Purpose of the Post
The Director of Nursing, Professional Practice and Quality Care is a key strategic leadership post to ensure the delivery of safe and high-quality services through excellence in professional practice. This post involves leading on defined areas of work and providing assurances via governance structures to the Regional Director of Nursing and Midwifery in relation to professional practice and quality care within the region, and within the recently established Integrated Health Area structures. Key responsibilities include implementing the national health policy agenda including nursing and midwifery policy priorities and leading on the integrated care agenda for patients and service users. This includes implementation of regional strategy and priorities and supporting quality improvement using recognised methods for improvement. It includes enhancing the professional governance and accountability structures and providing evidence on compliance with standards of care and quality patient/service user experience and outcomes.
The Director of Nursing for Professional Practice and Quality Care is a key member of the Regional Director of Nursing and Midwifery Executive Team, with a key focus on guiding and managing the delivery of services through local integrated health areas and structures. This includes providing assurances for the delivery of safe and effective patient and service user care and experience, further development of robust reporting systems for governance and accountability, ensuring overall compliance with regulatory standards including national, accreditation and other agencies. This will include working with clinical and non-clinical staff to improve overall patient/service user safety and systems-level outcomes.
The overarching purpose of the role is to enhance the professional practice, capacity and capability of nursing, midwifery and healthcare assistant staff through the established structures, and to strengthen current professional practice and governance in the new structures, providing assurances on improvement in experience and outcome to patient and service users and the staff delivering the care.
Eligibility Criteria

Professional Qualifications, Experience, etc
a) Eligible applicants will be those who on the closing date for the competition:
(i) Are registered, or are eligible for registration, in the Nurse and/or Midwife Division of the Register (General, Midwives, Children’s, Intellectual Disability, Psychiatric, Public Health Nursing) maintained by the Nursing and Midwifery Board of Ireland (Bord Altranais agus Cnáimhseachais na hÉireann).
And
(ii) Have 10 years post registration nursing experience and 5 years nursing management experience at a minimum of CNM/CMM 2 level of which 3 must have been at a senior strategic level within a large Healthcare setting.
And
(iii) Have successfully completed a post registration programme of study, as certified by the education provider, which verified that the applicant has achieved a National Framework of Qualifications (NFQ) major academic Level 8 (MSc) or higher award maintained by Quality & Qualifications of Ireland (QQI) or can provide written evidence from the Higher Education Institute that they have achieved the number of ECTS credits equivalent to a Level 9 or higher in a health care management related area.
And
(b) Candidates must possess the requisite clinical, leadership, managerial and administrative knowledge and ability for the proper discharge of the duties of the office.
And
(c) Demonstrate evidence of continuing professional development.
Annual Registration
Please note that appointment to and continuation in posts that require statutory registration is dependent upon the post holder maintaining annual registration in the relevant division of the register maintained by Nursing and Midwifery Board of Ireland (Bord Altranais agus Cnáimhseachais na hÉireann).
And
Practitioners must confirm annual registration with NMBI to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC).
Post Specific Requirements
Demonstrate depth and breadth of senior experience working in a senior leadership operational role driving quality improvement and change utilising a profession practice framework across a large healthcare setting.
