Details of Service
The Health Promotion & Improvement service has recently transitioned to Department of Public Health, HSE Dublin and Midlands as a result of reform in our Regional Health Area.
Health Promotion & Improvement empowers local populations with a focus on individuals and communities experiencing health inequalities to achieve positive health and wellbeing outcomes through a range of prevention, early intervention and intervention programmes and supports. There is engagement with a wide range of stakeholders both internal and external to deliver on national strategy and policy objectives.
The Health Promotion and Improvement (HP&I) service aims to embed preventative health measures and messages into health service delivery to improve individual, community and population health targeting modifiable risks factors such as smoking, alcohol consumption, positive mental health, physical inactivity and obesity. Health Promotion and Improvement act as enablers, negotiators, and advocates to build and leverage capacity within the HSE and with external stakeholders in order to ensure that the best use is made of all available resources to improve the health and wellbeing of the population.
HP&I provides knowledge, expertise, advice and training on the application of evidence-based programmes associated with the agreed priority policy areas. Direct provision of service / programmes to service users / clients, will be standardised and approved nationally.
Health promotion is the process of enabling people to increase control over the determinants of health and thereby improve their health and wellbeing. Health promotion improves the health and wellbeing of the general population and those populations at greatest risk of developing chronic disease. Health promotion is defined and articulated through a range of government policy documents that have been translated into HSE Implementation plans for delivery. Healthy Ireland Implementation Plan 2023 – 2027 is the overarching policy document. Several policies and strategies have been published to progress specific priority areas including; National Sexual Health Strategy, National Physical Activity Plan, Stronger Together, HSE Mental Health Promotion Plan,A Healthy Weight for Ireland - Obesity Policy and Action Plan, Tobacco Free Ireland, the National Substance Misuse Strategy, Wellbeing Policy Statement and Framework for Practice.
The work of Health Promotion and Improvement is focused on:
- Building capacity of health services to support people to stay healthy and well through delivery of health promotion training programmes.
- Providing knowledge, expertise and support to ensure our health service and models of care deliver health and wellbeing gains for the population, particularly for those most at risk.
- Reducing onset of chronic disease and supporting those with chronic conditions to live better through the provision of smoking cessation services and dietetic services.
- Developing and promoting cross-sectoral partnerships and collaborative practice to advance health promotion and improvement initiatives and deliver improved health outcomes across key target populations.
- Supporting staff to enjoy improved personal health and wellbeing.
Under Enhanced Community Care Programme Health Promotion & Improvement Officers are located in the 20 Community Healthcare Areas (CHA) providing a range of HP&I services at this level. Under Slaintecare Healthy Communities (SHC) Programme there are Health Promotion and Improvement Officers located in each of the 7 SHC Sites, engaged with the Local Authority and Local Community to provide focused health promotion services and supports in Tallaght, Clondalkin, Longford, Athlone, Cherry Orchard and Athy.
The management of health conditions and population health and wellbeing are core components in the CHN/ Community Specialist Team Hub models to ensure that communities are supported to stay well by assisting individuals to live well and live healthier lifestyles. The reform programme will involve building the capacity for Health Promotion & and Improvement Officers and delivering services to the population at CHA level across the Region.
HP&I is organised geographically in teams aligned to the 6 Regions.
