-Annual Procurement Plan, Corporate Procurement Plan and other expenditure analysis and planning reports.
  • Update and review DDLETB’s centralised contracts including issuing contracts and updating internal contracts management system.
  • Liaise with schools/ centres and contracted suppliers, monitor supplier performance and deal with complaints.
  • Carry out checks on expenditure to ensure compliance with policies and procedures and centralised contracts.
  • Assist with preparation of responses to auditor queries.
  • Provide support, guidance and training to staff in schools and centres on procurement policy and procedures.
  • Carry out any other duties appropriate to the grade which may be assigned from time to time.
Skills Requirement

Essential Qualifications and Skills

  • Have good knowledge and understanding of ETB/Public Sector policies and procedures.
  • Possess excellent administrative and organisational skills.
  • Demonstrate excellent team player skills.
  • High level communication and interpersonal skills.
  • Demonstrate accuracy, attention to detail and ability to work to deadlines.
  • Competent at report writing and record keeping management.
  • Have excellent ICT skills and a proven ability to quickly learn new information, processes and procedures.

Desirable Requirements

  • Experience/knowledge of EU and National Procurement Rules and tendering processes.
  • Experience/knowledge of eTenders.
  • Knowledge of the Purchas to Pay financial system.
