Role Description:

To be a member of the Facilities team, providing services from routine maintenance to site expansions, support to the Buildings & Facilities Department. The successful candidate will work closely with staff in all departments across Corlann West, in addition to working with external agencies.

Reporting To/ Responsible To: Buildings & Facilities Manger

Qualifications:

• QQI Level 8 in Facilities Management or equivalent in a construction discipline.

• A recognised qualification in administration e.g. ECDL Qualification or equivalent, is desirable.

• A full clean Irish driving licence & use of own car is an essential requirement of this post.

Experience:

• Minimum 3 years of experience in a Facilities/Maintenance role with responsibility for site and equipment maintenance, vendor management, and paperwork.

• Experience of working with people with intellectual disabilities is an advantage.

Skills:

Candidates must demonstrate the following skills:

• Good communication skills

• Knowledge of construction details and M&E Services

• IT skills in particular MS word, Excel, Powerpoint, Outlook, Teams, CAD

• Touch typing

• Organisational skills

• Accuracy and attention to detail

• Ability to prioritise their work

• Ability to exercise good judgement

Working Hours:

35 hours per week based on a 5-day duty roster. Contracted hours of work are liable to change between the hours of 8am and 8pm to meet the requirements of the service.

The Corlann model of service is based on Personal Outcome Measures requiring employees to be flexible in their working hours to provide a quality service delivery for each individual.

Annual Leave:

28 days per annum.

Remuneration:

Department of Health 01/06/2026, Technical Services Officer, Assistant salary scale - €48,251 x 11 increments - €70,300 (Max) per annum.

LSI 1 €72,554 per annum is payable after 3 years on the maximum of the scale.

LSI 2 €74,805 per annum is payable after a further 3 years.

Tenure:

This position is permanent, full-time and pensionable.

Probation:

A probationary period of nine months from the date of appointment applies to the post. The employment may be terminated at any time during the probationary period should the employer find that the appointee is unsuitable to continue employment. The probationary period may be extended at the Employer’s discretion.

Travel/Base:

The person appointed must provide his/her own car and must furnish an indemnity from Insurers in favour of the employer. Travelling expenses at the appropriate rate will be paid in respect of travel necessarily performed in the discharge of duty and in accordance with our Travel Policy.

Travel to service locations throughout the region is a requirement of this role, and the post holder may be required to work from an alternative work location from time to time.

The travel base for this purpose will be the Corlann Offices, Mart Road, Roscommon Town, Co. Roscommon. This may be subject to change in the future.

JOB DESCRIPTION

The Corlann model of service is based on Personal Outcome Measures requiring employees to be flexible both in their approach and their working hours to provide a quality service delivery for each individual.

Specific Conditions

• Staff must have a positive attitude towards working with persons with intellectual disability and should help to work in ensuring that the people who use our Services lead as normal and enjoyable a life as possible.

• Staff must treat each person with intellectual disability as an individual and at all times acknowledge and respect the rights and personal dignity of the person with intellectual disability.

• Staff are required to establish and maintain relationships with adults and children with disabilities that are based on respect and equality and that promote their independence.

Main duties and functions:

• Manage large capital projects from budget to final completion.

• Co-ordinate facility maintenance operations and service delivery requirements for the Corlann West Region.

• Ensure project administrative duties to include recording meeting minutes and filing of same, copying, digital print, & scanning of documents and all other relevant day to day administration duties to ensure the smooth running of the Facilities Management function.

• Identify areas for process improvement and implement appropriate change management programmes to effect same.

• Identification of green energy projects for capital grants.

• Completion of CAD floor plans and ongoing editing of same for project work, Health & Safety and HIQA.

• Standing in during the absences of the Facilities Manager.

• Produce various reports using MS office and in internal facilities database.

• Process department accounts for payment and follow up on queries and assist in the management of budgets.

• Central contracts account management including the checking of invoices ensuring that the Facilities Manager is made aware of budget variances and quality of work done.

• Maintain and update records on internal facilities database.

• Manage contractor and vendor relationships, ensuring that procurement procedures are followed, and contracts are negotiated to optimise delivery and cost savings.

• Conduct onsite inspections of works for quality and health and safety, ensuring that any issues of concern are followed up.

• Provide support of Facilities Database (Flex) to managers and admin staff in all service areas throughout the Region.

• Prepare tender packs and post documentation on e-tenders account.

• As Facilities Representative, attend Sector Health & Safety meetings and follow up on facility maintenance issues as necessary.

• Provide advice and direction with fire drill procedures within Corlann, i.e. calling emergency services, fire detection, evacuation and fire-fighting and to participate in in-service fire training as required.

• Be familiar with and operate within the current policies and procedures of the Service in all aspects of work.

• Be conscious of Health and Safety matters in the work place, and in particular to comply with employees obligations as set out under the Safety, Health and Welfare at Work Act 2005. Ensure that the procedures set out in the Safety Statement are implemented at all times.

• Ensure confidentiality in all matters concerning people supported and staff including the safe storage of reports and records.

• Ensure the service is operating in line with the Health Information and Quality Authority Regulations & Standards (HIQA) in relation to administration duties of facilities management.

• Promote dignity at work and show respect to people supported, colleagues and stakeholders in the course of duty.

• As the duties and responsibilities of any post in our Services are likely to change over time, staff are expected to demonstrate a high level of flexibility and a willingness and ability to develop new approaches to their work, reflecting the developing needs of the service and those who use it.

The role of the post holder will not be limited by reference to this Job Description. It would be expected that the role will evolve as professional, structural and demands of the people supported change and the post holder will be expected to demonstrate flexibility skills that will facilitate this.
