Role Profile

The Nursing and Midwifery Board of Ireland (NMBI) is the independent statutory regulator for nurses and midwives, established under the Nurses and Midwives Act 2011 (as amended). Its mandate is to protect the public by promoting high standards in education, professional conduct, and practice, supported by effective governance and accountability.

NMBI is a growing, agile and innovative regulator with a large remit both in terms of depth and breadth. Within the broader public sector there is a greater focus on the need for good corporate governance, including risk management and robust internal control frameworks. Regulators need to build better digital led services to meet both government and registrant expectations and also to ensure robust systems are in place to protect against cyber-attacks and loss of data.

NMBI has undergone a significant period of digital transformation, most notably the development and implementation of the MyNMBI Next Gen registration system, funded through a circa €5 million Government investment and launched in August 2025. This was the second iteration of NMBI’s digitisation, having launched its first digitalised registration system in 2020.

The current Next Gen system underpins NMBI’s core statutory functions, supports services for over 93,000 registrants and is currently continuing to expand to include Education and Fitness to Practise modules.

The Digitalisation and ICT Executive (Grade V) will provide dedicated operational and project support across NMBI’s digitisation and ICT function, ensuring the effective coordination, maintenance and continuous improvement of digital systems. The role is critical in supporting the transition from a programme delivery model to a stable, sustainable operational environment, enabling the organisation to maximise the value of its digital investments, engage in continuous improvement and maintain service continuity.

Principal Duties and Responsibilities

Project Coordination and Delivery Support

• Provide day-to-day coordination support across digitisation and ICT projects;

• Maintain project plans, schedules, action logs and risk/issue trackers;

• Monitor progress against milestones and escalate delays or risks as required;

• Support the Digital Product Owner in backlog management, prioritisation, refinement and release planning; and

• Assist in the coordination of cross-functional project activities involving internal stakeholders and external vendors.

Documentation and Knowledge Management

Develop and maintain high-quality documentation including:

• Process maps

• User guides and training materials

• Technical and configuration notes

• Change logs and release documentation

Ensure all documentation is accurate, version-controlled and accessible; and

Support knowledge capture to ensure continuity and reduce reliance on external providers.

System Support, Configuration and Testing

• Support configuration and administration of digital systems under direction of the Digital Product Owner;

• Investigate, analyse, problem solve, and report issues found to the vendor and follow-up to ensure closure;

• Develop procedures and document processes to enable business workarounds in periods where an immediate fix is not possible;

• Prepare and execute test scripts for system changes and enhancements;

• Coordinate user acceptance testing (UAT), including scheduling, participant support and issue tracking;

• Log defects, monitor resolution progress and verify fixes prior to deployment; and

• Assist in ensuring that system changes are implemented in a controlled and structured manner.

Stakeholder Engagement and User Support

• Act as a key point of contact for internal users in relation to system queries and updates;

• Support the coordination of user engagement activities, including workshops and feedback sessions;

• Assist in the delivery of training and user support during system rollouts and updates;

• Gather and document user feedback to inform system improvements; and

• Support adoption and embedding of new system functionality across the organisation.

Essential Criteria, Qualifications and Experience

The successful candidate must have the following essential experience, skills, and criteria on the date of their application:

• A third level qualification in a business/technical area plus 2 years’ experience in an administrative role or 5 years’ experience in a similar project support role.

• Demonstrated experience supporting the delivery of projects, including maintaining project plans, schedules, action logs, risk registers, and tracking progress against milestones.

• Strong organisational skills with the ability to coordinate multiple activities, manage competing priorities, and ensure timely follow-up of actions, issues, and deliverables.

• Have an ability to work within a team environment and be self-motivated.

• Experience supporting digital systems, including system configuration, testing, user acceptance testing (UAT), defect management, and change implementation processes.

• Strong critical thinking, analytical and problem-solving skills, with the ability to identify issues, assess impacts, propose practical solutions, and support continuous improvement initiatives.

• Demonstrated experience developing and maintaining high-quality documentation.

• Proficient in Microsoft Office applications, including Word, Excel, PowerPoint, Visio, SharePoint, and Microsoft Teams.

Desirable Criteria

• Experience working within a regulated, public sector or similarly governed environment.

• Experience using project management and collaboration tools to support project delivery and reporting.

• Knowledge of ICT governance, change management, and release management practices.

• Experience or exposure in the area of Microsoft Dynamics, Power Apps; or similar CRM systems.
