SECTION 1: THE ROLE Cork County Council invites applications from suitably qualified persons, who wish to be considered for inclusion on a panel from which vacancies for Executive Construction/Project Manager may be filled. Positions may arise in any of the Council’s functional areas, which may include, but are not limited to, Roads, Transportation & Area Services, Capital Delivery, Asset Management & Land Development, Planning & Environment, and Housing.

Executive Construction/Project Managers can be appointed to a wide variety of roles across the Council. The role can include responsibility for the successful delivery of a range of major and minor capital projects; responsibility for the management and effective delivery of a range of services, and responsibility for the management and supervision of assigned staff.

The person/s appointed will work under the direction and control of the Senior Engineer/Senior Executive Engineer or any other officer designated by the Director of Services or the Chief Executive.

SECTION 2: DUTIES The duties may include but are not limited to the following and the post holder may be required to perform other duties as appropriate to the post which may be assigned to him/her from time to time and to contribute to the development of the post while in office.

  • Supervise, control and carry out engineering/construction/ancillary services to include the preparation and management of work programmes.

  • Identify infrastructural needs and oversee the design and delivery of infrastructural projects including the procurement and management of consultants and contractors using current best practice project management, contract management and financial management procedures.

  • Manage staff performance and development.

  • Manage budgets as effectively and efficiently as possible, in respect of capital works and service delivery.

  • Maintain and proactive developing a culture of Health and Safety in the workplace.

  • Ensure compliance with Health and Safety legislation and regulations, and Cork County Council’s Safety Management Systems.

  • Ensure that works are implemented in compliance with all relevant legislation and regulations including planning, construction, energy and procurement requirements.

  • Deal with representations from elected members and community organisations as required.

  • Represent the County Council at meetings with elected members, community/general interest groups, businesses and residents as required.

  • Prepare reports for meetings, as required.

  • Liaise with other local authorities, Government Departments and statutory agencies.

  • Work with senior management in devising and implementing strategies leading to improved efficiencies in delivery of services.

SECTION 3: ELIGIBILITY CRITERIA / QUALIFICATIONS

Character

Each candidate must be of good character.

Health

Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Education, Training, Experience etc.

Each candidate must, on the latest date for receipt of completed application forms – (i) hold at least an ordinary bachelors degree (level 7 or higher on the National Framework of Qualifications (NFQ)) in construction management, engineering or a related discipline relevant to the post; OR (ii) hold an ordinary bachelors degree (level 7 on the National Framework of Qualifications (NFQ)) AND a post-graduate masters degree (level 9 on the National Framework of Qualifications (NFQ)) in construction management, engineering or a related discipline relevant to the post.

Experience

Candidates shall on the latest date for receipt of completed application forms: (a) have at least five years satisfactory experience relevant to the role after attaining the qualification referred to under (3) above; (b) possess a high standard of technical training and experience appropriate to the nature of the role, including administrative experience; (c) have a satisfactory knowledge of public service organisation or the ability to acquire such knowledge.

Required Skillset In the context of the key duties and responsibilities for the post of Executive Construction/Project Manager listed above, the ideal candidate should demonstrate through their application form and at the interview that they have the following knowledge, experience, skills and competencies:

have satisfactory relevant experience in construction/project management/civil engineering work;

  • have experience of participating in multi-disciplinary and cross functional teams and have the ability to motivate, empower, encourage, and achieve maximum efficiency and value for money from the personnel and processes under his/her control;

  • have experience of supporting the management and scheduling of a multiannual portfolio of projects within budget and on time;

  • have a track record of delivering results;

  • have an understanding of Local Authority services and structures in Ireland;

  • be capable of working in close consultation with key stakeholders and in seeking co-operation and consensus with a whole range of bodies and representative groups;

  • be experienced in meeting regularly with stakeholders, providing updates, presentations, and reports, taking customer feedback and ensuring any learning from same is used to enhance the operations of the organisation;

  • be experienced in contributing to the operational and strategic planning processes and in the implementation of the agreed aims of same;

  • be able to demonstrate a strong ability in the following areas:

    • Team Leadership

    • Judgement, Analysis and Decision Making

    • Management and Delivery of Results

    • Specialist Knowledge, Expertise and Self Development

  • have knowledge of health & safety legislation and safety regulations.

