Grade VII – Administrative Officer Data Analytics (2 Year Fixed Term Contract) Ref: G7FTDA23

City of Dublin Education and Training Board (City of Dublin ETB) was established on 1st July 2013 under the Education and Training Boards Act, 2013. City of Dublin ETB has 3,000 employees and an annual budget of €580m. It is the state education and training authority for Dublin city and serves the area covered by Dublin City Council. This provision is delivered to over 48,000 learners (20,000 full-time and 28,000 part-time) and is supported by a range of services including a psychological service, a curriculum development unit, a buildings maintenance unit and Head Office staff in Ballsbridge. It also has statutory responsibility for supporting the provision, coordination, administration and assessment of youth work services in Dublin city and is the lead partner for Music Generation Dublin City. City of Dublin ETB is also responsible for the national awarding authority for student grants in Ireland, Student Universal Support Ireland (SUSI).

Salary: €55,846 - €72,602 (including two long service increments) (pro rata). Hours of Work: 35 hours per week.

Location: The position will initially based in City of Dublin ETB Head Office, Town Hall, 1-3 Merrion Road, Ballsbridge, Dublin 4, D04 PP46.

Summary of Position The successful candidate be initially assigned to the Strategic Development and Data Analytics Unit of City of Dublin ETB and will be responsible for co-ordinating and procuring all necessary research in the fields of education and training and for all aspects of data collection and analysis including the management of returns to stakeholders for all education and training. Essential Requirements:

• Have obtained at least Grade D3 in five subjects in the Leaving Certificate Examinations (higher, ordinary, applied or vocational preparation) or equivalent or have passed an examination at the appropriate level within QQI qualifications framework which can be assessed as being of a comparable standard to Leaving Certificate or equivalent or higher or have appropriate relevant experience which encompasses equivalent skills and expertise. • Have the requisite knowledge, skills and competencies to carry out the role. • Have excellent administrative skills and a high level of ICT literacy including a proven ability to apply technology in the workplace. • Be capable and competent of fulfilling the role to a high standard.

Desirable Requirements:

• Have a minimum of three years recent proven experience managing data analysis and/or research functions at a senior level. OR Similar experience which in the opinion of City of Dublin ETB isrelevant to the post. • Have significant management experience at an appropriate level, including leading teams and managing resources. • Have excellent administrative and IT skills. • Possess the requisite knowledge, skills and competencies to carry out the role. • Be capable and competent of fulfilling the role to a high standard. • Have an understanding of the main features and current challenges of public service and regulatory reform. • Experience in using data gathering and/or analytics systems such as PLSS,Tableau or MS Power BI. • A high level of competence in MS packages including Excel, PowerPoint and Word. • Excellent judgement, problem-solving, analytical and decision-making skills. • A recognised qualification in project management or data analytics. • Have a degree equivalent to Level 7 or higher on the National Framework of Qualifications in a relevant discipline as may be considered appropriate in the discretion of City of Dublin ETB. • Self-motivating, flexible and results focused. • Ability to prioritise and manage work in a dynamic and pressurised environment. • Proven record as a team player with a flexible approach. • Demonstrated experience of building and maintaining relationships. • Effective verbal and written communicationsin a clear and concise manner.

Principal Duties and Responsibilities The general duties and responsibilities listed below are not intended to be a comprehensive list of all duties involved and consequently, the post holder may be required to perform other duties as appropriate to the post while in office: Strategic areas of responsibility

o Undertake or commission all necessary research required to assist in the strategic and operational planning of City of Dublin ETB’s Education and Training provision across all its centres and services. o Develop and manage City of Dublin ETB’s FET data analysis and reporting systems to meet City of Dublin ETB requirements and the reporting requirements of its key stakeholders and funders. o Develop and manage the data analysis systems required by the organisation for all provision. o Analyse data collected to examine the effectiveness and efficiency of the programmes provided. o Present analytical information to Management, stakeholders and funders as necessary.

Operational areas of responsibility: o Support and supervise staff. o Set out an annual plan for the unit in line with the City of Dublin ETB annual plan. o Co-ordinate the work with the FET Development Unit and other support services in City of Dublin ETB. o Undertake research in areas such as: a) Mapping City of Dublin ETB Courses onto the Cluster Framework b) Mapping Progression Routes to employment in FET and Third Level. c) Measuring Retention, Certification and Progression Rates. d) Research National Labour Market Policies, Future Skills reports and other relevant policy documents. e) CSO statistics, Employment/Unemployment Statistics and other relevant data. f) Collect and analyse the data on junior certificate and leaving certificate results on an annual basis and provide a range of reports on same as required. g) Produce reports on any of the above to assist City of Dublin ETB management team in the strategic planning and annual planning.

o Manage the online database systems for FET. o Support the Data team in the embedding PLSS across the FET provision of City of Dublin ETB. o Manage the annual statistical reporting to SOLAS on FARR and PLSS. o Analysis of current City of Dublin provision and how it fits in with City of Dublin strategic aims. o Setting out, in consultation with providers, appropriate criteria for Completed online applications should be submitted no later than: 12 noon on Wednesday 3rd January 2024 Late applications will not be accepted.
