Job Purpose
Enterprise Development Division exits to support businesses be more competitive and resilient by developing the skills and capability of Irish tourism businesses to manage and drive improved business performance. This is achieved by building competence across a wide range of business disciplines through best-in-class business supports in line with needs at an individual business level or for a group of businesses.
The role will support the implementation of the new corporate strategy across the matrix of Fáilte Ireland’s regional, sectoral development and product teams in capability building of industry sectors. The Officer will work as part of a dynamic team to lead and contribute to the design, development, delivery, monitoring and evaluation of supports – including toolkits, resources, 1-2-1 supports such as business clinics, as well as live online and in person events and training as well as on-demand self-paced content. These help ensure current and future business capability gaps are addressed and Irish tourism businesses are equipped with the tools they may need to drive performance and growth.
Job Description
Primary Objectives/Key Responsibilities
Strategic development & delivery capability
Support the implementation of the new corporate strategy and the delivery of the Enterprise Development divisional plan, through thought leadership and a deep understanding of industry capability needs in the short, medium and longer term.
Lead and/or contribute to the development and delivery of capability development supports incl. programmes across a wide range of business disciplines with a particular focus on commerciality.
Establish and maintain excellent working relationships across Enterprise Development team, and with all other internal Fáilte Ireland teams, key external stakeholders and service providers.
Participate in, and where applicable, lead out on capturing the impact evaluation of supports ensuring data and metrics from industry interventions are monitored and analysed to inform future programme development and continuous improvements.
Contribute to the delivery of planned strategy work programme KPIs and divisional plan KPIs.
Operational capability
Planning, coordination, delivery and evaluation of a nationwide schedule of business programmes, workshops, interventions and 1:1 supports in line with strategic priorities.
Agree requirements and scope for capability building support requests from industry sectors and internal Fáilte Ireland teams, in line with strategic priorities, state aid rules as they apply, including the coordination of the development, delivery and evaluation of these supports.
Contribute to, or lead where appropriate, in the design of learning assessments and data capturing exercises, data analysis, as well as Industry, learning and data led insight presentations.
Contribute to ongoing quality assurance oversight of capability building supports.
Work closely and effectively with the Service Provider(s) who manage Fáilte Ireland’s panel of subject experts, to deliver QA assured projects and supports for optimal impact.
Ensure implementation of good project management practices with effective tracking procedures to simultaneously manage multiple projects effectively and efficiently.
Coordinate and contribute to the development of supporting materials to assist Fáilte Ireland’s matrix teams incl. Digital Marketing Comms, Regional teams with promotional opportunities and recruitment campaigns for business supports and capability building.
Support customer relationship management processes through CRM system as a key driver to deliver quality data inputs/outputs and reporting as needed.
Ensure all activities are delivered on time and on budget and that any procurement of work from a third party is implemented in line with Fáilte Ireland procurement policy
Support good financial management of all projects in line with divisional processes and Fáilte Ireland policy.
Ensure compliance with all FI policies and procedures in respect of Risk Management procedures, HR, Finance, GDPR and ICT Security in accordance with Organisational Policies & Guidelines
This role requires travel, with possible attendance at a number of national and regional locations/ sites on an annual basis.
This role may require occasionally working unsocial hours.
The flexibility to travel domestically, and if required internationally, is an element of the role.
Person Specification
Essential Criteria
The successful candidate will have experience of, and competency in training and/or professional development, to include needs analysis, learning design, learning assessment and impact measurement for a range of learning methodologies on and offline.
They will have strong interpersonal and relationship management skills with a proven ability to manage effective relationships internally and externally.
They will have the ability to prioritise work, simultaneously manage and deliver on multiple projects and meet deadlines.
In addition, they will be able to demonstrate an understanding of commerciality and key business metrics used.
In order to be eligible to apply for this role you must have / demonstrate in your application form the following:
The successful candidate will have a minimum 3 years’ experience in a relevant role in tourism, hospitality, business, learning & development or related sector, with a minimum of 1 year that includes direct experience with Small Medium Enterprises (SMEs).
Strong Microsoft office skills
Working knowledge of learning and development technologies
Qualifications/Mandatory Training
A professional qualification (minimum Level 6 under the QQI Framework) in a business, management, communications, L&D or related discipline.
Desirable Criteria
Working knowledge of the tourism landscape in Ireland
Knowledge and/or experience of business digital capabilities and across business systems
Expertise in digital learning and/or blended programme design
Experience working in or with tourism related businesses
Experience of CRM systems and database management
Experience in managing data collection and analysis coupled with effective skills and experience in visual storytelling for data
Experience of B2B digital communications

Office Location and Blended Working:
We do not ask for addresses as part of the application process, however it is the responsibility of the candidate to acknowledge the base location of the role. The successful candidate must regularly work from and attend the base office location of the role.
Please note: Remote working from outside the State is not permitted other than in exceptional circumstances. As this role is within the Irish public service, the post-holder must carry out a minimum of 80% of their working time within the State (Republic of Ireland). Candidates who reside in Northern Ireland must be able to meet this requirement.
Selection Process:
Shortlisting will be based on applications and the selection process may involve two competency based interviews. A panel of successful candidates may be formed following the selection process.
