JOB REQUIREMENTS

Minimum Eligibility Requirements are the minimum requirements required for the position and are set out by the Department of Housing, Local Government and Heritage for administrative and technical/engineering grades.
For outdoor grades and some specialised grades, the minimum eligibility requirements are set out by the Human Resources Department in consultation with the relevant Line Manager, as they are not set centrally by the Department.
Applicants will be required to submit scanned images of documentation to establish that they meet the following minimum eligibility criteria.
CHARACTEREach candidate must be of good character.
HEALTHEach candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
EDUCATION, EXPERIENCE, ETC.Each candidate must have a good general level of education.
DESIRABLE REQUIREMENTSKilkenny County Council may, for any position advertised, include desirable requirements. Desirable Requirements are those that would be beneficial to optimising job performance and may be used, if necessary, to reduce the numbers called for interview.
- It is desirable that the ideal candidate possesses a full driving licence for Class B vehicles free from endorsement and can provide proof of same.
- Must demonstrate a high level of competence in ICT skills, digital proficiency and social media proficiency.
Applicants should satisfy themselves that they are eligible under the required qualifications. Kilkenny County Council may not be in a position to investigate the eligibility of all candidates in advance of the interview or examination. Persons who are ineligible but nevertheless apply may put themselves to unnecessary expense.
CITIZENSHIPCandidates must, by the date of any job offer, be:
- A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or
- A citizen of the United Kingdom (UK); or
- A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or
- A non-EEA citizen who is a spouse or child of an EEA, UK or Swiss citizen and has a Stamp 4 visa; or
- A person awarded international protection under the International Protection Act 2015 or any family member entitled to remain in the State as a result of family reunification and has a Stamp 4 visa; or
- A non-EEA citizen who is a parent of a dependent child who is a citizen of and resident in an EEA Member State, the UK or Switzerland.
Kilkenny County Council invites applications from suitably qualified persons who wish to be considered for inclusion on a panel from which temporary and permanent vacancies for Branch Librarian may be filled.
Positions may arise in any area of the Library Service.
The Branch Librarian is a frontline, part-time, entry-level post within the Kilkenny County Council Library Service, either working in a part-time branch library or as part of a library team in a main branch.
The duties of the Branch Librarian shall be consistent with the provision of a modern public library service that is responsive to the changing requirements of customers of all ages and abilities.
The Branch Librarian may be employed in any one of the Council's libraries or within Library Headquarters.
The role requires employees to carry out their work and duties in a flexible manner.
JOB DUTIES AND RESPONSIBILITIESDuties will include, but are not limited to:
- Front-line library service duties with an emphasis on excellent customer service.
- Responding to customer queries, including information requests.
- Operating existing and future IT systems, including:
- Organising, shelving and maintaining library materials and contributing to collection development.
- Assisting the public in using:
- Assisting in promoting library services through active involvement in organising and delivering events, including:
- Branch relief work, providing cover in other locations as required to maintain library branch opening hours during periods of annual leave, sick leave and other absences.
- General clerical and administrative duties relevant to the Library Service, including:
- Any other duties assigned as part of the overall functioning of the Library Department.
The above specification is not intended to be a comprehensive list of all duties involved. The post holder may therefore be required to perform other duties appropriate to the post and contribute to the development of the position while in office.
PARTICULARS OF OFFICETYPE OF POSTA panel will be formed from which Permanent, Fixed-Term, Specific Purpose and, where applicable, Acting-Up contract posts may be filled.
SALARYThe salary shall be fully inclusive and shall be determined from time to time.
The holder of the office shall pay to Kilkenny County Council any fees or other monies, other than inclusive salary, payable to and received by him or her by virtue of the office or in respect of services required under any enactment.
In accordance with Circular EL 02/2011, persons who are not serving Local Authority employees must be placed on the minimum point of the scale.
Where a person appointed is a serving Local Authority employee, normal starting pay rules will apply.
The rate of remuneration may be adjusted from time to time in line with Government policy.
Current salary scale: €17.49 per hour rising to €27.06 LSI.
SUPERANNUATION CONTRIBUTIONPublic Service Pensions (Single Scheme and Other Provisions) Act 2012New members joining the public sector on or after 1 January 2013 are required to join the Single Public Service Pension Scheme.
The scheme applies to:
- First-time entrants to the Public Service.
- Former public servants returning after a break of more than 26 weeks.
Contributions consist of:
- 3% of gross pensionable remuneration.
- 3.5% of net pensionable remuneration (gross pensionable remuneration less twice the value of the Contributory State Pension).
The normal retirement age under this scheme is the same age at which the Contributory State Pension can be claimed.
The minimum age for receipt of this pension is 66 years.
The compulsory retirement age is 70 years.
Persons Who Commenced Public Service Employment After 6 April 1995 and Before 1 January 2013Persons who became pensionable employees after 6 April 1995 and before 1 January 2013, without a break in employment, will join the Local Government (Superannuation) (Consolidation) Scheme 1998.
Contributions are payable at:
- 1.5% of basic salary.
- 3.5% of basic salary less twice the value of the Contributory State Pension.
- A further 1.5% for Spouse and Children's contributions.
Non-New Entrants (those who became pensionable after 6 April 1995 and before 1 April 2004):
- Minimum retirement age: 60 years.
- Compulsory retirement age: 70 years.
New Entrants (those who became pensionable after 1 April 2004 and before 1 January 2013):
- Minimum retirement age: 65 years.
- No compulsory retirement age.
- Minimum retirement age: 60 years.
- Compulsory retirement age: 70 years.
This is in accordance with Department of Housing, Planning and Local Government Circular Letter CL/2/2019.
Contributions are:
- 5% of basic salary.
- 1.5% of basic salary towards the Widow's and Orphan's Scheme or the Spouse and Children's Scheme.
