The Position

Longford County Council is seeking to form panels from which permanent, temporary, and temporary seasonal posts may be filled at General Operative grade. The General Operative grade is an entry-level outdoor grade in Longford County Council and is a critical post in terms of ensuring quality service delivery to the public.

Typical services include roads and transportation, maintenance of social housing units and estates, environmental upkeep, recreation and amenity facilities, etc. The role is likely to be outdoors, operational, and manual. The duties will vary according to the functional area to which the person is assigned.

The ideal candidate will be highly motivated, adaptable, flexible, and capable of acting on their own initiative, with a strong sense of commitment to delivering quality public services.

Role & Duties of the Position

A General Operative’s duties may include but will not be limited to:

  • be responsible for the safe keeping of all stores and equipment that has been allocated to him/her for the purpose of carrying out his/her duties;

  • undertake street cleaning duties;

  • clean out vacant social housing units;

  • lift, carry, stack concrete blocks, bricks, kerbs and cement;

  • drive - van, tractor, pickup;

  • patch - macadam, tar and chippings;

  • open water cuts;

  • mix mortar in concrete mixer & laying concrete;

  • use a wheelbarrow, yard brush, shovel, etc.;

  • surface dress, sweep chips and be involved in traffic control measures;

  • be involved in works relating to drainage, road sewers, cleaning of gullies;

  • treat roads for oil spillage;

  • cut grass using lawn mower, strimmer, tractor & mower;

  • lay pipes, ducting, watermains etc.;

  • assist in fencing, concrete post and rail and concrete post and chain link;

  • build walls, clean, paint signs;

  • erect traffic signs/poles and traffic lights and other traffic management equipment;

  • load and unload traffic management equipment;

  • operate equipment such as jackhammer, consaw, sledge, etc.;

  • be required to undertake the duties of a higher grade where necessary;

  • work with the Water Services Repair crew when required;

  • be available to work out of hours when required;

  • participate and take part in the duties as required as part of the organizational response to Climate Action to promote and ensure capacity building, empowering change and delivering action;

  • employees must participate and take part in all aspects of the Safety Management System as required;

  • any other duties as may be assigned from time to time.

Qualifications

  • Character Candidates shall be of good character.

  • Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

  • Citizenship Candidates must, by the date of any job offer, be: (a) A citizen of the European Economic Area (EEA); (b) A citizen of the United Kingdom (UK); (c) A citizen of Switzerland; (d) A non-EEA citizen who is a spouse or child of an EEA/UK/Swiss citizen with a Stamp 4 visa; (e) A person awarded international protection under the International Protection Act 2015 or a family member entitled to remain under family reunification (Stamp 4); (f) A non-EEA citizen who is a parent of a dependent EEA/UK/Swiss child with a Stamp 4 visa.

  • Education, Training, and Experience

    • Candidates shall have obtained a good general level of education.

    • Candidates shall hold a current unendorsed full Irish driving licence (Class B).

    Desirable:

    • Hold a C1 Licence.

    • Basic IT Skills & Knowledge.

    • Completion of any of the following current certifications:

      • Manual Handling

      • Safepass

      • Health & Safety at Roadworks

      • Signing, Lighting & Guarding at Roadworks

      • Safe System of Work Plan (SSWP)

      • Construction Skills Certification

    Particulars of Employment

  • The Post Wholetime; appointment may be permanent or temporary.

  • Location The appointed candidate may be assigned to any Longford County Council premises. Must report to work by own transport at own expense.

  • Commencement Appointee must take up the position within one month or as determined by the Council.

  • Working Hours 39-hour week. Hours must be logged per the Organisation of Working Time Act, 1997.

  • Reporting Arrangements Reports directly to the appropriate supervisor or designated employee.

  • Probationary Period A probation period applies. Employment may be terminated during or at the end of this period based on performance.

  • Remuneration €677.48 - €757.71 LSI1 gross per week (Circular EL 03/2025). Paid fortnightly via Pay-Path. Subject to statutory deductions. Increments are performance-based.

  • Superannuation & Retirement Contributions required. Terms depend on the applicable superannuation scheme:

    • Non-new entrants: compulsory retirement at 65.

    • New entrants: minimum retirement at 65, no max age.

    • Single Scheme entrants (from 1 Jan 2013):

      • Retirement age initially 66, rising to 67 (2021) and 68 (2028)

      • Compulsory retirement age: 70

  • Annual Leave 25 days per annum. Council closures (e.g., Christmas) may be deducted from leave.

  • Driver’s Licence & Insurance Must have a clean licence and appropriate insurance if using personal vehicle for work.

  • Code of Conduct/Policies Employees must follow all current and future codes of conduct and policies.

  • Training Participation in training is required and expected to be applied in work duties.

  • Health & Safety Regulations Employees must comply with the Safety, Health and Welfare at Work Act 2005. No intoxicants permitted at work. Must attend required health and safety training.

  • Outside Employment Position is whole-time. No outside work allowed that interferes with duties.
