Purpose of Post:
This post that has been established to provide administrative support principally to the research ethics committee for the HSE Dublin and Midlands region but also to enable development of research governance and other supports that grow the research profile of the region and its health care professionals. This is in recognition that research performing healthcare institutions have better patient outcomes. The post will also support collaboration between RHA-DML and National HSE Research and Development (R&D) office and other key stakeholders to develop a model for the cohesive implementation of the HSE National Framework for the Research Governance, Management and Support (RGMS).
This post has three core objectives.
1 – Management of the HSE Reference REC for Dublin and Midlands office
2 – Provide research governance support to the regional Director of Research (DOR)in collaboration with the academic partners.
3 – Manage research development - Provide local support for other initiatives or campaigns organised by the DML and with the HSE
Eligibility Criteria
Qualifications and/ or experience
(a) Eligible applicants will be those who on the closing date for the competition:
Have satisfactory experience in an office under the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004 at a level not lower than that of Grade IV (or equivalent)
and
have not less than two years’ satisfactory experience either in that office or in an office at a level not lower than that of Clerical Officer in the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004
and
Have satisfactory experience of working in a complex healthcare or public service environment, with an understanding of the operational, governance and performance management requirements of an acute hospital setting.
and
(b) Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office.
Health
A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service
Character
Each candidate for and any person holding the office must be of good character

Post Specifics:
· Demonstrate their interest / knowledge in research
· Experience and evidence of managing and working in partnership and collaboratively with multiple internal and external stakeholders
Desirable
· A third level degree/Masters or equivalent experience. (desirable)
· Minimum of five years relevant work experience.
· Excellent project management skills
· Organised, detailed and analytical in approach, with the ability to manage a broad portfolio of work
And
a) In depth knowledge of at least two of the following;
· Health Research in any of the 5 Pillars
· Research ethics
· Research governance
· Scientific or medical expertise
· Co-design methods
· Legal or data protection
· Risk management
· Development of client facing services and business management including SOP’s proposals or business plans
· Financial planning
