Details of Service
Six Health Regions have been established within the HSE, on the basis of the geographical boundaries agreed by the Government in July 2019 and the majority intend to be fully operational from March 2026.
Each Health Region will be tasked with population specific planning resourcing and delivery of health and social care services for the needs of its unique population. This will result in improved accountability and governance in terms of finance and performance, while also bringing decision-making closer to the frontline.
Health Regions will enable and empower staff to provide services that are:
· Integrated, locally planned and delivered
· Easier to access and navigate
· Available closer to home
Health Regions are geographically-based units with clearly defined populations. They align community and hospital services within specific areas. The HSE will retain a strong but leaner central organisation, with more service provision developed at a local level.
The HSE Dublin and Midlands Health Region will manage and deliver all public health and social care services in:
Laois, Longford, Offaly, Dublin South West, Dublin West Dublin, Dublin South City
Kildare, West Wicklow, Westmeath
Hospital groups and Community Health Organisations

The Health Service National Service Plan outlines the resource and performance accountability framework within which resources will be provided. It sets out the means by which the Health Regions are held to account for their performance in relation to access to services, the quality and safety of those services within the financial resources available and effectively harnessing the efforts of the overall workforce.
Community Mental Health Teams provide most of the support to people in local areas (typically one or two teams for approximately 50,000 population). There are community mental health teams specifically for people under 18 and those over 65, as well as those with particular needs such as intellectual disabilities, with the majority or teams providing supports to the rest of the population. There are also in-patient units, typically attached to general hospitals, and there is usually one unit for approximately 300,000 population.
The community mental health teams work closely with the in-patient units. Community Mental Health Teams are multi-disciplinary and are the main instrument in delivering community based mental health supports.
Peer Support Workers in mental health services are individuals employed by an organisation to add their unique expertise deriving from their “lived experience” of mental health challenges and receiving support. Their value includes leading on social inclusion for service users in line with their care plans, facilitating better relationships between service users and providers, leading on personal recovery planning and promoting positive goals and fostering hope, especially for people using mental health services for the first time.
