2 – Fixed Term Positions (2 Years)

Grade: Grade VI (Clerical)

Location: The Atrium, Blackpool Retail Park and various Horizon locations

Employment typeand Hours: Full Time, 35 hours per week

Salary: Grade VI (Clerical) 7-point scale:

€57,898, €59,278, €60,963, €64,126, €66,017, €68,372, €70,734LSIs

New appointees to any grade start at the minimum point of the scale. Incremental credit will be applied for recognised relevant service in Ireland (Department of Health Circular 2/2011). Incremental credit is normally granted on appointment, in respect of previous experience in the Civil Service, Local Authorities, Health Service and other Public Service Bodies and Statutory Agencies.

The primary purpose of a compliance and audit officer is to:

  • Monitor, coordinate and evidence regulatory compliance.
  • Administer audit, assurance and reporting processes.
  • Support governance structures and inspection readiness.

The successful candidates will be responsible for supporting the Quality and Safety Team in monitoring regulatory compliance and quality assurance processes across services.

The post holder will:

  • Carry out scheduled internal audits using approved audit tools and templates.
  • Maintain audit schedules and ensure audits are completed within agreed timeframes.
  • Compile audit findings and prepare summary reports.
  • Maintain compliance trackers and action plan logs.
  • Collate documentation required for HIQA inspections.
  • Support data collection and preparation of monthly / quarterly reports.
  • Provide administrative support to governance and quality meetings.
  • Liaise with Persons in Charge and Service Managers to gather compliance information as required.
  • Maintain and update compliance documentation systems and records.
  • Support the collation of evidence for external inspections.

This role will involve:

  • Complex coordination across Horizons services.
  • Compliance, audit and reporting responsibilities.
  • Independent work with escalation pathways.
  • Supporting senior management and governance forum.

Essential Requirements:

* Requirements for all applicants:

Eligible applicants will be those who on the closing date for the competition:

(i) Have satisfactory experience as a Clerical Officer in the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004.

Or

(ii) Have obtained a pass (Grade D) in at least five subjects from the approved list of subjects in the Department of Education Leaving Certificate Examination, including Mathematics and English or Irisp.

Candidates should have obtained at least Grade C on higher level papers in three subjects in that examination. Or (iii) Have completed a relevant examination at a comparable standard in any equivalent examination in another jurisdiction.

Or

Hold a comparable and relevant third level qualification of at least level 6 on the National Qualifications Framework maintained by Qualifications and Quality Ireland, (QQI).

AND

  • Hold an academic award in Quality, Safety, Risk Management or Clinical Governance in Social and Healthcare at level 8 (or higher) on the Quality and Qualifications Ireland (QQI) framework or equivalent or an academic award at a level 8 or higher and a willingness to undertake further relevant education and training.
  • Have a minimum of three years’ relevant experience in an administrative, compliance, governance or quality support role, within a health and social care environment.

Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office.

  • Demonstrate experience supporting audit inspection preparation, compliance monitoring or quality assurances processes.
  • Have experience collating, analysing and presenting information in structured report format.
  • Demonstrate strong IT skills, including proficiency in Microsoft Office (particularly Excel), and experience maintaining tracking systems and databases.
  • Demonstrate strong organisational skills with the ability to manage multiple deadlines.
  • Have excellent written and verbal communication skills.
  • Demonstrate the ability to work independently within defined guidelines and escalate issues appropriately.
  • Demonstrate a working knowledge of HIQA National Standards for Residential Services for Children and Adults with Disabilities, and New Directions – Personal Support Services for Adults with Disabilities.
  • Have a good understanding of Horizons Policies, Procedures, Protocols and Guidelines (PPPGs).
  • Hold a clean Full Drivers Licence and use of vehicle for work is essential.
  • Canidates on application must have the right to work in Ireland and hold up to date, valid employment permissions.

Desirable Criteria:

  • Experience in disability services or community-based services.
