There is currently one whole time permanent position available in HSE Dublin and Midlands, Bridgewater Business Centre, Islandbridge, Dublin 8 or location within the Dublin and Midlands region to be agreed on appointment.

A panel may be formed as a result of this campaign for Director of Nursing from which current and future, permanent and specified purpose vacancies of full or part-time duration may be filled.

Purpose of Post

The Director of Nursing, Strategic Workforce Planning and Staff Wellbeing is a key leadership post to provide and support strategic workforce planning, including recruitment, retention and staff wellbeing strategies of the nursing and midwifery workforce across all care groups in the region. The post holder will provide expert leadership in the development and delivery of integrated, evidence-based workforce strategies that support recruitment, retention, capability development and staff wellbeing, ensuring a resilient, skilled and future-focused workforce aligned to population health needs in the Dublin and Midlands Region.

The Director of Nursing, Strategic Workforce Planning and Staff Wellbeing will lead the design, delivery and oversight of workforce intelligence and data analytics to inform regional and organisational workforce planning and development. This includes ensuring the availability of accurate, timely and meaningful workforce data to support strategic decision-making and to underpin safe staffing arrangements in line with national policy, recognised workforce planning models and an integrated health and care agenda.

The post holder will drive the completion and implementation of comprehensive workforce plans across services, ensuring that current and future workforce requirements support high-quality, safe and effective care delivery. A key focus of the role is the leadership and implementation of staff wellbeing strategies that promote workforce sustainability, staff engagement and retention, and contribute to improved quality, safety and patient/service user outcomes.

The Director of Nursing for Strategic Workforce Planning and Staff Wellbeing is a key member of the Regional Director of Nursing and Midwifery Executive Team, with a key focus on guiding and managing the delivery of services through local integrated health areas and structures. This includes providing assurances for the delivery of safe and effective patient and service user care and experience, further development of robust reporting systems for governance and accountability, ensuring overall compliance with regulatory standards including national, accreditation and other agencies. This will include working with clinical and non-clinical staff to improve overall patient/service user safety and systems-level outcomes.

Eligibility Criteria Qualifications and/ or experience

Candidates must have at the latest date of application: -

1.Statutory Registration, Professional Qualifications, Experience, etc

a) Eligible applicants will be those who on the closing date for the competition:

(i) Are registered, or are eligible for registration, in the Nurse and/or Midwife Division of the Register (General, Midwives, Children’s, Intellectual Disability, Psychiatric, Public Health Nursing) maintained by the Nursing and Midwifery Board of Ireland (Bord Altranais agus Cnáimhseachais na hÉireann).

And

(ii) Have 10 years post registration nursing experience and 5 years nursing management experience at a minimum of CNM/CMM 2 level of which 3 must have been at a senior strategic level within a large Healthcare setting.

And

Candidates must have at the latest date of application: -

1.Statutory Registration, Professional Qualifications, Experience, etc

a) Eligible applicants will be those who on the closing date for the competition:

(i) Are registered, or are eligible for registration, in the Nurse and/or Midwife Division of the Register (General, Midwives, Children’s, Intellectual Disability, Psychiatric, Public Health Nursing) maintained by the Nursing and Midwifery Board of Ireland (Bord Altranais agus Cnáimhseachais na hÉireann).

And

(ii) Have 10 years post registration nursing experience and 5 years nursing management experience at a minimum of CNM/CMM 2 level of which 3 must have been at a senior strategic level within a large Healthcare setting.

And

(iii) Have successfully completed a post registration programme of study, as certified by the education provider, which verified that the applicant has achieved a National Framework of Qualifications (NFQ) major academic Level 8 (MSc) or higher award maintained by Quality & Qualifications of Ireland (QQI) or can provide written evidence from the Higher Education Institute that they have achieved the number of ECTS credits equivalent to a Level 9 or higher in a health care management related area.

And

(b) Candidates must possess the requisite clinical, leadership, managerial and administrative knowledge and ability for the proper discharge of the duties of the office.

And

(c) Demonstrate evidence of continuing professional development.

Annual Registration

Please note that appointment to and continuation in posts that require statutory registration is dependent upon the post holder maintaining annual registration in the relevant division of the register maintained by Nursing and Midwifery Board of Ireland (Bord Altranais agus Cnáimhseachais na hÉireann).

And

Practitioners must confirm annual registration with NMBI to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC).

Health

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Character

Each candidate for and any person holding the office must be of good character

Age

Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant (within the meaning of the Public Service Superannuation Act, 2004). A candidate who is not classified as a new entrant must be under 65 years of age on the first day of the month in which the latest date for receiving completed application forms for the office occurs.

Post Specific Requirements

Demonstrate depth and breadth of senior experience working in a senior leadership operational role that involved strategic workforce planning utilising nursing and midwifery workforce models/frameworks and wellbeing strategies in a large healthcare setting.

Demonstrate depth and breadth of senior experience in using workforce intelligence and analytics to inform executive decision-making

Other requirements specific to the post

  • A flexible approach to working hours is required in order to ensure deadlines are met.
  • Access to transport as post will involve travel across the region
