THE JOB:

General Operatives (CE Licence) are vital to service delivery within Dublin City Council. Reporting to a supervisor or such person as may be designated by the City Council, the holder of the post is required to drive designated work vehicles, in support of frontline service delivery, across the DCC area. Their duties, however, are not confined to driving, and a General Operative (With CE Licence) will be expected to undertake outdoor, operational and manual tasks as assigned by management. At all times, they are expected to carry out their duties in a manner that enhances public trust and confidence in Dublin City Council.

THE IDEAL CANDIDATE SHALL:

• have a minimum of 5 years experience of driving Heavy Goods Vehicles in urban environments;

• be committed to and conscious of providing a professional service both to internal and external customers;

• have experience in outdoor based operational work environment;

• have an ability to work on their own initiative, in an independent environment and without constant supervision;

• have an ability and willingness to learn and execute new skills and participate in appropriate training courses where required;

• have completed manual handling training and must possess a current and valid Safe Pass Registration Card;

• have a good knowledge and awareness of Health and Safety Legislation and Regulations, the implications for the organisation and the employee, and their application in the workplace.

QUALIFICATIONS:

The declared qualifications for the post of General Operative (With CE Licence) Dublin City Council, are as set out hereunder:

CHARACTER:

Each candidate shall be of good character.

HEALTH:

Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service in the advertised role.

EDUCATION, TRAINING, EXPERIENCE, ETC.:

Each candidate must, on the latest date for receipt of completed application forms:

a) have attained such a standard of education as would enable the candidate to carry out efficiently the duties of the position including the writing of clear and concise reports;

b) must possess a current unendorsed full driving licence (Category CE) on latest date for receipt of applications (copy to be uploaded with online applications).

c) have a good knowledge of the services provided by Dublin City Council;

d) have an ability to work within a team and the ability to motivate and encourage team members to achieve maximum performance;

e) possess good communication and customer awareness skills;

f) have a willingness to learn and an aptitude to use all new technology and information systems and have a willingness to operate all necessary equipment and to train in its use.

DUTIES:

The duties of the General Operative (with CE licence) will be consistent with the services provided by the Department or Section to which they are assigned but are not limited to the following:

• implementing the City Council’s work programmes to the agreed standard consistently;

• delivering services in a manner that enhances public trust and confidence in Dublin City Council;

• carrying out operational and manual work at the instruction of supervisors, which may involve working outdoors and at times in adverse weather conditions;

• working effectively as part of a team or crew;

• cooperating with the varied nature of role and working to achieve departmental goals and priorities in a flexible manner;

• driving designated work vehicles in a safe manner and in accordance with all legal requirements;

• taking responsibility for required vehicle safety checks and the light maintenance of work vehicles;

• reporting any vehicle defects to management promptly;

• notifying management of any driving licence endorsement, disqualification, or any documented infringement of the driving licence laws;

• notifying management of any penalty points incurred, either during work or in a private driving capacity, during the course of their employment;

• notifying both management and the National Driving Licence Service of any long term or permanent injury or illness that may affect their safe driving ability;

• taking responsibility for on site Health and Safety issues and implementing all Health and Safety regulations and other relevant regulations in the workplace as required;

• submitting any report, whether written or verbal, as and when instructed by their supervisor;

• using new technology when required;

• undertaking any course of training organised by the City Council which they are designated to attend.

The particular duties and responsibilities attached to the post may vary from time to time, without changing the general character of the duties or level of responsibilities entailed. The post holder may therefore be required to perform duties appropriate to the post, other than those detailed above, and to take instructions from and report to an appropriate Officer or such designated Officer as may be assigned from time to time by the City Council.

The duties of the post are to give to the local authority and to

(a) the local authorities or bodies for which the Chief Executive is Chief Executive, and

(b) to any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies referred to in sub paragraph (a) of this paragraph under the general direction and control of the Chief Executive or of such officers as the Chief Executive may from time to time determine, such appropriate computing, technical, management, administrative, executive, supervisory, advisory and ancillary services as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties and to exercise such powers, functions and duties as may be delegated to them by the Chief Executive from time to time including the duty of servicing all committees that may be established by any such local authority or body. The holder of the post will, if required, act for an officer of a higher level.

