​About this Role

Role Purpose

The Clerical Officer in An Coimisiún’s Codes and Rules team provides administrative and operational support to the team, contributing to the effective and efficient delivery of its work programme. The role involves maintaining accurate records and documentation, coordinating meetings and travel arrangements, managing data and responding to queries from internal and external stakeholders.​

The Clerical Officer plays an important role in supporting the day-to-day functioning of the Codes and Rules team, contributing to the effective administration of work that supports the development, implementation and maintenance of media standards and An Coimisiún’s wider public interest objectives.​

About the Team/Division

The Codes and Rules Team is the lead team in An Coimisiún for the development of regulatory interventions through codes, rules, and guidance. Its defined functions under the organisational workforce plan are to: ​​

​​

  • Develop binding codes for online providers, broadcasters and video ondemand providers along with associated guidelines. ​​​​
  • Utilise knowledge of harms and issues developed by the other internal teams, and knowledge of the operations of the regulated entities acquired by the supervision sections. ​​
  • Collaborate with legal advisers and external advisers to create draft codes, rules and guidelines and secure Commission approval to consult on them. ​​
  • Review input received during consultation processes and recommend final versions for Commission approval. ​​
  • Develop Elections and Referendum guidelines. ​​
  • Envision a rolling program for developing and reviewing codes, rules, and guidelines. ​​

The team works on a range of initiatives, including in collaboration with other teams within the Media Landscape division and within An Coimisiún more generally.​

​​Key Responsibilities

  • Providing general administrative assistance, including preparing correspondence and maintaining accurate records, files and documentation.​
  • ​Assisting in the implementation of operational work activities, supporting managers and other colleagues to ensure effective and timely completion of work. ​
  • Managing data, records and files in accordance with An Coimisiún’s policies, procedures and information management requirements.​
  • Organising meetings, including coordinating arrangements, preparing relevant documentation and recording accurate minutes and actions.​
  • Receiving, processing and responding to queries from internal and external stakeholders, ensuring timely and appropriate follow-up.​
  • Coordinating travel arrangements for team members, ensuring all necessary bookings and supporting documentation are organised efficiently.​
  • Providing research support to colleagues, including the review of the legislation and regulatory practices of other jurisdictions, and academic and grey literature relating to relevant research topics. ​​
  • Collating relevant data and information to support reporting requirements and report writing.​

Experience, Skills, Knowledge & Qualifications​

Essential Criteria

  • Relevant clerical/administration/customer service experience.​
  • Effective organisational and time-management skills.​
  • Strong attention to detail.​
  • Clear and professional written and verbal communication skills.​
  • Effective at prioritising and completing work to meet deadlines. ​
  • Excellent interpersonal skills and the ability to work collaboratively across teams. ​
  • Proficiency in Microsoft Office applications​.​
  • Willingness to learn and to develop knowledge and expertise​.​
  • An active interest in policy development and regulation within the media landscape​.​

Desirable Criteria

  • Experience in the Irish public sector, particularly in a regulatory environment.​
  • Fluency in or a working knowledge of the Irish language.​
  • A relevant third level degree and/or relevant experience​.​
  • Experience providing research support in a previous role.​​

Key Information

Benefits, Package & Pay

  • This position is offered on a Permanent basis. ​
  • Full time, 35 hrs per week.​
  • Annual Leave: 22 days per annum. ​
  • The role will be a hybrid role combining home and office working. Our current hybrid policy is 2 days in the office.​
  • Our office is located at One Shelbourne Buildings, Shelbourne Road, Dublin 4, D04 NP20. ​

  • Successful candidates will be appointed on the first point of the scale. ​​

Citizenship Requirement

Eligible Candidates must be:​
(a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or​
(b) A citizen of the United Kingdom (UK); or​
(c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or​
(d) A non-EEA citizen who has a stamp 4 permission* or stamp 5 permission.​

*Please note that a 50 TEU visa, which is a replacement for Stamp 4EUFAM after Brexit, is acceptable as a Stamp 4 equivalent​
