The Position(s):

Limerick City and County Council invites applications from suitably qualified persons who wish to be considered for inclusion on the following panels:

  • General Operative

  • Driver Plant Operator A – (General Operative (C1 Licence))

  • Following formation of these panels, permanent, temporary and seasonal vacancies may be filled throughout the lifetime of the panel.

    📍 Please note this is a county-wide panel and successful applicants can be assigned to any area of Limerick City and County.

    The duties will be of a general, manual or related nature as may be determined by the local authority. The person(s) appointed will work under the direction and control of the Senior Executive Engineer, District Supervisor, General Services Supervisor, or another officer designated by the Director of Services or the Director General.

    1. GENERAL OPERATIVE COMPETITIONDuties may include, but are not limited to:
    • General maintenance duties (roads/footpaths), including opening water inlets, drainage work, and tar patching

    • Street cleaning

    • Pipe laying

    • Concrete work

    • Laying blocks

    • Erecting fencing and netting

    • Grass cutting, planting, and other gardening duties

    • Power washing

    • Flagman duties

    • Chemical spraying and weed control

    • Cutting/removal of vegetation from riverbanks

    • Stabilising riverbanks and repairing breaches

    • Repairing/replacing small bridges or culverts

    • Water services maintenance (unblocking drains, repairing burst mains)

    • Other maintenance, installation, construction, and repair work as required

    • Driving plant and machinery

    • Attending emergency work outside normal working hours

    • Participating in winter and road maintenance programmes

    • Responding to out-of-hours weather incidents/emergencies

    • Other duties as assigned

    Employees must perform all duties with due care and in compliance with the Council’s Health and Safety Management system.

    The Person:

    Candidates must, on the latest date for receipt of completed application forms:

    1. Character:
    • Be of good character

    2. Health:
    • Be in a state of health to indicate a reasonable prospect of regular and efficient service

    3. Education, Training, and Experience:
    • Have reached a standard of education sufficient for the duties

    • Have prior experience (road maintenance, pipe laying, drainage, etc.)

    • Hold a valid Safe Pass Card

    Demonstrated Competencies (via application/interview):
    • Good communication and interpersonal skills

    • Self-motivated, shows initiative and judgement

    • Team player

    • Understanding of Health & Safety requirements

    • Flexibility with working hours (outside normal hours when required)

    Desirable:
    • Current Class B Driving Licence

    • Experience working on roads with live traffic

    • Selected CSCS qualifications

    2. DRIVER PLANT OPERATOR A – (GENERAL OPERATIVE (C1 LICENCE)) COMPETITIONDuties may include, but are not limited to:

    Same as General Operative (see above), plus driving plant and machinery requiring a C1 licence.

    The Person:

    Candidates must, on the latest date for receipt of completed application forms:

    1. Character:
    • Be of good character

    2. Health:
    • Be in a state of health to indicate a reasonable prospect of regular and efficient service

    3. Education, Training, and Experience:
    • Standard of education sufficient for the duties

    • Prior experience (road maintenance, pipe laying, drainage, etc.)

    • Valid Safe Pass Card

    • Full current Category C1 driving licence

    Demonstrated Competencies (via application/interview):
    • Good communication and interpersonal skills

    • Self-motivated, initiative, and good judgement

    • Team player

    • Understanding of Health & Safety requirements

    • Flexibility with working hours (including outside normal hours)

    Desirable:
    • Experience working on roads with live traffic

    • Selected CSCS qualifications

    Terms and Conditions1. The Post:

    A panel will be formed for 1 year (extendable by 1 year). Vacancies will be filled in order of merit from the panel.

    2. Annual Leave:

    25 days per year (inclusive of Good Friday)

    3. Rate of Pay:
    • General Operative: €1,354.96 – €1,515.42 per fortnight

    • Driver Plant Operator A: €1,525.56 – €1,571.76 per fortnight

    Increments subject to satisfactory performance. New entrants post-Jan 2011 will start at minimum scale point.

    4. Location:

    Assigned to any department/premises used by the Council. No disturbance money or relocation expenses apply.

    5. Hours of Work:

    39 hours per week (subject to review). Includes availability for emergency call-outs, evening, weekend, and out-of-hours work.

    6. Sick Leave:

    Public Service Sick Pay Scheme applies.

    7. Superannuation:

    Local Government Superannuation Scheme applies.

    8. Travel:
    • Must hold full B and C1 licences

    • Provide and maintain own vehicle if required

    • Travel and subsistence expenses reimbursed per policy

    • Insurance must indemnify Limerick City and County Council

    • Notify the Council immediately if licence is revoked or endorsed

    9. Residence:

    Must live in or near the district of assignment

    10. Safety and Welfare:

    Comply with the Safety Statement and Major Emergency Plan. Use all required PPE and follow safety procedures.

    11. Training:

    Participation in training programmes is required.

    12. Garda Vetting:

    Required for roles involving contact with children or vulnerable persons.

    13. Probation:

    Applies to new entrants; satisfactory performance required for appointment confirmation.

    14. GDPR Compliance:

    Personal data will be processed solely to assess your job application. Failure to provide required data will render application invalid.

    15. Canvassing:

    Any attempt to influence the selection process will result in disqualification.

    16. Citizenship Requirements:

    Candidates must be one of the following:

    • Citizen of the EEA

    • Citizen of the UK

    • Citizen of Switzerland

    • Non-EEA citizen with a Stamp 4 visa under qualifying conditions (family reunification, international protection, etc.)
