Details of Service

St. Columcille’s Hospital is located on the border of County Wicklow. It provides a range of services to a diverse population covering South County Dublin and County Wicklow.

St. Columcille’s Hospital (SCH), is a Model 2 hospital with 116 inpatient Beds, 8 Day Beds, 9 Beds in MAU (Medical Assessment Unit) and 6 in the IU (Injuries Unit).

These services include a Cardiac Rehabilitation Unit, Injury Unit, Medical Assessment Unit, acute medical in-patient services, day surgery, outpatient care and diagnostic services. St. Columcille’s Hospital has a national speciality in obesity and also gender management and is a referral centre for bariatric surgery.

Reporting Relationship

The post holder will report to the Operations/Deputy Hospital Manager or other delegated manager

Purpose of the Post

This post holder will be responsible for:

· The purpose of the Grade VI, Data Analyst is to lead, support and participate in a range of performance monitoring activities, to contribute to the overall improvement of data across the system and to ensure data is reported accurately.

· To work as part of a team and provide quality (timely, accurate and easily interpreted) reporting & business intelligence services for St Columcille’s Hospital

· To collect, analyse, interpret data and business information in relation to St Columcille’s Hospital and provide all relevant stakeholders with ongoing timely reports, analysis and business intelligence around same

Principal Duties & Responsibilities

The position of Grade VI Data Analyst encompasses both managerial and administrative responsibilities which include the following:

Data & Information Management

· To demonstrate the ability to confidently navigate and utilise multiple systems. Capability of extracting, analysing, and presenting data to support activity reporting and statistical requirements in line with HSE standards.

· To design and produce reports and briefings in such formats as agreed with the General and Operations manager.

· Leading, preparing and presenting performance dashboards.

· Where monitoring systems are currently in place, to supervise the timely and accurate delivery of performance data in line with the format and required timescales. This includes both routine and periodic information returns.

· Where no or little information currently exist, to develop performance monitoring systems, procedures and practices to enable the Executive Management Team to monitor activity effectively.

· To be responsible for the production of monthly, quarterly, annual and ad-hoc hospital reports and information profiles.

· Develop a detailed understanding of the hospital data flows and processes

· Work with and provide reporting skills and advice for various hospital committees

· Provide reports that are easy to interpret including dashboards and other forms of visualisation

· Develop a detailed understanding of Data Sets, Data Standards and Data Fields of key systems to support provision of quality information reporting

· Automate production of reports

· Train users in the operation of reporting systems through the development of suitable reporting systems.

· Provide ongoing user and management support and advice.

· Investigation and analysis of work procedures and practices.

· Produce and maintain documentation.

· Meet the reporting requirements of key stakeholders including the General Manager, Executive Management team, and also various staff who get regular reports at national level

· To work independently with service providers to improve and enhance both the quality of performance data to meet the needs of regional reporting structure. This will also include a key role in the development of information standards, to oversee the implementation of such standards across the hospital and to work in collaboration with external sources (e.g. REO, IHA, and Department of Health).

· To work in collaboration with senior management and HSE staff on developing required performance analysis.

· Provide advice to other staff on reporting and analytics

· To take lead responsibility for the production of performance analysis for key aspects of services within the hospital.

· To take lead responsibility for communicating with senior management and HSE staff generally the results of performance analysis. This will also include developing further performance analysis as a result of an iterative performance management process in collaboration within the Region.

· To lead or participate in a variety of change management process. Such change management processes will involve the use of performance measurement and management activities.

· To develop and supervise auditing and quality assurance processes to ensure the accuracy and validity of information and any performance analysis.

· Maintain own knowledge of relevant HSE policies, procedures, guidelines and practices to perform the role effectively and to ensure current work standards are compliant.

· To work as part of the team toward the objectives of the St Columcille’s Hospital.

· Mapping out design for future developments together with the key stakeholders.

· Contribute to the optimal use of data systems functionality.

· Data entry as required

· Maintain confidentiality and a high level of professionalism at all times.

KPI’s development

· The post hold will work with user departments in meeting KPI data requirement

· The identification and development of Key Performance Indicators (KPIs)

· The development of Action Plans to address KPI targets.

· Driving and promoting a Performance Management culture.

· In conjunction with line manager assist in the development of a Performance Management system for your profession.

