QUALIFICATIONS

1. Character

Candidates shall be of good character.

2. Health

Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

3. Education, Training, Experience, etc.

Each candidate must, on the latest date for receipt of completed application forms:

i. Have satisfactory experience in a Technician Grade II post, or higher level, or in an analogous post under a Local Authority.

ii. Have at least five years satisfactory relevant experience in a Technician Grade II post, or higher level, or an analogous post.

iii. Have a wide knowledge of all the technical aspects of local authority work and a deeper knowledge of at least one relevant section of the work.

iv. Hold a current full clean Category B driving licence, details of which must be entered on the application form, and have access to their own car.

v. Possess adequate training or experience in dealings with other departments within their own organisation and with other bodies.

vi. Have adequate experience in the supervision and control of staff.

vii. Have the ability to work within a multidisciplinary team.

In addition, each candidate must, by the date of any job offer:

i. Hold a valid Safe Pass card. Details must be provided to Wexford County Council before any job offer is made.

4. Citizenship

Candidates must, by the date of any job offer, be:

(a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein, and Norway; or

(b) A citizen of the United Kingdom (UK); or

(c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or

(d) A non-EEA citizen who is the spouse or child of an EEA, UK, or Swiss citizen and holds a Stamp 4 visa; or

(e) A person awarded international protection under the International Protection Act 2015, or any family member entitled to remain in the State as a result of family reunification, and who holds a Stamp 4 visa; or

(f) A non-EEA citizen who is the parent of a dependent child who is a citizen of, and resident in, an EEA member state, the UK, or Switzerland, and who holds a Stamp 4 visa.

PERSON PROFILEDuties

The duties of the post are to provide the local authority and:

(a) Such other local authorities or bodies for which the Chief Executive, for the purposes of the City and County Management Acts, is Chief Executive; and

(b) Any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in sub-paragraph (a),

under the general direction and control of the Chief Executive, or such other employee as the Chief Executive may determine from time to time, with technical or ancillary services of an advisory, supervisory, or executive nature as required.

These duties include assisting the Director of Service or other appropriate employee in supervising the technical or ancillary services of the local authority or associated bodies. When required, the Executive Technician will act for the appropriate higher-ranking professional employee during that employee's absence.

The actual duties of the Executive Technician will depend on the assigned placement but generally include, though are not limited to:

  • Providing technical services such as site inspections, site surveying, preparation of drawings, graphics, and report writing.
  • Carrying out enforcement activities in accordance with Environmental and Water Services legislation and ensuring compliance with statutory technical standards.
  • Preparing technical reports on planning applications and compliance submissions.
  • Demonstrating knowledge of Planning and Building Regulations, Building Standards, Codes of Practice, and national standards relating to water and wastewater quality.
  • Demonstrating knowledge of road construction and related public infrastructure, including footpaths and drainage requirements.
  • Demonstrating knowledge of construction material standards and testing.
  • Working as part of a multidisciplinary team in carrying out statutory functions.
  • Operating relevant technologies such as AutoCAD, GIS systems, Total Station equipment, and related software.
  • Participating as a member of the site supervisory team during construction site visits and inspections.
  • Preparing maps, drawings, and plans as required.
  • Maintaining project files and records.
  • Developing, designing, and preparing tender documentation in accordance with procurement guidelines.
  • Delivering projects within agreed timeframes and budgets.
  • Complying with the Council's corporate health and safety systems and implementing departmental and sectional health and safety controls, including risk assessments.
  • Maintaining a strong knowledge of Health and Safety legislation, regulations, and their application in the workplace.
  • Assisting in the production of drawings and documentation relating to the design, tendering, and construction of capital projects and operational works.
  • Participating in projects undertaken by the Council and/or external contractors.
  • Preparing reports for planning assessments, land acquisition or disposal, and court proceedings.
  • Preparing material for presentations, meetings, publications, and exhibitions.
  • Interacting with members of the public and representing Wexford County Council at various meetings.
  • Carrying out any other duties assigned from time to time.
The Ideal Candidate

The ideal candidate will demonstrate through their application form and interview that they have:

  • Good communication and interpersonal skills.
  • Good graphic presentation skills.
  • The ability to prepare and present technical reports.
  • The ability to interpret and critically analyse scientific data.
  • Good organisational skills and self-discipline.
  • Strong ICT skills.

