The Role:
The Facilities sub-area in Business Services is responsible for obtaining and maintaining UÉ's headquarters and regional offices, including activities such as: security, property management, spatial planning, capital projects and building management. The function has the responsibility of delivering a highly effective Facilities Management Service for UÉ, this involves reviewing and implementing solutions to meet the current and future property and maintenance needs of the business, safeguarding the security of all UÉ’s facilities and locations and the management of the company’s complex fleet. It is an area that is and will be subject to significant change and expansion, supporting a large capital investment program, over the next number of years.
The Facilities Services team oversee and manage the provision of all technical and support services for the UÉ Premises nationally including asset management, health and safety, sustainability / energy management, technology, technical standards and business continuity. The team will also support the set-up and integration of new properties and assets from the Facility Capital Projects and Infrastructure Delivery teams into Facilities Operations.
Reporting to the Facilities and Security Senior Manager, the successful candidate will be accountable for and oversee the delivery of a broad range of key technical and support services for Facilities including asset management, health and safety, sustainability / energy management, technology, technical standards and business continuity. The role is highly collaborative and will work with the Facilities team and and other business units within Uisce Éireann such as Sustainability, HSQE and IT to drive the strategic direction for the function.
Main Duties and Responsibilities:
- Responsible for setting the overall strategic direction and management of the Facilities Services team. Develop the Facilities Services function capability and maturity to reflect the nature, scale and complexity of UÉ.
- Develop, implement and continually review appropriate FM strategies and policies for UÉ to meet the organisations need across asset management, health and safety, sustainability / energy management and technology ensuring an alignment with the future needs of the business.
- Support the delivery of strategically important projects as part of the UÉ Transformation Project such as offices, national network of stores (inventory management) and operations centres, laboratories etc. as part of the transformation of the water services industry in Ireland over the coming years.
- Influence senior leaders (including Working Groups, Executive) to ensure the delivery of key implementation plans across FM, ensuring engagement at all levels.
- Develop and maintain strategic relationships with Senior Business Managers both within UÉ (IMT, ROMs etc.) and Local Authorities (Senior Executive Engineers etc) to ensure successful FM support services.
- Responsible for driving and delivering the Sustainability and Energy Management strategy for Facilities. Responsible for the strategic management of energy across the operation of the expanding property portfolio including day-to-day tracking and management of energy use and the verification and approval of payments. Responsible for ensuring that Facilities conform to the requirements of ISO 50001 and support periodic audits as required.
- Responsible for developing and delivering energy reduction and sustainability programmes and climate action plans across Facilities. Collaborate with the Sustainability function to drive the Facilities sustainability objectives to meet current and future objectives of the corporate strategy to make UÉ a sustainability exemplar.
- Responsible for developing and delivering an Asset Management strategy for the Facilities function. Scope includes a review of the asset base, statutory compliance, risk / criticality, preventative maintenance programmes (planned, corrective, reactive etc), work management, SLA / KPI’s, software / handheld technology, resourcing / training etc. This strategy is a key enabler for the UÉ Property Strategy that is expanding the office portfolio and establishing a network of stores and operations centres.
- Support the commissioning and taking-in-charge of new, upgraded and transferred properties and assets from Facilities Capital Projects, UÉ Infrastructure Delivery, Asset Ops etc..
- Develop and manage the long-term Technology strategy for Facilities (e.g., space planning, ServiceNow, energy management, BMS, asset management, handhelds, BIM 360, Data Analytics etc.) including the deployment of hardware and software to support the expanding UÉ property portfolio.
- Responsible for driving and delivering the Facility requirements for the new UÉ National Safety Management System. Responsible for ensuring that Facilities conform to the requirements of ISO 45001 and support periodic audits as required.
- Responsible for developing and delivering the annual Safety Action Plans (SAP) for Facilities and Business Services. Collaborate with the HSQE function to drive the Facilities HSQE objectives aligned with the UÉ corporate targets. Attend safety committee meetings as required.
- Promote a strong safety culture in line with UÉ Work Safe Home Safe values within the Facilities team and with supply-chain partners, a key UÉ strategic ambition.
- Manage business continuity, disaster recovery and emergency planning (e.g., pandemic response) for Facilities and ensure it is in place for managed properties and services. Support UÉ programmes and initiatives as required e.g., cyber.
- Responsible for developing and managing the Document Management System for Technical Documents for Facilities. Collaborate with the Management Systems and Document Control team, WTEF etc. to ensure alignment with the UÉ Document Control process and approvals. Responsible for supporting and guiding Facility document creators, reviewers and approvers through the document lifecycle. This is a significant area of growth as Facilities continue to develop policies (L1 and L2), standards, specifications, SOPs, manuals etc. to support the expanding asset base and services we deliver.
- Create, champion and embed a continual improvement culture in Facilities.
- As a key member of the Facilities Management Team is expected to contribute and input to the wider strategic direction of Facilities, and the role it plays in supporting the strategic ambitions of UÉ.
- The role requires flexibility to work and travel across the country as required addressing needs of this national role.
- Full, clean and valid Irish driving licence is minimum requirement.
- Other duties as required.
Knowledge, Skills and Experience:
- Engineering / Facilities or other relevant third level qualification and or accreditation is desirable.
- A minimum of seven years’ relevant experience.
- Experience in Asset Management / Operations & Maintenance methodologies and working knowledge of ISO systems is seen as advantageous.
- Strong knowledge of areas such as Sustainability and Health and Safety desirable.
- Experience of developing and maintaining effective strategic partnerships with key stakeholders.
- Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others.
- Experience of supporting policies, systems and controls and driving the implementation of progressive policies.
- You will have a proven track record in leadership, change & transformation experience ideally in a similar utility, regulated industry or multi stakeholder environment.
- Able to work to deadlines and adapt to changing conditions and ambiguity generating effective and pragmatic solutions to new situations and problems as they are presented.
Grade and Salary Grade C €83,891 - €125,837 per year
