The salary scale for the post as of 01/06/2026 is: €61,219 €62,715 €64,462 €66,216 €67,975 €69,546 €71,147 €72,705 €74,251 €76,912 €79,583 LSIs
New appointees to any grade start at the minimum point of the scale. Incremental credit will be applied for recognised relevant service in Ireland and abroad (Department of Health Circular 2/2011). Incremental credit is normally granted on appointment, in respect of previous experience in the Civil Service, Local Authorities, Health Service and other Public Service Bodies and Statutory Agencies.

The Dublin and South East health region has 3 healthcare areas:
• HSE Carlow Kilkenny and Tipperary South
• HSE Waterford Wexford
• HSE Dublin South and Wicklow
There is currently one permanent wholetime vacancy available in HSE Dublin and South East Health Region (base negotiable within the 3 IHA’s). A panel will be formed as a result of this campaign for Grade VII Disability Home Support Regional Co-Ordinator vacancies in HSE Dublin & South East Region will be used to fill current and future, permanent and specified purpose posts of whole-time or part-time duration.
Key working relationships
The Home Support Regional Coordinator will work with the other existing Home Support Management Team members in a collaborative manner with a range of internal and external stakeholders including:
• Regional Disability Lead, Integrated Service Leads, General Managers, Disability Service Managers and Disability Case Managers
• Housing Coordinators, Social Workers and Liaison Nurses
• Persons supported and their families
• Service providers including HSE, Section 38 & 39 voluntary providers and the for-profit sector
• Multidisciplinary team colleagues and other key stakeholders within the community health networks and the Healthcare Region
• Other relevant statutory and non-statutory organisation’ including Local Authorities, Approved Housing Bodies and TUSLA
Purpose of the post
• To support the regional development and implementation of rights-based, person-centered and community-based Disability Home Support arrangements, that promote dignity, autonomy, will and preference, inclusion, safeguarding, quality and accountability.
• To support the regional readiness, implementation and the on-going administration/co-ordination of the new Disability Home Support Authorisation Scheme, in association with disability teams within the IHAs and CHAs
• To support the Authorisation Scheme’s data collection, analysis, reporting, process and administrative requirements, to improve consistency, quality, and equity of access, integration and outcomes for people with disabilities.
• To support the HSE Home Support Reform Programme and the roll out of new Home Support service development initiatives and/or new requirements across the region, working in an integrated manner with regional implementation groups, local disability teams and colleagues in Older Persons and Mental Health Home Support services.
Principal duties and responsibilities
The Grade VII Disability Home Support Regional Co-Ordinator will:
• Support and promote rights-based, person-centered and community-based Disability Home Support arrangements that promote dignity, autonomy, will and preference, inclusion, safeguarding, quality and accountability.
• Support Authorisation Scheme readiness, implementation and ongoing co-ordination of the Disability Home Support Authorisation Scheme across the Health Region.
• Support the implementation across the region, of new integrated Home Support standard operating procedures, policies and guidance relevant to the Authorisation Scheme, associated reform requirements, access and integration.
• Work with Disability Teams, Community Health Areas, Regional and National services/functions, to support consistent administrative, information, data, reporting and governance processes as per the requirements of the Authorisation Scheme.
• Collate, validate, analyse and report regional data relating to service activity, referrals, demand, approvals, provider arrangements, service quality, access integration expenditure, trends, risks and unmet need.
• Prepare regional returns, dashboards, briefing materials and summary reports as per the requirements of the Authorisation Scheme, and to support local, regional and national reporting requirements.
• Provide data, analysis and recommendations to inform service planning, quality assurance, governance and decision-making.
• Maintain oversight of the administrative and information requirements associated with the Authorisation Scheme, in collaboration with local and regional stakeholders.
• Support provider-related documentation, service agreement processes, scheduled reviews, audits and site visits as per the requirements of the Authorisation Scheme, and in line with approved governance arrangements and the requirements of the role.
• Support service user review processes led by the appropriate local team, including review outcomes relevant to service quality, changes in need, will and preference, participation, safeguarding, and any implications for supports and costs, as per the requirements of the Authorisation Scheme and in line with approved governance arrangements and the requirements of the role.
• Support the regional roll-out of relevant ICT systems, data processes and service improvement initiatives relating to Disability Home Support.
• Support regional implementation groups and cross-service working arrangements associated with Home Support reform, standardisation and service development.
• Ensure decision making in relation to all aspects of the Home Support service is fair, equitable and appropriate
• Liaise with statutory, voluntary and private providers, and with internal and external stakeholders, as relevant to the role.
• Communicate effectively with service users, families, CHA colleagues, regional services/functions, national teams and public representatives, regarding Home Support services and Home Support service developments.
• Contribute to responses for parliamentary questions, complaints, representations and briefing requests, as required.
• Promote and encourage service development in line with integrated care principles and the Health Region operating model.
• Co-ordinate the implementation of Policies and Procedures, in line with national guidance as relevant to the role.
• Promote a safe environment for staff and service users through the implementation of risk management and safeguarding systems, in line with HSE policy and the requirements of the role.
• Keep informed of relevant legislation, policy, strategies, standards and reform developments, pertaining to the post including those relating to Home Support regulation, disability policy, consent, quality assurance, safeguarding and integrated care.
• Have a working knowledge of HIQA standards as they apply to the role, and comply with associated HSE protocols for implementing and maintaining these standards, as appropriate.
• Support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.

Eligibility criteria
Qualifications and/or experience
1. Statutory Registration, Professional Qualifications, Experience, etc.
(a) Eligible applicants will be those who on the closing date for the competition:
(i) Satisfactory administration/co-ordination experience within a health or social care/social services setting, as relevant to the role.
And
(ii) Satisfactory experience of working collaboratively with multidisciplinary team members and other stakeholders, as relevant to the role.
And
(iii) Significant experience of analysing and collating large volumes of data and producing summary reports using MS Excel or similar tools.
And
(iv) Have the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office
2. Health
A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
3. Character
Each candidate for and any person holding the office must be of good character.

Eligible candidates must be:
(i) EEA, Swiss, or British citizens OR
(ii) Non-European Economic Area citizens with permission to reside and work in the State

To qualify candidates must be eligible by the closing date of the campaign.

• Knowledge of Disability Services and the needs of persons with a disability in the context of UNCRPD, access and integration.
• Knowledge and understanding of key relevant HSE policies and procedures e.g. Human Resource policies and procedures, Health & Safety, National Financial Regulations etc.
• Knowledge and understanding of legislation relevant to the role e.g. Health & Safety, Employment Legislation.
• Knowledge of risk assessment and risk management, as relevant to the role.
• An awareness of current and emerging strategies and policies in relation to services for persons with a disability
• Knowledge of the health service including a good knowledge of HSE reform
• Excellent MS Office skills to include, Word, Excel and PowerPoint.
