The Role

The purpose of the Director of Nursing and Midwifery (DONM) post is to assist the Regional Director of Nursing & Midwifery (RDONM) in the provision of overarching professional leadership and governance for Nursing & Midwifery. In the first instance, the post holder will provide strategic, clinical leadership and oversight for workforce planning, including safe nurse staffing implementation and monitiring, aligned to national policy and in collaboration with the RDONM, Nursing & Midwifery Managers across the Health Region and HR and Finance colleagues.

The DONM will be central to the development and delivery of the priorities for the recruitment and retention of nursing and midwifery across the HSE Dublin and South East Region.

The DONM will be responsible for the analysis of Nursing, Midwifery and Healthcare Assistant (HCAs) employment level data, providing workforce intelligence and reporting of the employment levels in-line with Government policy on Public Service numbers and costs for nursing, midwifery and HCAs.

A key component of this role will involve detailed analysis of employment trends and patterns, changes in workforce profiles, absence rates, staff turnover and other aspects of the workforce profiling to inform strategic workforce planning.

The DONM will be responsible for the governance of the Nursing, Midwifery and HCA components of the Staff Bank and implementation of workforce solutions. Interface with HR to be determined in relation to this matter.

He/She provides clinical governance and a reporting pathway for the nursing team responsible for the HSE DSE Nursing, Miidwifery and HCA components of the Staff Bank.

The DONM deputises in the RDONMs absence and represents the RDONM at various fora/committees as designated by the RDONM.

The post-holder will be required to work across the Region (corporate, acutes and community) and nationally with the HSE and Department of Health and other agencis as required. The post holder will also be required to workwith academic and research partnters and other key stakeholders to shape and drive the establishment of workforce planning across the Region.

The Person

Candidates must have at the latest date of application:

1. Statutory Registration, Professional Qualifications, Experience, etc.

A) Eligible applicants will be those who on the closing date for the competition:

(i) Are registered, or are eligible for registration, in the General Nurse / Midwife Division, and other divisions as relevant to the specific service, of the Register of Nurses and Midwives, as appropriate, maintained by the Nursing & Midwifery Board of Ireland [NMBI] (Bord Altranais agus Cnáimhseachais na hÉireann).

And

(ii) Have 10 years post registration nursing/midwifery experience and 5 years nursing/midwifery management experience at a minimum of Clinical Nurse Manager 2 (CNM 2)/Clinical Midwife Manager 2 (CMM 2) level.

And

(iii) Have successfully completed a post registration programme of study, as certified by the education provider, which verifies that the applicant has achieved a National Framework of Qualifications (NFQ) major academic Level 8 or higher award maintained by Quality & Qualifications of Ireland (QQI) or can provide written evidence from the Higher Education Institute that they have achieved the number of ECTS credits equivalent to a Level 8 or higher in a health care or management related area.

And

B)Candidates must possess the requisite clinical, leadership, managerial and administrative knowledge and ability for the proper discharge of the duties of the office.

2. Annual registration

(i) Practitioners must maintain live annual registration in the General Nurse/Midwife Division, and other divisions as relevant to the specific service, of the Register of Nurses and Midwives, as appropriate, maintained by the Nursing & Midwifery Board of Ireland [NMBI] (Bord Altranais agus Cnáimhseachais na hÉireann).

And

(ii) Practitioners must confirm annual registration with NMBI to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC).

Health

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Character

Each candidate for and any person holding the office must be of good character.

Post Specific Requirements

  • Demonstrate depth and breadth of senior nursing/midwifery management and leadership experience in delivering significant programmes of change in workforce management in a complex multi stakeholder environment.
  • Demonstrate a track record of delivering on Nursing/Midwifery/HCA/HR performance and service improvement programmes of work at a senior management level.
  • Demonstrate significant Nursing/Midwifery and HCA HR and Workforce planning experience at senior management level, at a corporate level in a complex healthcare environment.
