Title of Post: Clinical Director, Clinical Directorate– University Hospital Kerry

The tenure of the Clinical Director post will be for a period of 3 years.

As Clinical Directorates are developed, there may be changes to the composition of the directorates.

Allowance:

€57,867 per annum, in addition to existing salary. Backfill equal to 50% of a Consultant post

Purpose of Post:

The Clinical Directorate Clinical Director (CDCD) will provide overall clinical leadership for a Clinical Directorate, University Hospital Kerry.

While the Hospital Manager has responsibility for the overall hospital resources (budget, staffing etc), the CDCD has responsibility for the resource and other decisions regarding medical services within the directorate. The CDCD will also have significant influence over resourcing and other decisions affecting all clinical services.

The role of the CDCD is exercised within the framework of the prevailing corporate policy in areas including clinical assurance and effectiveness, quality assurance, Personnel, Finance, ICT, Estates and subject to budgetary and allocation constraints

The CDCD will be responsible for medical supervision and the management and operation of clinical services within the directorate, be the identified clinical lead for the relevant clinical directorate and represent their respective directorate at the Clinical Operations Group.

The CDCD will be the line manager for all consultants within the directorate with respect to clinical matters and be responsible for reviewing the performance of consultants within their respective directorate on an annual basis at a minimum.

The CDCD will play a key leadership role in the ongoing development of a governance model in University Hospital Kerry that is adaptable and in line with the principles of Sláintecare to achieve the best clinical outcomes and experience for patients within the available resources for the Directorate, University Hospital Kerry.

Within the directorate the CDCD will

  • Lead and develop the clinical governance model for the directorate and ensure implementation of agreed annual clinical governance objectives to ensure that the directorate meets the requirements of regulators, funders and other relevant external standards/bodies.
  • Ensure the delivery of high quality patient care which is safe, efficient and effective.
  • Ensure that the directorate’s systems and processes are aligned with the goal of providing high-quality, safe care to patients and service users.
  • Ensure that the directorates quality and safety programmes are working as intended in, line with UHK and HSE policies and that they are making a positive impact on patient outcomes.
  • Ensure a robust annual appraisal/performance review and job planning system is in place for all medical staff.
  • Contribute to the development of long-term strategic plans for the organisation, including plans related to clinical services, research, and innovation.
  • Lead the ongoing development of clinical audit and facilitate a more structured and strategic approach to clinical research.
  • Contribute to the implementation of annual service plan objectives and strategic goals.
  • Play a key role in the evolution of organizational culture within the University Hospital Kerry.

There will be a requirement for CDCD on a rotational basis to provide cover for Executive Clinical Director during periods of leave.

The CDCD shall be supported by the business management and nurse management resources.
