The Role:
The Environmental Regulation function is responsible for the day-to-day management of environmental regulation and compliance. The function monitors the compliance of the water and wastewater network and treatment works, influences external environmental policy and manages environmental stakeholder relationships. Environmental Regulation provides expertise to the Uisce Eireann business on influencing environmental policy and managing stakeholders around environmental regulation affecting Uisce Eireann’s practices. The function provides regulatory expertise to the business, including the Senior Leadership Team, in all aspects of environmental regulation. The team provides support on legislative and regulatory changes that will affect Uisce Eireann policies in the future.
The Drinking Water Compliance Team is responsible for managing the provision of drinking water monitoring processes with the centralised focus of ensuring both statutory and operational requirements are met. The team develop and support a national strategy for monitoring, sampling, and analytical services across chemical, microbiological, virus and specialist parametric criteria.
Reporting to the Drinking Water Safety Plan Audit Lead, the Drinking Water Safety Plan Audit Analyst is responsible for ensuring the safety and quality of drinking water by developing and implementing effective safety plans, conducting audits, and providing expert guidance on regulatory compliance.
Main Duties and Responsibilities:
- Support the Drinking Water Safety Plan Audit Manager in the development, review, and update of Uisce Éireann’s comprehensive Drinking Water Safety Plans in accordance with local, and national standards and guidelines.
- Perform regular audits to assess compliance with regulatory requirements, policies, and procedures related to drinking water safety and develop audit protocols and evaluation criteria to ensure a comprehensive assessment of Uisce Éireann’s drinking water operations
- Conduct on-site visits to water treatment plants, drinking water distribution systems, and other relevant facilities to verify compliance with water quality legislation, safety protocols and standards.
- Conduct comprehensive risk assessments and risk management processes that encompass all steps in Uisce Éireann’s drinking-water supply chain, from catchment to consumer, identifying all the hazards and hazardous events that could affect the safety of Uisce Éireann’s drinking water supply
- Ensure that the drinking water safety planning processes are maintained, updated and effective to support the consistent delivery of safe and acceptable drinking water and to ensure that all risks are identified, and all residual risks have appropriate mitigation measures.
- Support the Drinking Water Safety Plan Audit Lead in confirming levels of drinking water hygiene compliance and improvement.
- Facilitate the strengthening, success, and sustainability of Uisce Éireann’s Water Safety Plan throughout its development into maturity
- Prepare detailed audit reports for management and regulatory authorities, outlining findings, recommendations, performance indicators and corrective actions required to address any identified non-compliance.
- Ensure robust processes are in place to mitigate, manage, recover from and investigate incidents affecting drinking water quality and recommend improvements to existing safety plans where relevant
- Measure performance/effectiveness of control measures, and track progress on the implementation of improvements identified through the Water Safety Planning process.
- Keep abreast of emerging industry trends, research, and best practices related to drinking water safety planning and drinking water audits.
- Serve as a subject matter expert on drinking water safety regulations, guidelines, and standards, providing guidance and support to internal stakeholders, including operations, laboratory, and maintenance teams, to ensure adherence to regulatory requirements.
- Collaborate with regulatory agencies and government bodies, to stay informed about changes in regulations and participate in the development of new standards.
- Utilise data management systems and software tools to ensure accurate and efficient storage, retrieval, and analysis of drinking water safety-related information.
General Duties and Responsibilities
- Collaborate with key internal stakeholders across the UÉ business
- Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
- Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
- Other duties as required.
Knowledge, Skills and Experience:
- Relevant third level qualification and or accreditation is desirable and or relevant experience
- A minimum of 3 years’ Experience in the water, utilities or similar industries is desirable
- Ability to develop effective partnerships with a wide range of stakeholders and ability to look for and listen to diverse perspectives.
- Strong analytical skills and ability to identify and analyse problems and make decisions that benefit the team/communities
- Highly motivated individual, proven track record in identifying opportunities for process improvements and innovation
- Proven track record in resolving complex issues, along with the ability to communicate information to others
- Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements
- Excellent IT skills in particular Excel and Word
- Experience in taking ownership of safety responsibilities and contributing to continuous improvement initiatives
- Ability to make decisions based on the analysis of information within a fast-paced customer-focused environment.
