Foreman Craft (Mechanic)
The Position
Limerick City and County Council invites applications from suitably qualified persons, who wish to be considered for inclusion on a panel from which temporary and permanent vacancies for Foreman Craft – Mechanic may be filled throughout the lifetime of the panel. The Foreman - Mechanic will be responsible for the planning and organising of work in relation to the Council’s Fleet. This will require of the successful candidate to ensure that tasks assigned are completed on time and to specification. They will be responsible for leading and supervising staff under their control, for liaising with Fleet Management and Supervisory staff within Limerick City and County Council. They will be responsible for carrying out tasks assigned to the position.
DutiesThe duties shall be such and may include clerical/administrative duties as may be assigned to the employee from time to time by Limerick City and County Council. The duties shall also include such duties as may be assigned in relation to the area of any other Local Authority. The duties of the post include but are not limited to the following:
Any duties allotted to them by the Council through its Fleet Management Supervisory staff, relative to the inspection, repair, servicing and maintenance of the Council’s fleet, including heavy goods vehicles
Management and supervision of all assigned staff and workshops
Checking and certifying time sheets for garage staff
Keep and furnish such records and reports relating to their duties as directed by the Council’s Fleet Management/Supervisory staff
The person appointed will be required to drive vehicles of Category B and C in the course of their duties
The holder of the post must make themselves available for emergency call-outs as required
The successful candidate will be required to use all equipment provided, including computers, electronic equipment, video, or other monitoring or signalling equipment, and other new technology, which may be introduced in the future
Attend all relevant training courses. This will include training courses in the technology area and courses relating to personal training and development
Ensuring that arrangements are in place to comply with the Road Safety Authority, commercial vehicle roadworthiness, vehicle maintenance and repair regulations as well as statutory requirements including road tax, vehicle insurance, and driving licences
Ensuring compliance with Health and Safety legislation and regulations, and the Council’s Corporate Health and Safety systems
Co-operate and participate in any future restructuring within the local authority service, subject to local consultation
Undertake such functions of an inspection and/or enforcement nature as are necessary to enable local authorities to discharge their functions within their area of responsibility
Such other duties as may be assigned from time to time
The Foreman must have the following:
Knowledge and understanding of Health & Safety
Knowledge of Computer Systems including MS Word, Excel, etc.
Management knowledge of maintenance planning and administration
Knowledge of mechanics and machinery maintenance
Knowledge of safe operation of basic hand and power tools
Knowledge of workplace safety, safe lifting and handling procedures
Knowledge of mechanical and electrical systems and applicable legislation regarding same
Strong Team Leadership and Management skills
Strong Tenant Communication Skills
Excellent Contract Management skills with analytical and problem-solving abilities
Good literacy skills including the ability to read manuals, effective verbal and listening communications
Character Each candidate must be of good character
Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service
Education, Experience, etc. Each candidate must, on the latest date for receipt of completed application forms:
a) Have attained such a standard of education as would enable the candidate to carry out efficiently the duties of the position b) Hold a QQI Level 6 Advanced Craft Certificate in Motor Mechanics c) Have experience in the repair and maintenance of mechanical vehicles, in particular heavy goods vehicles d) Have a good knowledge of the services provided by Limerick City and County Council e) Have an ability to work within a team and the ability to motivate and encourage team members to achieve maximum performance f) Be capable of writing clear and concise reports, keeping works records g) Have adequate experience in the control and supervision of contractors and direct labour workforce staff h) Possess good communication and customer awareness skills i) Have good ICT Skills and have a natural aptitude for the use of ICT equipment j) Have a good knowledge and awareness of Health and Safety Legislation and Road Safety and RSA Guidelines and Regulations, the implications for the organisation and the employee, and their application in the workplace k) Candidates must be a holder of a full driving licence, Category “B” and Category “C” licence, free from endorsements
Non-Irish Qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) to establish their comparability against the Irish National Framework of Qualifications; overseas qualifications must also be accompanied by a translation document.

The Post A panel will be formed for one year, extendable by another year. Positions will be offered in order of merit.
Annual Leave 25 days (inclusive of Good Friday)
Salary €2,027.36 – €2,139.04 per fortnight
Entry point based on relevant circulars
New hires after 1 Jan 2011 enter at minimum point (€1,013.68 per week)
Location Appointees may be assigned anywhere within the Council’s remit. No compensation for location change.
Hours of Work 39-hour week; subject to review and may include evenings/weekends. Emergency call-out availability required.

Travel Full B & C licence required. Must provide own car and maintain adequate insurance (with Council indemnified). Travel expenses reimbursed in line with policy.
Residence Must live within or near the district of duties
Safety and Welfare Must comply with all Council safety policies, including the Safety Statement and Emergency Plan.
Training Mandatory participation in training related to post responsibilities
Taking Up Appointment Must start within 4 weeks of offer unless extended by the Council
Garda Vetting Garda vetting is mandatory under the National Vetting Bureau (Children and Vulnerable Persons) Act 2012–2016
