Grade: Community Education Facilitator

Initial Location: Further Education and Training Department

Capacity: Fixed Term – 10 months from date of appointment

Reporting to: Director of Further Education and Training (FET) and FET Senior Management team

Initial Headquarters/Duties: The post holder will be located in the GRETB FET Department, GRETB Training Centre, Mervue, Galway. Successful post holder(s) may be transferred to another area within the organisation to allow for the allocation of additional duties, as and when required, which may include the reassignment to other duties where necessary.

The Position: The Skills for Work Coordinator will be responsible, under the direction and guidance of the Director of Further Education & Training and FET Senior Management team for the development, delivery, promotion and support of the Skills for Work programme. This work will primarily consist of liaising with employers to ascertain skill gaps of employees in an ever-changing landscape. The Skills for Work Coordinator will be guided by Industry in the development of suitable programmes at levels 1-4 on the National Framework of Qualifications.

Initial Duties and Responsibilities:

To participate, under the direction and advice of the Director of Further Education & Training and the FET Senior Management and in co-operation with other managers and staff, in the organisation, co-ordination and monitoring of any activities which may be involved in or arise out of the appointment within the Board’s scheme, as the Chief Executive may decide.

The initial duties will include but may not necessary be confined to the following:

· In consultation with the FET senior management team lead/enable the planning, development, management, monitoring and control of the Skills for Work programme under the direction of the CE/Director of FET/AEO, in accordance with agreed planning structures;

· Manage and implement the project plan agreed with the funders (SOLAS);

· Arrange for the most effective and efficient planning, management and distribution of the financial, human and material resources;

· Work in partnership with the key strategic stakeholders, both internal and external, for this work to ensure the successful delivery of the project plan;

· Assist in the further definition of project scope and objectives, involving all relevant stakeholders to support the development of staff in the workplace.

· Manage project scope, project schedule and project costs using appropriate verification techniques;

· Conduct risk assessment and management of the work;

· Track performance, specifically to analyse the successful completion of short and long-term goals;·

· Ensure that activity plans and budgets are constantly monitored and are achieved, ensuring that corrective action is taken, timely, as required;

· Liaise with the adult Basic Education Service to schedule and ensure successful completion of programmes;

· Ensuring the aims of the Skills for Work programme are achieved and quality standards are met;

· Enhance own expertise through training and development;

· Promote the literacy service through networking, raising awareness and publicity;

· Ensure that the Stock/assets and reputation of the organisation are properly safeguarded and protected;

· Ensure that appropriate Management Information Systems are accurately monitored, maintained and fully utilized as a management tool;

· Ensure that all information reporting requirements as specified by GRETB Board, CE, Director

of FET and DES are provided in a timely manner;

· Keep records and statistics and prepare reports, returns and submissions as required, in consultation with the Director of FET and FET Senior Management team, including reports for SOLAS, DES, FET managers and other relevant bodies;

· Ensure compliance with all Health and Safety and other legal requirements;

· Maintain an ethos appropriate to adult learning;

· Undertake any other duties appropriate to the needs of the local scheme as may be assigned by the Director of FET for the effective and efficient management of resources and having regard to the changing needs of the service.

ESSENTIAL QUALIFICATIONS

A qualification at Level 7 on the National Framework of Qualifications or its equivalent, and/or significant relevant work experience; Third level qualification(s) in relevant discipline(s) commensurate with this role would be a decided advantage.

SKILLS & EXPERIENCE

· A high level of knowledge and expertise in the area of Project Management; in particular, in the IT/ (TEL) arena;

· Experience of implementing and administering FET programmes; in particular, programmes with an element of TEL;

· Experience in designing and developing resources and content for education and training programmes;

· Excellent motivation, interpersonal and team-working skills;

· Excellent oral and written communication skills;

· Excellent ICT and administration skills;

· Industry experience would be beneficial;

· Successful applicant will have a full driving licence and access to a car and be willing to work flexibly outside of normal working hours as required.

CONDITIONS OF SERVICE:

Terms of Appointment

The post is a whole-time temporary position.

Remuneration: €49,507-€70,246 (pro-rata per annum) or new entrants €44,847- €70,246.

IMPORTANT NOITCE RE: SALARY: As per DES guidelines, new appointees who are entering this grade for the first time will start at the minimum point of the scale. Incremental credit may only apply, if, immediately prior to appointment, the appointee is already a serving Civil or Public Servant. Rate of remuneration may be adjusted from time to time in line with Government pay policy. Starting Salary is not subject to negotiation.

Hours of work:

A 35-hour week is in operation. Hours may be adjusted from time to time under relevant Public

Sector Agreements.

Annual leave:

The Annual Leave entitlement for this post is 35 days.

Sick Leave:

Sick Leave will be in accordance with the arrangements authorised by the Minister for Education and Skills from time to time.