· The management and delivery of KPIs as a routine and core business objective.

General

· Maintain own knowledge of relevant HSE policies, procedures, guidelines and practices, to perform the role effectively and to ensure current work standards are met by own team.

· Maintain own knowledge of relevant regulations and legislation e.g. National Financial Regulations, Health and Safety Legislation, Employment Legislation, FOI Acts etc.

· Ensure consistent adherence to procedures within area of responsibility.

· Ensure consistent adherence to policy and legislation governing the HSE.

· Adequately identifies, assesses, manages and monitors risk within their area of responsibility.

· Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc. and comply with associated HSE protocols for implementing and maintaining these standards as appropriate to the role.

· Support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.

Administration

· Ensure the efficient day-to-day administration of area of responsibility

· Execute assignments in accordance with agreed plans, budgets, and deadlines

· Ensure deadlines are met and that service levels are maintained

· Ensure an even distribution of workload among team, taking into account absence due to annual leave etc

· Ensure policies and procedures are well documented and understood and adhered to by staff in own section

· Ensure accurate attention to detail in own work and work of team

· Use appropriate technology to ensure work is completed to a high standard

· Ensure that archives and records are accurate, maintained confidentially and readily available to the appropriate authority

Eligibility Criteria

Qualifications and/ or experience

This campaign is confined to staff who are currently employed by the HSE, TUSLA, other statutory health agencies*, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004 as per Workplace Relations Commission agreement -161867.

(a) Eligible applicants will be those who on the closing date for the competition:

(i) Have satisfactory experience as a Clerical Officer in the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004.

Or

(ii) Have obtained a pass (Grade D) in at least five subjects from the approved list of subjects in the Department of Education Leaving Certificate Examination, including Mathematics and English or Irish. Candidates should have obtained at least Grade C on higher level papers in three subjects in that examination.

Or

(iii) Have completed a relevant examination at a comparable standard in any equivalent examination in another jurisdiction

And

(iv) Hold a comparable and relevant third level qualification of at least level 6 on the National Qualifications Framework maintained by Qualifications and Quality Ireland, (QQI).

Note1: Candidates must achieve a pass in Ordinary or Higher level papers. A pass in a foundation level paper is not acceptable. Candidates must have achieved these grades on the Leaving Certificate Established programme or the Leaving Certificate Vocational programme. The Leaving Certification Applied Programme does not fulfil the eligibility criteria.

(b) Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office.

Health

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Post Specific Requirements

· Significant experience of working with high volumes of data, under tight deadlines using data analysis / Data Visualisation tools with the ability to confidently navigate and utilise multiple systems and applications which includes but is not limited (e.g. Power BI / Excel / Tableau) also including use of advanced excel functionality.

· Experience in the preparation of high-quality reports including use of advanced excel functionality within extremely tight deadlines, this includes the management of large datasets and databases and the production of reports using complex information from different sources.

· Experience of working in a busy office environment managing competing priorities and deadlines, where the ability to analyse and interpret information to make decisions quickly and accurately where required while working collaboratively with multiple internal and external stakeholders as relevant to this role.

Other requirements specific to the post

· A flexible approach to working hours is required in order to ensure deadlines are met.

· Access to appropriate transport to fulfil the requirements of the role

· The post holder will be required to undertake further training to develop advanced skills in Excel etc.

· Knowledge of best practice in relation to monitoring systems, the design of information capture systems, data standards, data validation and quality assurance approaches.

· Knowledge of IT based data management systems and data visualisation.

· An understanding of the challenges of complex projects in the context of new technology, process, change and interdependency management.

· Excellent experience and knowledge in advanced Excel

· Knowledge of the health service including a good knowledge of HSE reform.

Code of Practice

Data Analyst(Grade VI)

Terms and Conditions of Employment

Tenure

The current vacancy available is permanent and whole time.

The post is pensionable. A panel may be created from which permanent and specified purpose vacancies of full or part time duration may be filled. The tenure of these posts will be indicated at “expression of interest” stage.

Appointment as an employee of the Health Service Executive is governed by the Health Act 2004, the Public Service Management (Recruitment and Appointments) Act 2004, and Public Service Management (Recruitment and Appointments) Amendment Act 2013.

