Building Surveyor

The focus of the Building Surveyor (Maintenance) is to manage, improve and support procurement, supervision and completion of corporate maintenance, capital projects, contracts and scheduled planned preventative maintenance programme for all facilities within the Council’s estate.
  • Prepare tender briefs/specifications and evaluate tenders for the procurement of consultancy and construction services.
  • Prepare and draft Contract Tenders/Specification Documents for Capital Schemes, external contractors and the Council’s Building Maintenance Department.
  • Responsible for preparation of Pre-Qualification Questionnaires (PQQ’s) and Invitation to Tender (ITTs) as well as document management from inception to completion.
  • ​​​​​​​Leading/chairing Evaluation Panels, tender document proof reading and debriefs as required to ensure the correct implementation of processes and procedures.
  • Provide reports on evaluation outlining recommendations and ensuring implementation of work as necessary to time scale and within budget.
  • Discuss, negotiate and agree variations to contracts as is necessary and within budgetary or quality constraints.
  • Manage, co-ordinate and supervise external Consultants/Contractors of assigned projects and chair or attend all site meetings for capital and minor works schemes.
  • Be responsible for implementation of work plan and that stipulated deadlines and budgets remain with timescales.
  • Be responsible for initiating negotiations and agree variations to contracts when necessary, where possible anticipating them and ensuring contract stays with budgetary and or quality constraints.
  • To undertake the supervision and administration of external sub-contractors and consultants on minor and capital works. Carry out of pre- and post-inspections of fabric work carried out by the in-house workforce, external contractors and consultants.
  • Responsible for analysing and verifying Contractors Health and Safety information including risk assessments, method statements and safe systems of work before work commences on site. Work includes evaluating submitted material, making detailed notes and recommendations to the Contractors.
  • Providing comprehensive technical advice on all fabric maintenance issues.
