THE JOB

The role is both technical and business interfacing, the candidate must demonstrate strong technical skills and expertise while also managing project implementation.

The Executive Professional will report to the Head of the National Building Control and Market Surveillance Office and will have a thorough knowledge and understanding of the statutory and legal framework, national policy and current thinking regarding Building Control and Market Surveillance of Construction Products.

The roles require an excellent technical knowledge of the Building Control Acts, Building Regulations, Building Control Regulations, EU Market Surveillance Regulations, EU Construction Products Regulations, EU Energy Performance in Buildings Regulations, and EU (in-Building Physical infrastructure for High - Speed Electronic Communications) Regulations; the risks for non-compliance, inspection strategies and the BCMS.

They will be able to work within, and lead, multi-disciplinary teams and have the ability to motivate and encourage personnel under their control to achieve maximum performance.

Vacancies exist for Executive Professionals, within the National Building Control and Market Surveillance Office, the role which may be carried out by any of the following three professions:

• Executive Engineer

• Executive Architect

• Executive Building Surveyor

Candidates must meet the Executive Engineer, Architect or Building Surveyor Educational/Experience standards i.e., baseline requirements to act in the role of the Design/Assigned Certifier or be eligible for registration under the Building Control Act 2007.

QUALIFICATIONS

EXECUTIVE ENGINEER

CHARACTER:

Each candidate must be of good character.

HEALTH:

Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

EDUCATION, EXPERIENCE, ETC.:

Candidates shall on the latest date for receipt of completed applications:-

(a) (i) hold at least an ordinary bachelors degree (level 7 or higher on the National Framework of Qualifications (NFQ)) in Engineering*;

OR

(ii) hold an ordinary bachelors degree (level 7 or higher on the National Framework of Qualifications (NFQ)) and a post graduate masters degree (level 9 in the NFQ) in Engineering;

OR

(iii) hold a masters degree (level 9 in the National Framework of Qualifications) in Engineering attained after completing an Integrated masters level programme of at least 4 years duration and which is accreditation at CEng level by Engineers Ireland or an equivalent accreditation body internationally;

(b) have at least five years satisfactory relevant engineering experience;

(c) possess a high standard of technical training and experience;

(d) possess a high standard of administrative experience;

(e) have a satisfactory knowledge of public service organisation or the ability to acquire such knowledge.

*A level 7 degree will be assessed on the basis that the period of study undertaken should be equivalent to at least 180 ECTS (European Credit Transfer Accumulation system) credits.

For international qualifications, the level of the qualifications will be determined using the NARIC Ireland Foreign Qualification database.

Fulfilling the eligibility requirements for these posts should not be taken as indicating that those qualifications would be acceptable for more senior engineering posts (i.e. Senior Executive Engineer and above).

DESIRABLE:

It is desirable that the successful candidate would hold:

(a) an honours degree (level 8 in the National Framework of Qualifications) in Structural, Civil, Materials or Electronic/Computer Engineering.

EXECUTIVE ARCHITECT

CHARACTER:

Each candidate shall be of good character.

HEALTH:

Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

EDUCATION, EXPERIENCE, ETC.:

Each candidate must, on the latest date for receipt of completed applications:-

(a) hold a professional qualification in Architecture that is prescribed under the Building Control Act 2007, or a qualification in Architecture that is equivalent to a qualification so prescribed in Section 14 of the Building Control Act 2007; and

(b) be eligible for registration as an Architect under the Building Control Act 2007 without requiring further assessment. Any appointment will be subject to registration under the Act;

(c) have at least four years’ satisfactory experience of architectural work;

(d) have experience in the design of buildings, the preparation of sketch plans, working drawings, details and specifications;

(e) have a satisfactory knowledge of public service organisation or the ability to acquire such knowledge.

EXECUTIVE BUILDING SURVEYOR

CHARACTER:

Each candidate shall be of good character.

HEALTH:

Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

EDUCATION, EXPERIENCE, ETC.:

Each candidate must, on the latest date for receipt of completed application:-

(a) hold a professional qualification in Building Surveying that is prescribed under the Building Control Act 2007, or a qualification in Building Surveying that is equivalent to a qualification so prescribed in Section 43 of the Building Control act 2007; and

(b) be eligible for registration as a Building Surveyor under the Building Control Act 2007 without requiring further assessment. Any appointment will be subject to registration under the act;

(c) have at least five years satisfactory experience of building surveying work;

(d) possess a high standard of technical training and experience; and

(e) possess a high standard of administrative experience.

On the date of appointment, the successful candidate must possess a current unendorsed full driving licence (Category A1, A and/or B) as they may be required to drive in the course of their duties.

