New appointees to any grade start at the minimum point of the scale. Incremental credit will be applied for recognised relevant service in Ireland and abroad (Department of Health Circular 2/2011). Incremental credit is normally granted on appointment, in respect of previous experience in the Civil Service, Local Authorities, Health Service and other Public Service Bodies and Statutory Agencies.

Reporting Relationship

The post holder will:

·        Report to the Designated Department line manager

·        Assist the Designated Department Manager

Purpose of the Post

  • Carrying out General Operative duties to include attend Tradesman, handyman duties, Groundskeeping, waste management at Mayo University Hospital.
  • To assist the Maintenance Foreman and other designated officers/manager on maintaining the hospital.

·        To provide high quality general operative services and functions at Mayo University Hospital.

Principal Duties and Responsibilities

 

 

  • The Person appointed shall work as part of the Maintenance/Environmental waste Team and shall generally assist a craftsman or other maintenance person in their normal work duties.

 

  • He/she will be responsible for carrying out general maintenance and repairs to include but not exhaustive, eg: cleaning workshops, work areas, chasing walls, digging, mixing cement and removing of waste and debris after maintenance/repair works and carryout grounds maintenance activities.
  • He/she may be required to carry out shared duties with other members of the maintenance team.
  • He/she will be required to be flexible and work at weekends or other times outside of normal hours as directed by the Line Manager/Officer. This General Operative position will be rostered over a seven-day period.
  • He/she must wear protective equipment as necessary during the course of duty in accordance with Health and Safety at Work Act 2005 and observe all other safety procedures currently in force.
  • He/she may be required to undertake training that may be deemed necessary by management to enhance his/her ability.
  • He/she will be required to carry out waste management duties to include disposal of all domestic, environmental and clinical waste.
  • He/she will be required to carry out gritting of grounds in bad weather.
  • He/she will be responsible for moving furniture/equipment as it relates to the role.
  • He/she may be required to drive vehicles or operate MEWP elevated hoists, mini diggers, pressure washers, cement mixers, or other equipment.
  • He/she may be required to assist contractors engaged by the HSE.
  • He/she must carry communication instrument as required.
  • He/she shall carry out duties as may be assigned to him/her from time to time by the Line Manager/Foreman.
  • He/she may be required to sign for delivery and receipt of goods and complete weekly time sheets and other documents.
  • To report equipment faults and other irregularities to the Line Manager/Foreman.
  • To answer telephone enquiries and relay messages to appropriate members of staff.
  • Assist with Maintenance of Grounds, moving, planting, trimming, control of weeds.
  • Care for tarmac concrete and block paving’s.
  • Monitoring water temperatures throughout hospital.
  • Maintain oxygen and gas compounds.
  • Assist with curtain hanging and bed screens.
  • Assist with preventive maintenance, energy or similar programmes.
  • Assist with traffic control measures when requested.
  • To carry out other duties as required by the Line Manager.

 

KPI’s

  • The identification and development of Key Performance Indicators (KPIs) which are congruent with the Hospital’s service plan targets.
  • The development of Action Plans to address KPI targets.
  • Driving and promoting a Performance Management culture.
  • In conjunction with line manager assist in the development of a Performance Management system for your profession.
  • The management and delivery of KPIs as a routine and core business objective.

 

 

PLEASE NOTE THE FOLLOWING GENERAL CONDITIONS:

·        Employees must attend fire lectures annually and must observe fire orders.

·        All accidents within the Department must be reported immediately.

·        Infection Control Policies must be adhered to.

·        In line with the Safety, Health and Welfare at Work Act, 2005 all staff must comply with all safety regulations and audits.

·        In line with the Public Health (Tobacco) (Amendment) Act 2004, smoking within the Hospital Buildings is not permitted.

·        Hospital uniform code must be adhered to.

·        Provide information that meets the need of Senior Management.

·        To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.