Candidates must also:

  • Have the knowledge and ability to discharge the duties of the post.
  • Be suitable on grounds of character.
  • Be suitable in all other relevant respects for appointment to the post.
  • Agree to undertake the duties attached to the post and accept the conditions under which those duties are, or may be, performed.
  • Be fully competent, capable, and available to undertake the duties attached to the position.
SELECTION PROCESS

The selection process may include one or more of the following:

  • Shortlisting where the number of applicants exceeds the number of available interview places. Shortlisting will be based solely on the information provided in the application form and the criteria specified for the position.
  • Completion of an online questionnaire or other assessments considered appropriate by the Local Authority.
  • A competitive preliminary and/or final interview conducted by or on behalf of the Local Authority. Interviews may be held remotely.
  • The creation of a panel from which future temporary and permanent vacancies at the specified grade may be filled.

Any attempt by a candidate, or by anyone acting on the candidate's behalf, to influence the recruitment process will automatically disqualify the candidate.

Wexford County Council will not be responsible for any expenses incurred by candidates attending interviews.

Candidates offered appointment must take up the position within one month, or within such extended period as the Local Authority may determine. Failure to do so may result in the offer being withdrawn.

CONDITIONS OF SERVICE1. Tenure

The post, whether temporary or permanent, is whole-time and pensionable.

Pensionable employees liable to pay Class A PRSI contributions must contribute:

  • 1.5% of pensionable remuneration; and
  • 3.5% of net pensionable remuneration.

Employees are also required to contribute 1.5% of net pensionable remuneration under the Local Government (Spouses' and Children's Contributory Pension) Scheme.

For employees joining the Single Public Service Pension Scheme from 1 January 2013, pension contributions are:

  • 3.5% of net pensionable remuneration; and
  • 3% of pensionable remuneration.
2. Probation

Where a person who is not already a permanent employee of a local authority is appointed:

  • A probationary period will apply.
  • The probation period will normally be six months but may be extended at the Chief Executive's discretion.
  • Employment will only continue following satisfactory completion of probation.
3. Salary

Salary is fully inclusive and determined from time to time.

Executive Technicians are required to pay over to the Local Authority any fees or other monies received by virtue of their employment, apart from their salary.

Travel and subsistence allowances may also be payable.

Salary Scale (effective 1 June 2026):

€52,964 – €63,367 (LSI 2)

Entry point will be determined in accordance with Department of Environment, Community and Local Government Circulars.

Applicants who are not existing public servants will normally enter at the minimum point of the salary scale.

4. Health

Successful candidates must undergo, at their own expense, a medical examination by a medical practitioner nominated by the Local Authority before appointment.

Any defects identified must be remedied before appointment.

The cost of the medical examination will be reimbursed upon taking up duty.

5. Retirement / SuperannuationSingle Public Service Pension Scheme

Effective from 1 January 2013, the Single Public Service Pension Scheme applies to:

  • First-time entrants to the public service.
  • Former public servants returning after a break of more than 26 weeks.

Minimum pension age is 66 years, increasing to 67 and 68 in line with State Pension changes.

Scheme members must retire at age 70.

Public Service Entrants from 1 April 2004

Retirement provisions are governed by the Public Service Superannuation (Miscellaneous Provisions) Act 2004.

  • No compulsory retirement age applies.
  • Earliest retirement age for pension benefits is 65 years.
  • Maximum retirement age is 70 years.

For all other cases, the minimum retirement age is 60 years.

6. Driving Licence

Where required, holders of the post may be required to drive in the course of their duties and must therefore hold a full, clean Category B driving licence free from endorsement or disqualification.

7. Residence

The successful candidate must reside within the district where the duties are to be performed or within a reasonable distance of that district.
