The Role

Mayo County Council is inviting applications from suitably qualified persons for the position of Executive Technician (Civil).

The Executive Technician is a key support position within the Council and is assigned to a service delivery area or to support a functional area as required. The Executive Technician will work under the direction and management of the Senior Executive Engineer/Chief Technician or analogous grade, or other employee designated by the Senior Executive Officer, Senior Engineer or Director of Services as appropriate.

The role involves supporting managers and colleagues and working as part of a team in meeting work goals and objectives and delivering quality services to internal and external customers.

The role requires a clear knowledge and understanding of local authority services and its key stakeholders and relationships, local government structures and its democratic role and mandate, current local government issues, future trends and strategic direction of the sector.

Successful applicants may be assigned to any service area/role within the Local Authority by the Chief Executive at any time.

QualificationsCharacter

Candidates shall be of good character.

Health

Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Education, Training, Experience

Each candidate must, on the latest date of receipt of the completed application form:

  • Have satisfactory experience in a Technician post at Grade II or higher level, or in an analogous post under a local authority or health board in the State.
  • Have at least five years satisfactory relevant experience in a Technician post at Grade II or higher level, or an analogous post.
  • Have a wide knowledge of all the technical aspects of local authority work and a deeper knowledge of at least one section of the work.
  • Possess adequate training and experience relating to dealings with other departments within their own organisation and with other bodies.
  • Have adequate experience in the supervision and control of staff.

In the event that an offer of employment is made, the candidate will be required to submit original copies of all relevant educational qualifications to meet the requirements of the Education, Training and Experience section.

  • Full unendorsed Category B Driving Licence (front and back), or other photo identification if a licence is not held.
  • Certificates for all declared qualifications (Secondary School, University, College, etc.).
  • Translations of any documents that are not in English or Irish.
  • For qualifications not awarded in the Republic of Ireland, a Comparability Statement from Quality and Qualifications Ireland (QQI) establishing comparability with the Irish National Framework of Qualifications.

Desirable SkillsExecutive Technician (Civil) – Housing

The ideal candidate should:

  • Have a good knowledge and experience of construction and civil work activities.
  • Have an excellent knowledge of Building Regulations, Building Control Regulations and Construction Products Regulations.
  • Have an excellent knowledge of construction technology across a wide variety of building types, particularly housing, and of building construction practices using a wide variety of materials.
  • Have satisfactory experience and competence in the supervision, management and inspection of construction work.
  • Have experience supervising the maintenance of buildings, including mechanical and electrical systems.
  • Possess excellent interpersonal and communication skills and the ability to engage and work in partnership with staff at all levels, contractors, professional consultants and members of the public.
  • Have the ability to write and assess technical and statistical reports.
  • Possess excellent computer skills, including proficiency in Microsoft Word, Excel, AutoCAD, project management software, Revit, BIM and related applications.
Executive Technician (Civil) – Roads

The ideal candidate should:

  • Have strong relevant technical capability and provide technical services relevant to the assigned area of responsibility, including site inspections, site surveying, preparation of detailed dimensional drawings, design layouts, mapping, graphics, report writing, project tendering and associated duties.
  • Be capable of operating the required technology, including AutoCAD, Civil 3D, GIS and Microsoft Office.
  • Be able to read and review maps, project drawings and plans, technical specifications and related documentation.
  • Possess excellent computer skills, including proficiency in Microsoft Word, Excel, AutoCAD and project management software.
  • Have knowledge of GDPR and its application in a GIS environment.
Citizenship

Candidates must, by the date of any job offer, be:

  • A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or
  • A citizen of the United Kingdom (UK); or
  • A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or
  • A non-EEA citizen who is the spouse or child of an EEA, UK or Swiss citizen and holds a Stamp 4 visa; or
  • A person awarded international protection under the International Protection Act 2015, or a family member entitled to remain in the State through family reunification and holding a Stamp 4 visa; or
  • A non-EEA citizen who is the parent of a dependent child who is a citizen of, and resident in, an EEA member state, the UK or Switzerland and holds a Stamp 4 visa.
Particulars of the PostPosition

A panel will be formed from qualified candidates from which permanent and temporary appointments may be made.

This is a pensionable whole-time position based on a 35-hour, 5-day working week.

Salary

The salary shall be fully inclusive and shall be as determined from time to time. The holder of the position shall pay to the Local Authority any fees or other monies (other than inclusive salary) payable to or received by virtue of the position or in respect of services required under any enactment.

The starting salary for new entrants will be at the minimum of the scale.

The rate of remuneration may be adjusted from time to time in line with Government pay policy.

Duties

The duties of the post are to provide to the local authority:

  • Such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Acts 2001 and 2014, is Chief Executive; and
  • Any other local authority or body with which an agreement has been made by the local authority, or by any of the authorities or bodies referred to above;

Under the general direction and supervision of the Chief Executive, or such other employee as the Chief Executive may determine from time to time, the appropriate executive, administrative or management services required by any local authority or body mentioned above in the exercise and performance of its powers, functions and duties.

The Executive Technician shall also exercise such powers, functions and duties as may be delegated by the Chief Executive from time to time, including the duty of servicing all committees that may be established by any such local authority.
