Details of service
The Department of Public Health - HSE Dublin and Midlands aims to protect and improve the health and well-being of our population while reducing inequalities. We achieve this through advocacy, innovation, collective leadership and evidence informed practice. Our Team delivers our service through the HSE’s core values of care, compassion, trust and learning.
The Dublin and Midlands region is one of six new HSE regions covering the Midlands (Longford, Westmeath, Laois and Offaly) and the former CHO 7 (Dublin South, Kildare and West Wicklow) and a current population of approximately 1.1 million people.
The team works across the four domains of Public Health:
1. Our health protection domain provides an integrated, all-hazards health protection response, mandated by Medical Officer of Health (MOH) legislation. In addition to response to notifications, the team contributes to emergency planning, responds to environmental incidents and contributes to national Health Protection policy development through special interest groups.
2. Our health improvement domain aims to improve health and wellbeing by addressing the wider determinants of health that adversely impact on health across the lifecourse including the socioeconomic, physical and cultural environment. The work has a health equity focus and uses an evidence-based approach with an emphasis on evaluation, impact, effectiveness and research. We advocate for Health in all Policies and work across sectors and in partnership with communities and individuals to determine local priorities. This domain is guided by the National Health Improvement Strategic and Operational Plan 2025 by the National Healthy Ireland, A Framework for Improved Health and Wellbeing. HSE Health promotion and Improvement has recently been transferred into the Department of Public Health.
3. Our health service improvement domain aims to prevent disease and improve health-related outcomes through the design/re-design, use and evaluation of effective and efficient healthcare interventions. Such work will include population health needs assessment, population-focused health service prioritisation, review of access and pathways of care, and identification of areas for improvement.
4. Our health intelligence domain focuses on using population health surveillance, monitoring trends, and using an evidence-based assessment of policies, programmes, and services to inform health service planning, prioritisation, evaluation and public health action. We aim to provide collective leadership to build, shape and harness the health information ecosystem to inform and influence decisions for better health at all levels of the health system.