Remuneration

The Salary scale for the post is: (as at 01/02/2026)

€57,898, €59,278, €60,963, €64,126, €66,017, €68,372, €70,734 LSIs

New appointees to any grade start at the minimum point of the scale. Incremental credit will be applied for recognised relevant service in Ireland and abroad (Department of Health Circular 2/2011). Incremental credit is normally granted on appointment, in respect of previous experience in the Civil Service, Local Authorities, Health Service and other Public Service Bodies and Statutory Agencies.

Working Week

The standard weekly working hours of attendance for your grade are 35 hours per week. Your normal weekly working hours are 35 hours. Contracted hours that are less than the standard weekly working hours for your grade will be paid pro rata to the full time equivalent.

You are required to work agreed roster/on-call arrangements advised by your Reporting Manager. Your contracted hours are liable to change between the hours of 8.00am and 8.00pm over seven days to meet the requirements for extended day services in accordance with the terms of collective agreements and HSE Circulars.

Annual Leave

The annual leave associated with the post will be confirmed at contracting stage.

Superannuation

This is a pensionable position with the HSE. The successful candidate will upon appointment become a member of the appropriate pension scheme. Pension scheme membership will be notified within the contract of employment. Members of pre-existing pension schemes who transferred to the HSE on the 01st January 2005 pursuant to Section 60 of the Health Act 2004 are entitled to superannuation benefit terms under the HSE Scheme which are no less favourable to those which they were entitled to at 31st December 2004.

Age

The Public Service Superannuation (Age of Retirement) Act, 2018* set 70 years as the compulsory retirement age for public servants.

* Public Servants not affected by this legislation:

Public servants joining the public service or re-joining the public service with a 26-week break in service, between 1 April 2004 and 31 December 2012 (new entrants) have no compulsory retirement age.

Public servants, joining the public service or re-joining the public service after a 26 week break, after 1 January 2013 are members of the Single Pension Scheme and have a compulsory retirement age of 70.

Probation

Every appointment of a person who is not already a permanent officer of the Health Service Executive or of a Local Authority shall be subject to a probationary period of 12 months as stipulated in the Department of Health Circular No.10/71.

Protection of Children Guidance and Legislation

The welfare and protection of children is the responsibility of all HSE staff. You must be aware of and understand your specific responsibilities under the Children First Act 2015, the Protections for Persons Reporting Child Abuse Act 1998 in accordance with Section 2, Children First National Guidance and other relevant child safeguarding legislation and policies.

Some staff have additional responsibilities such as Line Managers, Designated Officers and Mandated Persons.

In the HSE, all Mandated Persons under the Children First Act 2015 are appointed as Designated Officers under the Protections for Persons Reporting Child Abuse Act 1998. You should check Schedule 2 of the Children First Act 2015 to see if you are a Mandated Person, and therefore a HSE Designated Officer, and be familiar with the related roles and legal responsibilities.

Infection Control

Have a working knowledge of Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc. and comply with associated HSE protocols for implementing and maintaining these standards as appropriate to the role.

Health & Safety

It is the responsibility of line managers to ensure that the management of safety, health and welfare is successfully integrated into all activities undertaken within their area of responsibility, so far as is reasonably practicable. Line managers are named and roles and responsibilities detailed in the relevant Site Specific Safety Statement (SSSS).

Key responsibilities include:

• Developing a SSSS for the department/service[1], as applicable, based on the identification of hazards and the assessment of risks, and reviewing/updating same on a regular basis (at least annually) and in the event of any significant change in the work activity or place of work.

• Ensuring that Occupational Safety and Health (OSH) is integrated into day-to-day business, providing Systems Of Work (SOW) that are planned, organised, performed, maintained, and revised as appropriate, and ensuring that all safety related records are maintained and available for inspection.

• Consulting and communicating with staff and safety representatives on OSH matters.

• Ensuring a training need assessment (TNA) is undertaken for employees, facilitating their attendance at statutory OSH training, and ensuring records are maintained for each employee.

• Ensuring that all incidents occurring within the relevant department/service are managed appropriately and investigated in accordance with HSE procedures[2].

• Seeking advice from health and safety professionals through the National Health and Safety Function Helpdesk as appropriate.

• Reviewing the health and safety performance of the ward/department/service and staff through, respectively, local audit and performance achievement meetings for example.