DUTIES

The duties of the posts include, but are not limited to, the following:-

• Engaging with all stakeholders, including professions, building industry, elected members of local authorities and the 31 Building Control Authorities which are also Market Surveillance Authorities;

• Preparing and presenting reports and presentations to the governance structures, ensuring such reports are submitted in a timely manner, production documents using MS Word, MS Excel, MS PowerPoint, MS Visio and CAD;

• Preparing CAD building design details for presentation purposes;

• Supporting, managing, and maintaining good working relationships with the three Regional Building Control Committees and the pillar working Groups;

• Maintaining an awareness of and contributing to new policies, legislation and directives in relation to building control and the implications of these new policies;

• Compiling and maintaining databases of building activity for analysis;

• Compiling building activity reports using Power BI and other business analytics tools;

• Assisting in the development of the training pillar in collaboration with the training working group, the third level academic institutions, the Local Authority Regional Training Centres, and other relevant stakeholders;

• Assisting in the implementation of a building control inspection and market surveillance regime and programme in the 31 Building Control and Market Surveillance Authorities respectively;

• Assisting in the design, build, managing and monitoring of the Building Control Management System (BCMS);

• Assisting in the management of the National Building Control Office CRM (Customer Relationship Management) system;

• Preparing budgets and ensuring that works are implemented within allocated budgets;

• Ensure compliance with Health & Safety Legislation and Regulations, and Dublin City Council’s Corporate Health & Safety systems;

• To carry out such other duties that may be assigned from time to time.

The particular duties and responsibilities attached to the post may vary from time to time, without changing the general character of the duties or level of responsibilities entailed. The post holder may therefore be required to perform duties appropriate to the post, other than those detailed above, and to take instructions from and report to, an appropriate Officer or such designated Officer as may be assigned from time to time by the City Council.

The duties of the post are to give to the local authority and to

(a) The local authorities or bodies for which the Chief Executive is Chief Executive, and

(b) To any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies referred to in sub-paragraph (a) of this paragraph under the general direction and control of the Chief Executive or of such officers as the Chief Executive may from time to time determine, such appropriate computing, technical, management, administrative, executive, supervisory, advisory and ancillary services as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties and to exercise such powers, functions and duties as may be delegated to them by the Chief Executive from time to time including the duty of servicing all committees that may be established by any such local authority or body.

The holder of the post will, if required, act for an officer of a higher level.

SELECTION PROCESS

• Posts of Executive Professional, National Building Control and Market Surveillance Office, will be filled from this publicly advertised competition. Selection shall be by means of a competition conducted by or on behalf of Dublin City Council.

• Candidates should note that the information provided by them in their application form and assessment question will form the basis on which eligibility and short listing is conducted.

• Dublin City Council reserves the right to undertake eligibility and/or shortlist candidates in the manner it deems most appropriate.

• A panel may be formed on the basis of interviews. A candidate whose name is on a panel and who satisfies the Council that they possess the qualifications declared for the post and that they are otherwise suitable for appointment may, within the life of the panel, subject to the appropriate Department of Housing, Local Government and Heritage sanction, be appointed as an appropriate vacancy arises.

• The life of the panel shall be for a period of one year from the date of its formation.

• Dublin City Council shall require any person to whom an appointment is offered to take up such appointment within a period of not more than one month and if they fail to take up appointment within such period, or such longer period as the Council in its absolute discretion may determine, the Council shall not appoint them.

SHORTLISTING

Dublin City Council reserves the right to shortlist candidates to proceed to the interview stage of the competition. Shortlisting of candidates will be on the basis of information supplied on the Application Form, in conjunction with the answers given in the assessment question. It is therefore in your own interest to provide a detailed and accurate account of your qualifications/experience in your application.

The shortlisting process will provide for the assessment of each applicant’s application form against predetermined criteria that reflect the skills and depth of experience considered to be essential for a position at this level.

SALARY:

The salary scale for the position of Executive Professional is;

€59,658; €61,829; €64,000; €66,175; €68,349; €70,521; €72,696; €74,857; €77,043; €79,209; (Maximum);

€81,706 (1st LSI) (after 3 years satisfactory service on the Maximum); €82,929 (2nd LSI) (after 3 years satisfactory service on the 1st LSI).

Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Local Government and Heritage. In accordance with Departmental Circular letter EL 02/2011, a person who is not a serving public service employee on or after 1st January 2011, will enter the scale for the position at the minimum point.

Rate of remuneration may be adjusted from time to time in line with Government Policy.

Under the Public Service Stability Agreement 2013, the working hours for newly appointed/promoted staff are 35 hours per week.