  • Age Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant within the meaning of the Public Services Superannuation Act, 2004. A candidate who is not classified as a new entrant must be under 70 years of age.

  • Transport When required to do so, holders of the office shall hold a full driving licence for Class B Vehicles and shall drive a motor car in the course of their duties and for this purpose provide and maintain a car to the satisfaction of the local authority.

  • SECTION 4: COMPETENCIES A Competency Based Application form requires you to describe some of your personal achievements to date that demonstrate certain competencies (necessary skills and qualities) required for the position for which you are applying. For each competency, you are given a description of a skill or quality. You are then asked to describe a situation, from your own experience, which you think is the best example of what YOU have done which demonstrates this skill or quality.

    It is essential that you describe how you demonstrated the skill or quality in question. Therefore, compose your replies carefully in this section and try to structure what you write so that you give specific information about what you have done – for example, do not simply say that “X was successful”, describe exactly what you did and how you demonstrated the skill or quality in question.

    For each example please include the following: a) the nature of the task, problem or objective; b) what you actually did and how you demonstrated the skill or quality (and, where appropriate, the date you demonstrated it); c) the outcome or result of the situation and your estimate of the proportion of credit you can claim for the outcome.

    The information you present in your application may form part of a shortlisting process and may also be used to help structure your interview, should you be invited to one. A shortlisting process may be applied based on TWO or more of the competencies and on other information you provide in your application form.

    Please note that, should you be called to interview, the board may look for additional examples of where you demonstrated the Knowledge, Experience, Skills and Competencies required for this post, so you should think of a number of examples of where you demonstrated each of the skills.

    SECTION 5: TENURE The position is fulltime. The post is pensionable. A panel may be formed to fill permanent and temporary vacancies for Executive Construction/Project Manager which may arise during the lifetime of the panel.

    SECTION 6: SALARY The salary scale for the post is: €59,658 - €82,929 per annum. €59,658 – €61,829 – €64,000 – €66,175 – €68,349 – €70,521 – €72,696 – €74,857 – €77,043 – €79,209 – €81,706 (1st LSI) (after 3 years satisfactory service on the Maximum) – €82,929 (2nd LSI) (after 3 years satisfactory service on the 1st LSI)

    Applicants should note that entry point to the salary scale will be determined in accordance with Circulars issued by the Department of Housing, Local Government, & Heritage. The rate of remuneration may be adjusted from time to time in line with Government pay policy.

    The salary shall be fully inclusive and shall be as determined from time to time. The awarding of increments is subject to satisfactory service. Holders of the office shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of any services which they are required by or under any enactment to perform.

    SECTION 7: LOCATION OF POST The base for working purposes shall be the location as determined by Cork County Council. Cork County Council reserves the right to assign you to any department, premises or district in use by the Council, now or in the future. Changes in location of employment will not result in payment of disturbance money or compensation.

    SECTION 8: WORKING HOURS The working hours at present provide for a five-day, thirty-five hour working week. A flexible working hours’ system is in operation and may be availed of subject to the terms and conditions of the FlexiTime Policy.

    All hours worked will be subject to the provisions of the Organisation of Working Time Act, 1997 and the Organisation of Working Time Act (Regulations) 2001. The successful candidate may be required to work hours outside of normal working hours as required by his/her immediate Supervisor.

    SECTION 9: ANNUAL LEAVE The current annual leave entitlement is 30 days per annum. Cork County Council’s leave year runs from 1st January to 31st December. Granting of annual leave, payment for annual leave and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997 (as amended).