 

Risk Management, Infection Control, Hygiene Services and Health & Safety

·        The management of Risk, Infection Control, Hygiene Services and Health & Safety is the responsibility of everyone and will be achieved within a progressive, honest and open environment.

·        The post holder must be familiar with the necessary education, training and support to enable them to meet this responsibility.

·        The post holder has a duty to familiarise themselves with the relevant Organisational Policies, Procedures & Standards and attend training as appropriate in the following areas:

 

o   Continuous Quality Improvement Initiatives

o   Document Control Information Management Systems

o   Risk Management Strategy and Policies

o   Hygiene Related Policies, Procedures and Standards

o   Decontamination Code of Practice

o   Infection Control Policies

o   Safety Statement, Health & Safety Policies and Fire Procedure

o   Data Protection and confidentiality Policies

 

·        The post holder is responsible for ensuring that they become familiar with the requirements stated within the Risk Management Strategy and that they comply with the Group’s Risk Management Incident/Near miss reporting Policies and Procedures.

·        The post holder is responsible for ensuring that they comply with hygiene services requirements in your area of responsibility. Hygiene Services incorporates environment and facilities, hand hygiene, catering, cleaning, the management of laundry, waste, sharps and equipment.

·        The post holder must foster and support a quality improvement culture through-out your area of responsibility in relation to hygiene services.

·        It is the post holders’ specific responsibility for Quality & Risk Management, Hygiene Services and Health & Safety this will be clarified to you in the induction process and by your line manager.

·        The post holder must take reasonable care for his or her own actions and the effect that these may have upon the safety of others.

·        The post holder must cooperate with management, attend Health & Safety related training and not undertake any task for which they have not been authorised and adequately trained.

·        The post holder is required to bring to the attention of a responsible person any perceived shortcoming in our safety arrangements or any defects in work equipment.

·        It is the post holder’s responsibility to be aware of and comply with the HSE Health Care Records Management/Integrated Discharge Planning (HCRM / IDP) Code of Practice.

Eligibility Criteria

 

Qualifications and/ or experience

 

Candidates must on the latest date for receiving completed application forms for the office possess:

1.      Professional Qualifications, Experience, etc.

i)       Possess a Leaving Certificate (or higher) or equivalent qualification.

 

And

 

ii)      Have successfully undertaken or be willing to undertake the Solas Safe Pass Health & Safety Awareness Training Programme, or equivalent approved training programme.  (Please note if you have not undertaken this training, you will be required to successfully complete this training on taking up the post).

 

And

iii)     Be the holder of a full valid unendorsed Category B Driving Licence.

And

iv)    Adequate education, training and experience of a type which would render him/her suitable to perform satisfactorily the duties of the post of General Operative

And

v)      Candidates must have the requisite knowledge and ability including a high standard of suitability for the proper discharge of the duties of the office

 

3. Health

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

 

4. Character

Each candidate for and any person holding the office must be of good character.

Post Specific Requirements

 

The candidate must have experience in handling all forms of risk and non-risk healthcare waste streams in a hospital setting, including the following:

·        Clinical waste

·        Special waste

·        Hazardous waste

·        WEEE waste

·        General waste

·        Recyclable waste

Other requirements specific to the post

·     Access to appropriate personal transport, as this post will involve frequent travel between sites.

·     The post holder will be required to carry a HSE mobile phone or bleep during working hours.

·     Due to the nature of the business of the Engineering Department, some of the works will be conducted outdoors and will include working in ducts below ground level, confined spaces, trenches and roof spaces (working from ladders and scaffolding) and in difficult weather conditions. The post holder will be required to work in all weather conditions when requested to do so, or when circumstances dictate.

·     Flexibility around working hours to meet service needs.

 

·     Experience of working in a large complex healthcare setting.

Eligible candidates must be:

(i)               EEA, Swiss, or British citizens

OR

(ii)              Non-European Economic Area citizens with permission to reside and work in the State
