Corporate Communications Executive
ComReg is the statutory body responsible for regulating fixed and mobile communications, postal and premium rate services in Ireland. Our mandate is to create a competitive marketplace, to protect and inform consumers, and to encourage innovation. ComReg also manages Ireland’s radio spectrum resource on behalf of the State.

This will be an exciting time of growth for ComReg, as our mandate expands and we take on new statutory responsibilities arising from EU legislation including: the Network and Information Systems (NIS2) Directive, the Critical Entities Resilience (CER) Directive – addressing cybersecurity and network resilience – together with the EU Data Act and the EU AI Act.

ComReg’s mission is to implement effective regulation that supports the delivery of widespread, modern, and resilient digital infrastructure, including communications networks, products, and services which, ultimately, benefit users.
Corporate Services
Corporate Services develops and implements services to support corporate affairs and corporate communications so as to enhance organisational performance and effectiveness. It is responsible for human resources, finance, governance, procurement, IT, public relations, and general facilities management functions.
The Public Affairs Team
The Public Affairs Team plays a key role in communicating the organisation’s messages and statements to relevant stakeholders via a range of media. The team also manages the ComReg website, organises or supports the organisation of conferences and seminars across the organisation. The team is also responsible for publishing our Annual Report along with other publications.

The Role and Responsibilities
Reporting to the Public Affairs Manager, Public Affairs, the Corporate Communications Executive will play a key role in identifying and communicating key messages, statements and decisions to the media and to relevant stakeholders. It is a pivotal role in terms of developing effective relationships with ComReg key stakeholders, both internal and external, as well as supporting the development and maintenance of ComReg’s Corporate Communications and Engagement Strategy, and its Digital Strategy. This will include ComReg’s website, corporate visual identity and relevant social media.
For this role, the successful candidate will need to quickly learn about ComReg, how a regulator operates, who our stakeholders are and what type of work we do. They will be self-motivated, with superb organisational skills and will be able to pivot easily between different types of work – balancing all priorities and often working on very tight schedules. Additional key responsibilities of the role are:
- Supporting the Public Affairs Manager with the coordination of relevant stakeholder engagement on behalf of the organisation.
- In conjunction with the Public Affairs Manager, handle all press and media queries.
- Maintain ComReg’s website(s) and services in cooperation with the IT Operations Manager – this will include creating content, coordinating the inputs from our network of internal content creators, uploading of regulatory documents, and providing training and upskilling as required.
- Liaise with ComReg website partners and define new and ongoing website development requirements and evolution.
- Responsible for defining SEO (Search Engine Optimisation) reporting using Google Analytics in conjunction with ComReg’s website partners.
- Coordinating and managing the ComReg X and LinkedIn accounts.
- Monitor the media for mentions of ComReg, and for information relevant to the organisation and wider telecommunications and digital infrastructure sectors. This will also include preparing reports.
- Assisting with the drafting and collating of key documents that are issued from the ComReg Public Affairs office, such as ComReg’s Annual Report.
- Assisting in the production of ComReg’s internal and external communications.
- Promote ComReg’s commitment to the Irish language – this will include responsibility for the generation and updating of Irish language content to ComReg’s website and the approval of content, where relevant, in ComReg publications.
- Undertake the role of Acting Access Officer when required, with responsibility for implementing the Disability Act and ComReg’s obligations under the Act.
- Delivering and maintaining an internal communications framework.
- Highlight key issues arising in external press and media outlets, and manage our media monitoring service provider.
Qualifications and Experience
Essential
- Third level qualification in Communications, Public Relations, Business, Languages or Journalism.
- Proven experience in communications / media relations – particularly experience in dealing with journalists or senior civil servants.
- Demonstrated strong digital skills and experience of monitoring, updating and creating content – experience of using content management systems (such as WordPress) along with Social Media Accounts is essential.
- Excellent understanding of the Irish Media, Political and Policymaking landscape.
- A high level of fluency in the Irish language, both written and spoken.
- A proven ability to deliver within tight deadlines and with conflicting priorities.
Desirable
- Experience in delivering media relations / public affairs reports.
- Experience in design and desk-top publishing.
- Previous experience of the telecoms and / or communications sector would be desirable.
- Previous experience of working in or with the Civil Service / Public Sector would be desirable.
- Fluency in current trends in digital platforms for communication campaigns.

- Salary €63,470.64 – €87,654.93* (entry will be at the minimum point and the rate of remuneration may be adjusted from time to time in line with Government pay policy.)
