The Role:
Irish Water IT (IW IT) provides IT services and support to the wider Irish Water business, and across the Local Authority user base. IT Operations is responsible for all operational run activities across Applications, Operational Technology, Service Management and Infrastructure. The Applications teams are responsible for implementing, upgrading and supporting all Irish Water applications (CC&B, Maximo, Click, Syclo, Middleware, Oracle Financials, GIS, HR specific, SharePoint and Service Now etc.) including those built on the Dynamics 365 platform such as CDS, EIMS and SIMS. The Applications teams also have a pivotal role to play in the implementation of new applications for the organisation, working with the IT Build and Delivery area.
Reporting to ECM Technical Lead, the ECM Analyst will be responsible for the Analysis, Development, Modification and Maintenance of all aspects of Enterprise Content Management within Irish Water, working across our key enterprise ECMS systems (Alfresco & MS SharePoint).
Main Duties and Responsibilities:
Engage across the Irish Water business to ensure that business requirements are understood, documented, agreed, and ultimately met by ECM specific tools.
Responsible for the delivery of business-driven changes to ECM specific applications including the analysis, design, development, testing, transition of changes to ECM specific applications to a live environment, and provide training on new functionality, working with the IT Build & Delivery teams as appropriate.
Developing deep understanding of business processes and working closely with various business areas to develop and implement solutions that meet their business requirements.
Part of a team which ensures the availability and smooth running of ECM systems and related services across Irish Water and required business partners.
Testing of new and updated ECM functionality as well as systems integration testing in conjunction with other analysts.
Providing timely and accurate information to the team to guide planning and development of solutions.
Provide functional and technical expertise in the ECM application development and support of Irish Water’s Enterprise reporting IT solutions.
Participating in IT project teams as necessary with close engagement with the IT Build & Delivery teams and Business Change teams, and liaison with external resource/service providers as required.
Partake in the QA activities for all ECM application enhancements being delivered by third parties.
Provide functional and technical expertise across Irish Water’s Enterprise Content Management (ECM) solutions.
Provide support to the business on current ECM functionality.
Provide ad-hoc analytical support for key stakeholders, inputting to IT continuity and DR plans, and inputting to process improvement initiatives leveraging ECM technology.
Document, design and test innovative functional and/or technical solutions to meet business requirements across ECM applications.
Work with other members of the IT team to troubleshoot ECM functional and non-functional issues.
Work with internal and external resource/service providers to assist in resolving issues.
Resolution of incidents and tickets raised.
Developing and implementing procedures that support proactive problem detection and avoidance, including disaster recovery planning and implementation.
Maintaining appropriate controls and documentation to ensure compliance of audit requirements and qualifications.
Adherence to IT development procedures and standards.
Keeping abreast of related IT enhancements.
Provide out-of-hours cover as part of the Standby Rota as required.
Other duties as required from time to time.
General Duties and Responsibilities
Collaboration with key internal stakeholders across the UÉ business.
Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards
Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives
Conducts duties and responsibilities in accordance with Uisce Éireann’s Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation

Knowledge, Skills and Experience:
Relevant third level degree or equivalent e.g. Computer Science, Business Information Systems and at least five years relevant experience.
Relevant Business Analysis Certification would be an advantage.
A minimum of 3 years’ Experience in the water, utilities or similar industries is desirable and or relevant experience.
Demonstrated industry experience delivering some or all of the following solutions across an organisation:- document management, Web content management, search, collaboration, records management, digital asset management (DAM), workflow management, capture and scanning.
Hands‑on experience with SharePoint Online: lists, libraries, content types, permissions, and site configuration.
Strong proficiency with Power Automate / Microsoft PowerApps for workflow automation and system integrations.
Experience with Azure Functions, Logic Apps, or other Azure services.
Familiarity with Power BI for embedded analytics and the wider Microsoft 365 ecosystem (Teams, OneDrive, Azure AD, Exchange).
Good communications and interpersonal skills.
Able to work as part of a time or individually as required.
Experience with identifying improvement opportunities, generating ideas and implementing solutions.
Have excellent analytical skills and be able to identify and analyse problems and potential improvements, and propose and implement solutions.
Ability to set up on-going procedures to collect and review information as needed.
Proactively identifying new areas of learning and using newly gained knowledge and skill on the job.
Ability to set own high standards of performance and delivering desired results.
