The Role

Mayo County Council is seeking applications from suitably qualified candidates with relevant experience for the position of Ganger.

It is proposed to form a panel of qualified candidates from which any vacancies (permanent or temporary) that arise will be filled during the lifetime of the panel.

The Ganger grade is a supervisory outdoor grade in Mayo County Council and is a critical post in ensuring quality service delivery to the public. The Ganger may have responsibility for the management of a gang of General Operatives under the direction of a Supervising Foreman, General Services Supervisor (GSS), or Engineer.

The ideal candidate will be highly motivated, adaptable, and flexible, with experience in the management and supervision of teams. They must be capable of acting on their own initiative and have a strong commitment to delivering quality public services.

The successful candidate shall report to the Foreman, General Services Supervisor, or other appropriate person as determined by the Council from time to time.

Qualifications1. Character

Candidates shall be of good character.

2. Health

Candidates shall be in a state of health that indicates a reasonable prospect of being able to render regular and efficient service.

3. Education, Training, Experience

Each candidate must, on the latest date for receipt of completed application forms:

a) Have a standard of education that enables them to efficiently perform their duties and be capable of making satisfactory reports (including written reports) on matters pertaining to the duties of the post.

b) Hold a full, valid Category B Driving Licence (free from endorsement).

c) Have experience in civil works.

In the event that an offer of employment is made, the candidate will be required to submit original copies of all relevant educational qualifications to meet the requirements of Section 3 – Education, Training, Experience.

4. Required Documents

Candidates must include the following documents with their application:

a) Full unendorsed Category B Driving Licence (front and back).

b) Certificates for all declared qualifications (Secondary School, University, College, etc.).

c) Translations of any documents that are not in English or Irish.

d) For any qualifications not awarded in the Republic of Ireland, an accompanying Comparability Statement from Quality and Qualifications Ireland (QQI) to establish each qualification's comparability against the Irish National Framework of Qualifications.

5. Desirable

It is desirable that the successful candidate demonstrates the following through the completion of their application form and at interview:

a) Road maintenance and working on road projects.

b) Supervising employees.

c) Maintaining records.

d) Safety, Health and Welfare at Work, including maintaining Health and Safety records.

6. Citizenship

Candidates must, by the date of any job offer, be:

a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein, and Norway; or

b) A citizen of the United Kingdom (UK); or

c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or

d) A non-EEA citizen who is a spouse or child of an EEA, UK, or Swiss citizen and has a Stamp 4 visa; or

e) A person awarded international protection under the International Protection Act 2015, or any family member entitled to remain in the State as a result of family reunification and has a Stamp 4 visa; or

f) A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state, the UK, or Switzerland and has a Stamp 4 visa.

Particulars of the Post1. Position

A panel will be formed from qualified candidates from which permanent and temporary appointments may be made.

This is a pensionable whole-time position based on a 39-hour, 5-day working week.

2. Salary

The salary shall be fully inclusive and shall be as determined from time to time. The holder of the position shall pay to the Local Authority any fees or other monies (other than inclusive salary) payable to or received by the holder by virtue of the position or in respect of services that they are required by or under any enactment to perform.

€781.65 – €806.29 per week

3. Duties

The duties of the post are to provide to the local authority:

a) Such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Acts 2001 and 2014, is Chief Executive; and

b) Any other local authority or body with which an agreement has been made by the local authority, or by any of the authorities or bodies mentioned in subparagraph (a), under the general direction and supervision of the Chief Executive or such other employee as the Chief Executive may determine from time to time, such appropriate services of an executive, administrative, or management nature as may be required by any local authority or body in the exercise and performance of its powers, functions, and duties.

The post holder shall exercise such powers, functions, and duties as may be delegated by the Chief Executive from time to time, including servicing all committees established by any such local authority or body.

The post holder will, if required, act for an employee of a higher grade if qualified to do so.

The principal duties include:

a) Implementing and complying with Mayo County Council's Health and Safety policies and procedures.

b) Supervising General Operative staff assigned by the Line Manager.

c) Undertaking all training programmes required by the Council from time to time.

d) Managing health, safety, and welfare issues on site, including completing and signing Safe System of Work Plan (SSWP) forms, Health and Safety plans, and road signage record sheets.

e) Maintaining records of project activities, including timesheets, labour and material costs, overall job expenditure, and procurement of goods when requested by the Line Manager or Supervisor.

f) Providing goods receipting and other purchase documentation to the Line Manager in a timely manner.

g) Liaising with the public in a courteous manner.

h) Complying with on-call and out-of-hours arrangements as necessary.

i) Carrying out any other duties assigned from time to time by the Area Engineer or other appropriate person as determined by the Council.
