Role Requirements

Role Requirement 1

Financial Management & Reporting

  • Prepare and process payment files through our financial accounting software ensuring all necessary checks are carried out including treasury management as appropriate
  • Complete the preparation of monthly and quarterly accounting and other financial reports including the collation and review of all necessary information and financial data for the Executive Finance Committee (EFC). A strong knowledge of accounting transactions, ledgers and journals is essential.
  • Ensure the sign-off and circulation of monthly management accounts to individual funding departments by agreed deadlines
  • Production of timely financial reports in agreed formats to support both internal and external decision making and reporting to stakeholders.
  • Undertake and support the preparation of the annual financial statements (year-end accounts and notes) including the collation and review of all necessary information and financial data.
  • Conduct reconciliation of the individual programmes and creditors in the annual financial statements to the cash position of each programme.
  • Support the annual audit fieldwork and follow-up by the Comptroller & Auditor General, the annual Review of Internal Financial Controls by our internal auditors and any other audits as relevant to the Financial Control Unit including follow-up on recommendations.
  • Collation and analysis of data and information to support financial management, timely decision making and obligations relating to Freedom of Information requests, Parliamentary Questions and funder queries.
  • Develop knowledge of SUN and other appropriate ICT systems, FCU policies & procedures, FCU risks and controls and other financial regulations.
  • Prioritisation of activities to ensure adherence to deadlines.
  • Assisting and deputising for Executive Finance Co-ordinator as required.

Role Requirement 2

Financial Reviews

  • Undertake the reconciling and closing of historical and current account balances. Investigate any variances and make recommendations to reflect the reconciliation in Pobal’s systems and accounts.
  • Carry out financial reviews on specific areas of work as assigned by the Financial Control Unit Manager including investigations, identification of issues and recommendations to address same.
  • Fulfil regulatory and compliance obligations through reviews of any changes to reporting requirements either legislative or through accounting standards and their applicability to Pobal’s accounting policies, procedures and reports.
  • Undertake efficiency reviews relating to the work of the Financial Control Unit as assigned by the Financial Control Unit Manager. Efficiency reviews would include a review of work undertaken, outputs, procedures and deliverables with recommendations made on appropriateness, requirements and changes which improve the efficiency and effectiveness of the Unit.
  • Prepare written reports on all financial reviews including the documentation of lessons learnt to mainstream such work going forward.

Role Requirement 3

Project Management, Risk Management & Governance

  • Lead and/or contribute to a wide variety of both Company and FCU projects or initiatives as they arise including ICT related projects.
  • Assist in the collation and review of FCU risk and control registers including reporting issues on new risks identified or control gaps.
  • Assist in the preparation and review of reports for the Employment Control Group (ECG)
  • Identify and drive process improvements.

Role Requirement 4

People Management & Other Requirements

  • Lead, motivate and develop staff as appropriate.
  • Determine, develop, and deliver training as appropriate to Pobal staff.
  • General HR, Learning and Development, performance management as required.
  • Any other duties within the general requirements of the role that may be assigned as appropriate for the grade.
  • Be self-motivated, proactive and flexible/adaptable.
  • Contribute to staff meetings and other internal meetings with appropriate content, views, and suggestions.
  • Establish good working relationships with stakeholders across all areas.
  • Deal responsibly with highly confidential information.

Required Experience

  • 3/4 years minimum financial accountant experience relevant to this role.
  • Experience in the preparation and analysis of annual financial statements and management accounts in a company of a similar size and scale to Pobal.
  • Experience in undertaking or facilitating the audit of annual financial statements and/or management accounts in a company of a similar size and scale to Pobal.
  • Strong accountancy skills including high proficiency and demonstrated experience in posting journals, debits, credits, and other transaction types.
  • Strong ICT skills including high proficiency in Microsoft Excel and use of financial accounting systems.

Desirable:

  • Knowledge of Government Accounting Regulations.
  • Knowledge of workings of the community/voluntary/public sector.
  • Driver’s license.

Qualifications

  • Professional Accountancy Qualification is essential (CIMA, ACA, ACCA).