SELECTION PROCESS:

• The post of General Operative (CE Licence) will be filled from this externally advertised competition. Selection shall be by means of a competition conducted by or on behalf of Dublin City Council.

• Candidates should note that the information provided by them in their application form will form the basis on which eligibility and shortlisting is conducted.

• Dublin City Council reserves the right to undertake eligibility and or shortlist candidates in the manner it deems most appropriate.

• A panel may be formed on the basis of interviews. A candidate whose name is on a panel and who satisfies the Council that they possess the qualifications declared for the post and that they are otherwise suitable for appointment may, within the life of the panel, subject to the appropriate Department of Housing, Local Government and Heritage sanction, be appointed as an appropriate vacancy arises.

• The life of the panel shall be for a period of one year from the date of its formation.

• Dublin City Council require any person that is offered a position to take up duty within a one month period of accepting the position. If they fail to take up the appointment within such period, or such period as the Council in its absolute discretion may determine, the Council shall not appoint them.

• Successful candidates may be required to undergo a pre employment medical and reference checks prior to final offer and appointment.

SHORTLISTING

Dublin City Council reserves the right to shortlist candidates to proceed to the interview stage of the competition. Shortlisting of candidates will be on the basis of information supplied on the Application Form. It is therefore in your own interest to provide a detailed and accurate account of your qualifications and experience in your application.

The shortlisting process will provide for the assessment of each applicant’s application form against predetermined criteria that reflect the skills and depth of experience considered to be essential for a position at this level.

The interview will be competency based and marks will be awarded under agreed competencies.

SALARY:

The fortnight wage scale for the position of General Operative (CE Licence) is:

€1,378.08; €1,395.28; €1,412.54; €1,429.64; €1,446.76; €1,464.06

An eating on site and travelling allowance may also be applicable. A shift allowance may also apply.

Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Local Government and Heritage. In accordance with Departmental Circular letter EL 02 / 2011, a person who is not a serving local authority employee on or after 1st January 2011 will enter the scale for the position at the minimum point.

Rate of remuneration may be adjusted from time to time in line with Government Policy.

Under the Public Service Stability Agreement 2013, the working hours for newly appointed or promoted staff are 39 hours per week.

A General Operative (with CE Licence) in the Waste Management section will be required to work 39 hours per week, with one shift operating at night and a second shift operating on a 7 over 7 shift, including weekend work.

A General Operative with the Road Maintenance Section (with CE Licence) will be required to work 39 hours per week, generally between the hours of 07:45am and 16:30pm.

The holder of the position will also be required to participate in the Winter Maintenance Roster and from time to time will be expected to work from 02:00am onwards.

Any work which the holder of the post is authorised or required to do after completion of a normal day’s work will be paid at the rates as agreed with the union and appropriately sanctioned, or whatever alternative arrangement is applicable.

PARTICULARS OF POSITION:

(a) The position is temporary initially. The holder of the post will be employed, subject to satisfactory service, on a 1 year fixed term contract basis for Year 1, with a permanent contract thereafter on completion of 12 months satisfactory service.

(b) Dublin City Council reserves the right to, at any time, assign an employee to any Department now or in the future.

(c) A period of one year’s probation applies where a person is permanently appointed to Dublin City Council.

UNIFORM:

As a condition of employment the holder of the post will be required, at all times when on duty, to wear such uniform and or items of personal protective equipment as are specified from time to time by Dublin City Council.

CITIZENSHIP

Candidates must, by the date of application be:

a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway, or

b) A citizen of the United Kingdom (UK), or

c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons, or

d) A non EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a Stamp 4 visa, or

e) A person awarded international protection under the International Protection Act 2015 or any family member entitled to remain in the State as a result of family reunification and has a Stamp 4 visa, or

f) A non EEA citizen who is a parent of a dependent child who is a citizen of and resident in an EEA member state or the UK or Switzerland and has a Stamp 4 visa.
