Capital Project Coordinator
A key role, providing support to the Capital Projects Manager and to the Head of Garda Estate Management and the Office of Public Works (OPW), the Capital Project Coordinator will assist in the development and delivery of building projects on An Garda Síochána’s Capital Estates Programme 2026–2030 and other necessary capital projects.
Successful execution of such developments requires skilled and effective project management. This role offers a unique and exciting opportunity for a talented professional to coordinate the delivery of projects from inception, through each stage of development, design, construction, to the final delivery and handover. The role is diverse and includes engaging with senior managers across all stakeholders, including An Garda Síochána, OPW and the Department of Justice (DoJ).
The Capital Project Coordinator will assist in the development of initial concepts, project briefs, requirements and designs of Garda premises in close collaboration with OPW design teams, providing technical input and feedback on proposed designs and security considerations.
Principal Duties and Responsibilities- Assist and report to the Capital Project Manager in the development of initial concepts, briefs of requirements and designs during the early stages of capital projects.
- Coordinate initial feasibility studies, site assessments and technical surveys in collaboration with the Capital Project Manager and the OPW.
- Assist in developing proposals for long-term Master Plans of large Garda campuses, including Garda Headquarters Phoenix Park, Garda Training College and other projects under An Garda Síochána’s Estates Capital Programme.
- Review building designs to ensure compliance with operational and security requirements and building regulations, escalating concerns and observations where appropriate.
- Assist in the delivery of individual projects, identifying opportunities to improve designs by considering best practice, supporting An Garda Síochána operations, improving health and safety, security and quality, reducing defects and ensuring best value-for-money compliant solutions.
- Act as Project Coordinator and first point of contact for stakeholders, including OPW and the Department of Justice, throughout project lifecycles.
- Coordinate the identification of operational requirements from An Garda Síochána colleagues and demonstrate commitment to delivering projects that meet strategic and operational objectives.
- Maintain strong working relationships while advising, monitoring and reviewing project inputs from various stakeholders throughout all project stages.
- Ensure records are maintained in a clear, systematic and auditable manner.
- Carry out general organisational functions, including establishing meeting schedules, attending and recording meetings, and setting up, managing and maintaining document information and control systems.
- Manage a number of direct reports.
- Travel throughout the country to attend site visits, stakeholder meetings and other project-related activities.

Essential Professional Qualifications, Experience, Requirements and SkillsCandidates, by the closing date, must:
- Hold a qualification at National Framework of Qualifications (NFQ) Level 6 or higher in a relevant discipline, such as:

Candidates must also have:
- Professional experience assisting with the management of multiple projects, prioritising tasks, working to schedules and meeting tight deadlines.
- Proficient IT skills, including Microsoft Office Suite (Outlook, Word, Excel, PowerPoint and Teams).
It is desirable that candidates have experience in:
- Public Spending Code compliance, Infrastructure Guidelines and Public Procurement Policy standards.
- Assisting across all project stages in accordance with the Capital Works Management Framework or equivalent.
- Budget management and preparing or monitoring detailed cost plans.
- Assisting project delivery under Irish Planning and Building Regulations.
- Sustainability, climate action or a relevant qualification in this area.
It is also desirable for candidates to hold:
- A current full Category B driving licence without endorsements.

Eligible candidates must be:
a) A citizen of the European Economic Area (EEA), comprising the Member States of the European Union, Iceland, Liechtenstein and Norway; or
b) A citizen of the United Kingdom (UK); or
c) A citizen of Switzerland under the EU–Switzerland Agreement on the free movement of persons; or
d) A non-EEA citizen holding a Stamp 4 or Stamp 5 immigration permission.
Please note that a 50 TEU visa, which replaced Stamp 4EUFAM following Brexit, is accepted as equivalent to Stamp 4.

Collective Agreement: Redundancy Payments to Public ServantsThe Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation introduced a Collective Agreement effective from 1 June 2012 regarding ex gratia redundancy payments.
Individuals who availed of this agreement are not eligible for re-employment in the Public Service for two years following termination of employment. Successful candidates must demonstrate that any period of ineligibility has expired.
Incentivised Scheme for Early Retirement (ISER)Retirees under the ISER Scheme, as set out in Department of Finance Circular 12/09, are not eligible to apply for another position in the same employment or sector.
Department of Health and Children Circular 7/2010The Targeted Voluntary Early Retirement (VER) Scheme and Voluntary Redundancy Scheme (VRS) introduced under Circular 7/2010 provide that:
- VER participants are permanently ineligible for re-employment in the public health sector or wider Public Service.
- VRS participants are ineligible for re-employment for seven years.
Candidates who availed of the VRS must demonstrate that the exclusion period has expired.
Department of Environment, Community & Local Government Circular LG(P) 06/2013The Voluntary Redundancy Scheme for Local Authorities introduced under Circular LG(P) 06/2013 provides that participants are ineligible for re-employment in any Public Service body for two years following departure.
These conditions also apply to engagement on a contract-for-service basis.
DeclarationApplicants will be required to declare:
- Whether they have previously availed of a Public Service incentivised early retirement scheme.
- Any Public Service pension benefits, whether currently in payment or preserved.
- Any payment-in-lieu received in respect of previous Public Service employment.

- The Policing, Security and Community Safety Act 2024.

Appointments of existing An Garda Síochána staff employed before the commencement of the Policing, Security and Community Safety Act will be to a Civil Service grade under Civil Service terms and conditions, where applicable.

- Appointment will normally be at the minimum point of the salary scale.
- Starting salary is not negotiable.
- Pay rates may be adjusted from time to time in line with Government pay policy.
- Annual increments are subject to satisfactory performance.
